It has come up by the success of the World Wide Web on the one hand side and by the increasing use of databases in order to professionally store original and consolidated legal materials on the other side. And though, despite the importance, the number of available tools to create and maintain such links is not very extensive. Whereas the recognition of legal citation patterns with regular expressions and parsers is one side of the coin, the corresponding question, how to apply those results and how to maintain such references in a lively environment of legal materials, which tends to evolve and emerge from day to day, is the other. This paper aims to show up one solution for this problem by using the standardized markup languages SGML and HyTime in combination with the SGML- and hypertext-programming language OmniMark. Despite the necessary initial effort to bring up an industrial strength production environment and despise the comprehensiveness of these standards they can be applied with great advantage to solve the given problem efficiently also in terms of reduced production time and manual conversion costs. The appliance of these standardized formats may also help to obtain interconnected legal databases, which may contribute not only to meet fundamental and ancient principles of law (publicity, unity, unequivocal administration of law, transparency) but may also allow the reflection of some well settled ideas of legal theory and legal reasoning under new circumstances.","PeriodicalId":194923,"journal":{"name":"Proceedings Ninth International Workshop on Database and Expert Systems Applications (Cat. And only a few research projects have addressed indexing and retrieving video data by motion. We present a method to automatically compute motion based indexes for video units and to retrieve video units using motion information. Since video is full of motion and the field of motion is the whole frame, we propose a method to divide this field of motion into several subfields and extract the motion features of every subfield. As a result, location information will be added to the motion vectors. Three keyframes will be extracted as representative frames for the corresponding shot, first, last, and middle frame. Then, the system extracts the MPEG coded motion vector information of the macroblocks of the representative frames and uses this information to compute the motion indexes of the corresponding shots. This method is faster than other methods since the motion vectors have already been computed by the MPEG software. Motions that result from camera movement and object movements are distinguished. Further, unstructured data such as emails, html texts, images, videos, and office documents are increasingly accumulated in personal computer storage due to spread of mailing, WWW, and word processing. Such unstructured data, or what we call multimedia documents, are larger in volume than structured data and precious as corporate assets as well. So we need a document warehouse as a software framework where multimedia documents are analyzed and managed for corporate wide information sharing and reuse like a data warehouse for structured data. In this paper, we address the problem of deploying components to remote sites as part of the dynamic composition process. In particular, we discuss the specification and allocation of resources to remotely deployed components. Satisfying the mutual needs of an autonomous component and the environment to which it was deployed suggests a negotiation-based approach. We present a model that allows programmers to specify the negotiation strategy as part of the component and a two-phase deployment protocol. The first phase involves negotiation between lightweight objects and results in either a contract or a failure. In the former case, the component can tailor itself according to the contract before the actual deployment, and in the latter case unnecessary deployment is avoided. The problem is similar to the translation of official documents from one language to other: we need an official translator, with recognised right to certify, that the information s/he is giving on the translation corresponds exactly with the information contained in the original document. This function can only be given by a TTP (Trusted Third Party). This TTP has to be able to check the validity and authenticity of all the data included in the original document, and translate it to the other environment, signing the translation, to certify, not only the authenticity of the data, but also the signatory of the original document. Since this particular TTP is connecting users and applications of two different environments, we have defined it as a gateway, and this paper describes with detail its architecture and functional requirements.
