Indeed, community participation in interstate relations is not limited to one area; it is widespread, and it encompasses many areas of cooperation, from political relations to economic and cultural ties. Undoubtedly, the role of the well-known Iranian-Armenian businessman-philanthropist, community figure Levon Aharonyan (1930-2020) is obvious in bilateral economic ties. The Iran-Armenia Chamber of Commerce was established in November 1992, chaired by L. Aharonyan. In 1992-1993 during the most difficult years of newly independent Armenia, the homeland was supported by various Iranian-Armenian figures, of course, with the permission of the Iranian state, with the issuance of very strong visas in some issues. This argument is justified by the US withdrawal from Afghanistan, Iraq, and other parts of the Middle East. However, the US military withdrawal and redeployment from the region does not mean its influence will diminish since the Americans will pursue their policy through their proxies and allies. Hence, the Saudis, Israelis, and Turks will try to shape the US interest in the region by containing the Russian, Iranian and Chinese interests. Iranians, especially the conservatives, view the regional geopolitical and geo-economic developments through this (anti-Israeli and anti-American) prism. This is why Iranians directly intervened in Syria and Iraq since they saw the “Sunni-Islamist jihadism” as an “American-Zionist plot” to change the balance of power in the region and destabilize Iran. Tehran looks to the South Caucasus through the same prism. The approaches of policy-making institutions and various political parties are reflected in internal discourse through the views of individuals associated with them and through the main media resources. During the military operations in 2016, the elements of a \"positive approach\" to the Artsakh Republic prevailed in Iran’s internal discourse. These days, the Iranian discourse is also more homogeneous in terms of its approaches to the conflict. In terms of the opinions expressed and the publications made during the war in 2020, the differences in the approaches of the decision-making institutions were quite noticeable. Particularly, the Foreign Ministry was promoting a policy of \"active neutrality\" and \"mediation\" when in parallel the military power structures (especially ICRC) were more focused on activities aimed at security targets.
