The model is rather generic, able to describe documentaries, advertisements, movies, and other video types. Our goal is to develop a tool for navigating into a joint database of video and related images, based both on visual contents and manual annotations. We describe mainly the video database schema, the corresponding relational implementation, and our video indexing prototype. The connection with an image sub-database is shortly described. The upper bound of Bayes error in the multi-class problem is represented by the sum of the upper bound of Bayes error of every two-class pair. In order to obtain an accurate solution of the feature selection transform matrix in term of the minimum upper bound of Bayes error, a recursive algorithm based on gradient method is developed. The principal component analysis (PCA) is used as a pre-processing to reduce the intractably heavy computation burden of the recursive algorithm. Such scenarios are becoming more relevant with the gradual deployment of priority-enabled networks (e.g. DiffServ). We present results indicating that significant performance gains can be achieved by using UEP instead of the simpler EEP (equal error protection) scheme also in the multichannel case. To prevent loss of presentation synchronization, program clock reference (PCR) correction is implemented in accordance with tolerance defined in ISO/IEC 13818-1. The SPIHT algorithm has achieved prominent success in signal compression. Multiwavelets offer simultaneous orthogonality, symmetry, and short support, which is not possible with scalar two-channel wavelet systems. These features are known to be important in signal processing. Therefore multiwavelet offers the possibility of superior performance for image processing applications. This paper deals with beat variation periods and then exploits the correlation between cycles (inter-beat) and the correlation within each ECG cycle (intra-beat). We suggested applying the SPIHT algorithm to 2-D multiwavelet transform of ECG signals. Two rate adaptation approaches are proposed in this paper, to meet both quality and latency requirements while achieving overall efficiency. Encoding frame rate is adapted according to the importance of the video contents; quantization parameter for each frame is dynamically adjusted based on complexity of the current frame and past observations of end-to-end delay. Simulation results for a multi-camera surveillance application show the effectiveness of the proposed network-adaptive rate control in a live coding and streaming scenario.
