In the actual context, the regional policy in Romania is implemented at regional level, the regions being formed by counties that have voluntarily associated on the basis of a convention signed by the representatives of the County Councils, respectively of the General Council of Bucharest. After the year 2000, the development regions faced two major crises: the global financial crisis (2008-2009) and the one caused by the COVID-19 pandemic (2020-2021). Both crises have caused important effects at regional level and both have been supported by a number of territorial strategies and policies, to which there was added the cohesion and regional development policy financed by the EU Structural Funds. The paper is based on the analysis of the differences between the regions of Romania, in the period 2008-2022, during the COVID-19 pandemic, by highlighting the differences between the dynamics of certain indicators, of the analysis of the GINI coefficients for measuring inequalities, trying to answer the question which of the two crises, financial or health, affected the level of territorial inequalities more and what was the evolution of the regions of Romania in these two sub-periods. Regarding the financial crisis versus the pandemic one, in the majority of the indicators, it was shown that the values of the Gini coefficients in the 2020-2022 were higher than the ones in 2008-2010 and also after the COVID-19 crisis the tendency of increased disparities was maintained. There is a clear need to establish the supply of the population with sufficient quantities of drinking water as a priority direction in state policy and actions for the health of the population in relation to the environment, in the context of sustainable management of water resources. Although, currently, the national balance of water reserves - water consumption in the Republic of Moldova is adequate in relation to the available resources, in the context of climate aridity and inefficient management of water consumption, this balance may be affected in the future. In the period 2003-2022 that was taken into study, several periods with a maximum volume of water use (years 2007, 2009, 2020 and 2022) were highlighted as a result of droughts that affected the whole country. In all 6 development regions, most of the water used is abstracted from surface sources (85%). At district level, especially in rural localities, water use from underground sources, including wells and springs, predominates as a result of reduced access to public water supply systems. About 75% of the total volume of water used is attributed to technological uses. On the right side of the Dniester River, water is predominantly used for domestic (48%) and agricultural (38%) purposes. Riheb, Abdelmadjid Chouabbi","doi":"10.47246/cejgsd.2023.5.2.2","DOIUrl":"https://doi.org/10.47246/cejgsd.2023.5.2.2","url":null,"abstract":"This study presents a comprehensive investigation into the factors underlying the collapse incident that occurred in the Jebel El Ouahch Tunnel in the Numidian flysch, Constantine region, Northeast Algeria. This methodology focuses on evaluating landslide susceptibility through the application of the Analytic Hierarchy Process (AHP) along the reconfigured path of the collapsed A1 highway tunnel section in the Constantine region of northeastern Algeria. Various influential factors contributing to landslides were analyzed, including lithofacies, slope gradient, slope aspect, elevations, fault density, plan curvature, distance from streams, and distance from roads. Utilizing a Geographic Information System (GIS), these eight causative factors were prepared for assessment. The findings indicate that slope gradient and lithology play pivotal roles as primary controlling factors in landslide susceptibility. The model exhibited a commendable success rate of 93% in predicting landslide susceptibility, as demonstrated by the area under the curve (AUC) plot generated from the landslides susceptibility map. Most of the new road falls within the highly susceptible area to landslides. This validated model can serve as an effective tool for mapping landslide susceptibility zones along the newly established road path following the collapsed tunnel. Moreover, its applicability extends to similar environments, showcasing its potential as a valuable resource for hazard assessment and planning in comparable terrains. The deviation road, as well as tunnel T01 of the A1 highway, is in a state of proven instability. It is certain that they will experience continuous, recurrent, and intense landslides. A radical solution to all the geotechnical issues plaguing this section of the highway is to reroute it far away from the Subnumidian formations. The study draws attention to the opportunities offered by alternative agri-food systems based on agroecology and food sovereignty as cultural heritage to support sustainable local development. The results of the study demonstrate how the recovery and promotion of traditional ecological knowledge can help increase the capacity of socio-ecological systems to cope with shocks and disruptions and maintain long-term resilience. At the same time, agro-ecological practises allow collective identities to emerge around characteristics of rural space, strengthening local life, focusing on the coevolution of the society-ecosystem of local identity. The case study analyzed in Romania counties shows that rural areas play a critical role in economic and social cohesion, in the resilience of regions and in the contribution of countless services in various local ecosystems, including food production, to their consolidation socio-economic prosperity, the ability to innovate, to achieve a sustainable and inclusive social economy. Currently, the need for comparative studies of human development appears increasingly imperative, in an attempt to track the level reached by states, regions or urban and rural human habitats within them, with the goal of evaluating the effectiveness of development policies applied by governments or regional and local administrations, beyond certain indicators or statistical series that attest to certain aspects of human development. Through this study, we proposed the calculation of the HDI at the level of human habitats of the North Development Region of the Republic of Moldova, with the expansion of the number of indicators taken into account, compared to the indicators taken into account by the UNDP in the calculation of the HDI of the states. This fact would allow a more accurate radiography of human development at the locality level. The purpose of this study is to estimate and determine the spatial differences of the Human Development Index (HDI) in the localities of the North Development Region in the context of the implementation of the Regional Development Strategy of the Republic of Moldova and the intention of European integration of the country. The main results of the study consist in the creation of a valuable cartographic set with reference to the four dimensions of human development, as well as the map of the aggregate index of human development related to the human habitats of the region, a typology that can serve as a benchmark in the agrumentation of territorial, administrative and financial decentralization which is to be implemented. The main methods used in the study: comparative, statistical, direct standardization, mathematical, the GIS system. In the summer season, due to the heat wave that persists in most of the country, the very high thermal discomfort, the temperature-humidity index (ITU) that exceeds the critical threshold of 80 units, more and more tourists go to the mountain areas and depression. In this sense, the Saxon settlements in Transylvania are an alternative for tourists who love nature, hiking, traditional art and cuisine. The Saxon villages in the heart of Transylvania have become a tourist attraction in recent years. His Majesty, King Charles of Great Britain, drew attention to these areas where time seems to have stood still. This research is based on a questionnaire, from which we drew conclusions about the reorientation of tourism activity in the Transylvanian region for this period, when climate change is increasingly felt. The so called wine tourists seek for an authentic experience in the wineries based on the activities they develop during their visit and given by the region attributes. This research aims to emphasize the tourists’ experience in which relates the wine region of Dealu Mare, Prahova county and identifies the main advantages that this tourist area has regarding the agrotourism potential. The data were collected by applying a questionnaire (n=600) and the results were displayed using charts that show the behavior and activities undertaken by tourists during their visit in the wineries. Hence, the tourist’ behavior in which relates wine consumption and winery visitation has been outlined, also their preferences in terms of wine regions of Romania and abroad. A priority place in the activity of protecting the environment belongs to the waste reduction process, which represents the major, permanent and sustained concern worldwide. In this context, the research aims, on the one hand, to highlight the evolution of waste generation and treatment in the period 2004-2020 for the EU member states, and on the other hand, to identify the similarities and disparities between these countries at the level of 2020. Time series analysis and the cluster analysis were carried out on the basis of 12 variables selected for the study. In Serbia, a decline in the number of deaths in traffic accidents is evident, but in certain time intervals and areas, the number of deaths is higher than in others. This paper adopted Joinpoint regression analysis and a geospatial approach to assessing spatial, temporal, and spatiotemporal mortality variability due to traffic accidents in Belgrade from 2016 to 2021. Results suggested statistically significant change during each year and spatial clustering of higher values of deaths in central Belgrade municipalities. Spatiotemporal analysis of traffic accidents data indicated a change in spatial clusters over time, pointing out two types of hotspots for traffic accident mortality—Sporadic- and New hotspots along the international highway, main, and local roads, in the broader area of the city. The main findings of this paper pointed to the areas in Belgrade where the population is more endangered in traffic compared to others. Moreover, the COVID-19 pandemic has accelerated the process of digitalization, offering new perspectives on sustainable and inclusive development. From the point of view of the regional approach, digitalization can have an important impact on the level of territorial development and on the reduction of economic and social inequalities. This paper proposes to identify the relationship between a series of indicators specific to digitization and regional GDP, with the help of panel models. The objective of the research is to estimate the relationship between GDP and two indicators specific to digitalization: online commerce and broadband internet infrastructure, the level of the eight development regions in Romania. Dependency modelling, based on econometric equations, offers the possibility of highlighting the way in which the two indicators of the digital economy contribute to the growth of GDP per capita. This analysis aims to illustrate the fact that broadband technologies and the increase in the number of people using the Internet for commercial purposes can have a positive impact on the growth of the regional economy.
