Taxonomies are a fundamental part of any knowledge management strategy or framework. We propose a method for hierarchical document clustering based on the notion of frequent concept sets. Most clustering algorithms treat documents as a bag of words and bypass the important relationships between words, such as synonyms. In this method, we consider the semantic relationship between words and use a domain thesaurus (ETDE/INIS) to identify concepts. A consortium of seven members (Japan, the European Union, South Korea, China, India, the USA and Russia) has proposed to build a fusion reactor, the International Thermonuclear Experimental Reactor (ITER) to realise this goal. Intense research in this area by the seven participating members has led to a proliferation of publications. The present study offers an overview of research on the ITER during the 25 years from 1986 to 2010, based on a bibliometric analysis of these publications retrieved from the INIS (International Nuclear Information System) database. A Java Swing based GUI application, QME, has been developed. This QME is equipped with different algorithms like String Equality, Longest Common Subsequence and Levenshtein Distance for evaluation of the ontology matching at different thresholds in terms of precision, recall, Fmeasure metrics. As a case study the QME results for ontology matching between electrical power supply and distributed power system logics of the nuclear reactor are considered for validating the performance of the system. The decisions have to be made. There were different answers to the question from different governments. In order to understand the factors which influenced the decision-making, the Fukushima nuclear plant accident was used as an example to explore the relations between knowledge flow and decision-making. The accident triggered the flow of nuclear power related knowledge. In fact, because of the accident, there were also changes of power relations between different actors/parties who were affected by the accident in either direct or indirect ways. To discuss the key actors, the connections between the actors, sources of power, and power relations related to the nuclear power knowledge flow, this paper suggests that the change of power relations affected nuclear power related knowledge flow, and also influenced decision-making about nuclear energy. We employ a case study with in-depth interviews and document analysis. Thus we are able to address how ‘external management’ and ‘cooperative strategy’ with key suppliers, customers and complementors of KEARI have been applied. External management with cooperative strategy is played as a critical facet of R&D in atomic energy research due to its safety and credibility issues as well as international politics in the Korean Peninsula where geopolitics have mattered even in pure commercial R&D for nuclear power plants. Nuclear power plants have been particularly affected, and as a result of these financial pressures are undergoing significant cultural changes that are having a negative impact on their safety. This research aims to examine this emerging concern from an alternative theoretical framework, the cultural organisation model, which includes the four dimensions that are needed to make a cultural analysis of any organisation: content, consensus, coherence, and consistency over time. The current issue of the Nuclear and Energy Research Institute (IPEN), the Brazilian largest nuclear and energy research and technology institute, is to plan the reconciling of long-term ramifications of a large project funded by the Union’s budget with the R&D agenda that is funded by science and technology funding agencies. In the mid-2010, the top management of IPEN approved the implementation of a participatory planning effort involving its internal research community. Based on an information framework derived from a technique known as technology roadmapping, a four step planning process was developed: survey, synthesis, evaluation and decision. Selected results generated in the survey step and discussed during the evaluation step are presented.
