Цель статьи заключается в выделении общих знаменателей развития культуры качества в высшем образовании. Автором обобщен опыт европейских вузов, накопленный в масштабных исследованиях, проведенных в период 2006–2012, и более поздних работах иностранных коллег. Раскрыта сущность культуры качества в европейских вузах. Выделены функции, выполняемые вузами для развития культуры качества, условия оценки, соблюдение которых должно способствовать развитию культуры качества, актуальные проблемы / драйверы развития, особенности внедрения (характеристики / признаки) культуры качества, условия эффективной культуры качества. Доказано, что концепции развития культуры качества и каких-то единых механизмов такого развития не существует. Предложено использовать устоявшиеся в Европе паттерны развития культуры качества для совершенствования отечественного высшего профессионально-педагогического образования. Статья предназначена для специалистов по проблемам качества высшего образования.\u0000 The relevance of the article is due to the insufficient knowledge of the culture of quality as an objective concept in higher education by Russian scientists. The purpose of the article is to highlight the common denominators of the development of a culture of quality in higher education. The author summarizes the experience of European universities, accumulated in large-scale studies conducted in the period 2006–2012, and later works of foreign colleagues. The essence of the culture of quality in European universities is revealed. The functions performed by universities for the development of a culture of quality, the conditions for assessment, the observance of which should contribute to the development of a culture of quality, current problems / development drivers, implementation features (characteristics / signs) of a quality culture, conditions for an effective quality culture are highlighted. It is proved that the concept of developing a quality culture and any unified mechanisms for such development do not exist. It is proposed to use the patterns of quality culture development that have been established in Europe to improve domestic higher professional and pedagogical education. Младший школьный возраст является сензитивным периодом социальной адаптации ребёнка, в связи с чем на этапе начального общего образования его необходимо знакомить с особенностями многокультурного мира; научить взаимодействовать с людьми других национальностей; оценивать и анализировать вопросы, касающиеся развития региона и страны; формировать способность воспринимать и принимать особенности культуры разных народов. В связи с тем, что информационное пространство сети Интернет является одним из эффективных способов межкультурного взаимодействия, данные компетенции могут быть сформированы с помощью современных технологий, программного обеспечения и сервисов в дистанционном режиме обучения. Авторами охарактеризованы организационные формы онлайн-занятий, педагогические методы и виртуальные дидактические средства, способствующие формированию глобальных компетенций учащихся начальной школы.\u0000 The relevance of the article is caused due to the need to implement priority strategies for the modernization of modern primary education, one of the main tasks of which is to create conditions for preparing the younger generation for interaction in a multicultural world in the context of globalization, which is the content of such a component of functional literacy as «global competencies». Primary school age is a sensitive period of social adaptation of the child, and therefore, at the stage of primary general education, it is necessary to familiarize him with the features of a multicultural world; learn to interact with people of other nationalities; evaluate and analyze issues related to the development of the region and the country; to form the ability to perceive and accept the peculiarities of the culture of different peoples. Due to the fact that the information environment of the Internet is one of the effective ways of intercultural interaction, these competencies can be formed using modern technologies, software and services in distance learning. Цель статьи заключается в обосновании социально-информационного проектирования социокультурного пространства молодежи. Авторами сформулированы направления психолого-педагогического анализа содержания социально-информационных технологий, способствующих успешной социализации молодежи. Раскрыта сущность информационно-коммуникационных технологии, способствующих успешной социализации уязвимых групп молодежи с помощью кибер-тьютора. Нами предложены три модели социального лифта для уязвимых категорий молодежи с применением цифровых технологий в социокультурном пространстве. Обозначено исследовательское поле и поставлены задачи разработки цифровой модели сервиса социально-навигационного контента (социального лифта). Статья предназначена для молодых ученых, магистров и бакалавров социальной работы, практиков, осуществляющих социальную работу с молодежью.\u0000 The relevance of the article is due to the development of digitalization among the young population, the insufficient readiness of the sociocultural educational environment for the process of development and education of a young personality in the Internet space. The purpose of the article is to substantiate the socio-informational design of the socio-cultural space of youth. The authors have formulated directions for the psychological and pedagogical analysis of the content of social and information technologies that contribute to the successful socialization of young people. The essence of information and communication technologies that contribute to the successful socialization of vulnerable groups of young people with the help of a cyber-tutor is revealed. We have proposed three models of a social lift for vulnerable categories of young people using digital technologies in the socio-cultural space. The tasks proposed for the development of a digital model of the social navigation content service (social elevator) are proved. {"title":"Legal culture and legal competence: to the question of the correlation between concepts","authors":"М.Г. Ибрагимов","doi":"10.51379/kpj.2023.158.1.043","DOIUrl":"https://doi.org/10.51379/kpj.2023.158.1.043","url":null,"abstract":"Актуальность темы обусловлена противоречием между широким применением в педагогической и правовой теории понятий правовая культура и правовая компетентность, с одной стороны, и недостаточно обоснованным пониманием роли и места этих понятий в понятийно-терминологическом аппарате педагогики, обусловленным неразработанностью вопроса об их соотношении. Цель исследования заключалась в выявлении соотношения понятий правовая культура и правовая компетентность. Для ее достижения был проведен метаанализ публикаций по теме (всего были подвергнуты анализу 21 работа (статьи, монографии и диссертации), посвященных изучаемой проблеме. В статье на основе анализа научной литературы раскрывается сущность и содержание понятий правовая культура и правовая компетентность. Обосновывается соотношение этих понятий. Показано, что общим признаком для них является обладание личностью определенной суммой знаний в области права, умений и определенных навыков и способностей в применении этих знаний в деятельности и общении. Выделены основные признаки, по которым эти понятия различаются: объем понятия (у понятия «правовая культура» он объективно шире, так как оно описывает уровень и качество правовых знаний и правовых ценностей на уровнях государства, общества, личности; понятие «правовая компетентность» – сугубо личностная характеристика, выражающаяся в совокупности компетенций личности в правовой области); степень охвата жизненного цикла человека (правовая культура развивается на этапах общего, профессионального и различных форм дополнительного образования, в системе неформального и информального образования; правовая компетентность – преимущественно на этапе профессионального обучения и образования и последующей профессиональной деятельности); характер проявления в деятельности (правовая компетентность всегда проявляется через осуществление действий в той или иной конкретной профессиональной или жизненной ситуации; правовая культура как общественное явление может функционировать и в пассивной форме – в виде законов, правил и т.п.).\u0000 The relevance of the topic is due to the contradiction between the widespread use of the concepts of legal culture and legal competency in pedagogical and legal theory, on the one hand, and insufficiently substantiated understanding of the role and place of these concepts in the conceptual and terminological apparatus of pedagogy, due to the undeveloped question of their correlation. The purpose of the study was to identify the correlation between the concepts of legal culture and legal competency. To achieve it, a meta-analysis of publications on the topic was carried out (a total of 21 papers (articles, monographs and dissertations) devoted to the problem under study were analyzed. Based on the analysis of scientific literature, the article reveals the essence and content of the concepts of legal culture and legal competency. The correlation of these concepts is substantiated. Цель статьи заключается в том, чтобы изучить возможность использования симуляционных игр в подготовке переводчиков и гидов-переводчиков в системе дополнительного образования. Проведенный анализ литературных источников позволил авторам раскрыть сущность понятий «симуляция», «сценарий» и «симуляционные игры». Рекомендовано использование симуляционных игр как средства формирования устойчивости мыслительного процесса, развития самостоятельности в принятии решений, приобретения практического опыта. Продемонстрирована эффективность планирования сценария в процессе подготовки студентов (будущих переводчиков и гидов-переводчиков) к практическим занятиям, т.е. играм-экскурсиям. Авторы предлагают материалы для планирования сценариев – планы-шаблоны. Статья предназначается преподавателям и исследователям, задействованным в программах дополнительного образования и содействующим формированию компетентности переводчиков и гидов-переводчиков.\u0000 The relevance of the article is explained by the need to respond to changing requirements for interpreters and guides-interpreters. The article aims to study the feasibility of using simulation games in the course of training interpreters and guides-interpreters’ in the system of additional education. The conducted analysis of literary resources let the authors reveal the essence of the following terms: “simulation”, “scenario”, and “simulation game”. Simulation games are recommended as a means to develop sustainable thinking and independence in making decisions, as well as to gain hands-on experience. The efficiency of planning a scenario in the students’ (future interpreters and guides-interpreters’) training is demonstrated. The authors offer templates for planning scenarios. В работе рассмотрена характеристика и структура экосистемы университета. Приведен анализ научных публикаций о возможности и необходимости внедрения экосистемного подхода в практику организации и управления высшего образования. Разработаны ключевые признаки образовательной экосистемы технического университета. Приведена структура университетской экосистемы. Применение средового подхода к ключевой характеристике экосистемы университета позволило выделить системы (подсистемы) экосистемы: образовательную, воспитательную, исследовательскую, социализирующую, научно-образовательных центров. Каждая система имеет множество взаимодействий и взаимовлияний с внешними разнообразными участниками (акторами). Раскрыты возможности синергии экосистем в формировании у выпускников вуза компетенций, профессиональной активности, креативности, корпоративной культуры, обеспечивающих быструю адаптацию на производстве и карьерный рост молодых специалистов. Цель статьи – педагогическая характеристика ключевых признаков и структуры экосистемы университета как фактора повышения качества подготовки востребованных специалистов.\u0000 The ecosystem approach is increasingly implemented in higher education. The paper considers the characteristics and structure of the university ecosystem. An analysis of scientific publications on the possibility and necessity of introducing an ecosystem approach into the practice of organizing and managing higher education is presented. The key signs of the educational ecosystem of the technical university have been developed. The structure of the university ecosystem is given. The application of the environmental approach to the key characteristic of the university ecosystem made it possible to identify systems (subsystems) of the ecosystem: educational, upbringing, research, socializing, scientific and educational centers. Each system has many interactions and mutual influences with various external participants (actors). The possibilities of synergy of ecosystems in the formation of university graduates' competencies, professional activity, creativity, corporate culture, which ensure rapid adaptation in production and career growth of young specialists, are revealed. Материалы статьи могут быть полезны профессорско-преподавательскому составу, методистам вузов.\u0000 The relevance of the article is due to the introduction of end-to-end digital technologies in Russian healthcare and medical education, which requires the training of specialists with developed digital competencies. The purpose of the article is to broadcast the experience of implementing the updated work program \"Psychology, Pedagogy\", one of the components of the programs of the updated basic professional educational program of higher education (OPOP HE) with a digital component for professions of the priority branch \"Healthcare\" in the specialty 32.05.01 Medical and preventive care. The article provides examples of the use of learning technologies \"inverted class\", \"peer–to-peer\", \"reference comparison\" when students master the transformed program taking into account the integration of digital competencies. The analysis of the results of the survey of students according to the D. Kirkpatrick model used to assess the effectiveness of training is given. Наставничество представлено в качестве одной из наиболее эффективной модели подготовки квалифицированных специалистов. В условиях активного развития легкой промышленности потенциальными работодателями выдвигаются требования к качественной подготовке будущих специалистов в этой отрасли. Для решения такой задачи образовательным организациям предлагается применить практики наставничества, которые позволили бы осуществлять подготовку конкурентоспособных профессиональных работников. Целью статьи является показать какое влияние практики сопровождения обучающихся в образовательном процессе оказывают на качество подготовки специалистов. В статье рассматриваются различные формы наставничества, способствующие эффективной подготовке кадров для отраслей легкой промышленности, выявляются преимущества применения системы наставничества в образовательной организации. В заключении сформулированы направления для развития методической и педагогической работы по внедрению различных форм и элементов системы наставничества при реализации образовательного процесса в контексте многоуровневой подготовки кадров для легкой промышленности.\u0000 The relevance of this study is due to the need for the introduction and implementation of a mentoring system at various educational levels. Mentoring is presented as one of the most efficient models for training qualified specialists. In the conditions of active development of light industry, potential employers put forward requirements for high-quality training of future specialists in this industry. To solve this problem, educational organizations are invited to apply mentoring practices that would allow for the training of competitive professional workers. The purpose of the article is to show what impact the practice of accompanying students in the educational process has on the quality of training specialists. The article discusses various forms of mentoring that contribute to the effective training of personnel for light industries, identifies the advantages of using a mentoring system in an educational organization. Ведущая идея исследования основана на значимости взаимосвязи между способностью к мотивированной подготовке будущих специалистов и готовностью их к профессиональной деятельности по спортивным специальностям в условиях сетевого взаимодействия и создания единого образовательного пространства. Цель статьи заключается в выявлении теоретических основ решения этой проблемы в спортивно-педагогическом направлении в системе «школа-СПО-ВУЗ». Методологией исследования явились общефилософские положения о взаимосвязи социально-экономического развития образования и общества, а также личности и требований к компетентности в области физической культуры и спорта (далее ФКиС); о непрерывном образовании как форме развития общества и личности; системности и целостности сетевого взаимодействия и педагогического процесса в системе школа-СПО-ВУЗ. Авторами раскрыта сущность сетевого взаимодействия в подготовке специалистов ФКиС в системе непрерывного образования, предложена модель сетевого взаимодействия субъектов образовательного процесса в непрерывной профессиональной подготовке специалистов сферы ФКиС, которая будет апробирована на базе Чурапчинского государственного института физической культуры и спорта (ЧГИФКиС Саха-Якутия).\u0000 The relevance of the article is due to structural changes in the content and model of multilevel continuing professional education, which should flexibly respond to changes in the labor market, meet the educational needs and needs of the individual, and provide opportunities for resource savings. Целью статьи является изучение механизма цифровой трансформации профессионального обучения ординаторов медицинских вузов и выявление способов адекватного и эффективного применения цифрового контента в процессе этой подготовки. Обоснована необходимость принятия мер по разработке адаптированных методик обучения и оценивания достижений ординаторов в цифровом формате, включая разноплановый контроль, в том числе, посещения занятий на цифровых платформах, а также личного присутствия на занятиях в режиме онлайн. Предложены к обсуждению дискуссионные вопросы этических аспектов цифровизации образовательной среды медицинских вузов, и связанные с этим перспективы применения системы искусственного интеллекта в сфере медицинского образования. The purpose of the article is to study the mechanism of digital transformation of professional training of medical university residents and to identify ways of adequate and effective use of digital content in the process of their training. The necessity of taking measures to develop adopted methods of teaching and evaluating the achievements of residents in a digital format, including diverse control, attendance at classes on digital platforms, as well as personal attendance at classes online, is substantiated. The debatable issues of ethical aspects of digitalization of the educational environment of medical universities and related prospects for the use of artificial intelligence systems in the field of medical education are proposed for discussion.
