Автор отвергает скептицизм и пессимизм в оценке перспектив северокавказских народов. Обосновывается неприемлемость либерализма как методологии современного социального развития. Предлагаются основополагающие подходы в виде исторических закономерностей, идеалов и норм евразийства, соответствующие антилиберализму, антиглобализму и альтерглобализму, необходимые как методологические установки для определения перспектив народов постсоветского пространства. Сохранение российской и северокавказской идентичности, единство народов региона в составе России, евразийская цивилизация, гражданское общество с региональными базовыми ценностями и т. п. должны стать альфой и омегой не только общественно-политических и гуманитарных исследований, но и публикаций СМИ, прогнозирующих будущее национальных республик Северного Кавказа.\u0000 On the example of publications in the media, factology is critically interpreted, the lack of a coherent methodology and ideology for predicting the future of the North Caucasus republics. The author rejects skepticism and pessimism in assessing the prospects of the North Caucasian peoples. The article substantiates the unacceptability of liberalism as a methodology of modern social development. The fundamental approaches in the form of historical laws, ideals and norms of eurasianism, corresponding to anti-liberalism, anti-globalism and alter-globalism, necessary as methodological guidelines for determining the prospects of the peoples of the post-Soviet space, are proposed. The conservation of the Russian and North Caucasian identity, the unity of the peoples of the region within Russia, the Eurasian civilization, civil society with regional basic values, etc. should become the alpha and omega not only of socio-political and humanitarian studies, but also of media publications that predict the future of the national republics of the North Caucasus.","PeriodicalId":187819,"journal":{"name":"Вестник ГГНТУ. А также авторами представлены рекомендации по стабилизации рынка труда для недопущения высокого уровня безработицы и падения уровня жизни населения.\u0000 In the modern world space, the policy of states is associated with the solution of such a global problem as unemployment. Over the past three decades, unemployment has become one of the most significant problems, not only in developing countries, but also in developed countries, as unemployment leads to mass poverty and threatens social and political stability. The article presents the scale of changes in the field of employment in conditions of uncertainty and assesses the impact of the processes on changes in the structure of employment. В данном ключе, по нашему мнению, может быть использован метод моделирования и его вариант - идеализация, которые позволят качественно построить академический процесс и все сопутствующие элементы в соответствии с современными запросами общества и меняющейся действительностью. Цель статьи заключается в изучении показателей и исламских методов, принятых для улучшения распределения финансовых ресурсов, и его конкретных путей повышения доходов. Кроме того, исламские финансовые активы были задействованы на огромных финансовых рынках благодаря высокому качеству финансовых услуг, предоставляемых инвесторам. Собственно, исламский банкинг существует более чем в 67 странах и к концу 2021 года может охватить около 75 стран мира. Результаты показывают, что успешность развития индустрии исламских финансовых активов лежит в фундаментальных аспектах построения архитектуры исламского банкинга, как наиболее распространенного сегмента исламских финансов.\u0000 Islamic banks have proved their effectiveness and efficiency in both financial management and the mobilization of financial resources to promote development in various economic sectors, not only in Islamic countries, but also in European ones, in accordance with Islamic sharia norms. The purpose of the article is to examine the indicators and Islamic methods adopted to improve the allocation of financial resources and its specific ways to increase income. In addition, Islamic financial assets were used in huge financial markets due to the high quality of financial services provided to investors. Actually, Islamic banking exists in more than 67 countries and by the end of 2021 it can cover about 75 countries of the world. Автором проводится эмпирический анализ данных потребления электрической энергии в России за период с 1990 по 2019 годы, с углубленным анализом характеристик изменения потребления электроэнергии с 2010 по 2019 годы, по отношению к уровню базового 2017 года. Автором проводится анализ фактических и плановых данных показателей электроемкости и энергоёмкости ВВП России за период с 2010 по 2019 годы, с выявлением значительного отставания фактических характеристик уровня эффективности от запланированных в рамках нормативных актов, утвержденных Правительством РФ. В материалах проводится анализ динамики и направлений фактического расхода электроэнергии и тепловой энергии на единицу отдельных видов произведенной продукции и услуг в России за период 2012-2019 годов. Проведен анализ доли затрат на конечное потребление энергетических ресурсов экономикой России в ВВП в текущих ценах за период 2012-2015 годов, а также распределение затрат на энергоресурсы по их видам и структуре основных потребителей.\u0000 The article is devoted to the assessment of the results of the implementation of measures to save energy and increase the energy efficiency of the Russian economy produced over the period of the last decade from 2010 to 2019. The author conducts an empirical analysis of data on electricity consumption in Russia for the period from 1990 to 2019, with an in-depth analysis of the characteristics of changes in electricity consumption from 2010 to 2019, in relation to the level of the base year 2017. The author analyzes the actual and planned data on the indicators of electrical intensity and energy intensity of Russia’s GDP for the period from 2010 to 2019, revealing a significant lag in the actual characteristics of the level of efficiency from those planned within the framework of regulations approved by the Government of the Russian Federation. The materials analyze the dynamics and directions of the actual consumption of electricity and heat energy per unit of certain types of products and services produced in Russia for the period 2012-2019. Раскрыты проблемы, встающие на пути субъектов молодежной политики в процессе ее разработки и реализации. В свете изложенных подходов к молодежной политике, политика Российской Федерации имеет ряд особенностей, одной из которых является понимание взаимосвязи духовно-нравственных и социально-экономических проблем.\u0000 The article examines the forms and models of interaction between the state and public associations, which are widespread in world political practice. The age criteria, correlated with the age of young people in the practice of various state approaches; traditions of interaction with youth in European states and in the United States of America; experience in solving problems of young people as a social group. The objects, subjects, goals of youth policy have been identified from the point of view of different approaches to the implementation of youth policy in Europe and the United States. The problems that stand in the way of the subjects of youth policy in the process of its development and implementation are revealed. Авторы, раскрывая важное значение программирования и проектирования государственного регулирования системы здравоохранения, отметили отличия и преимущества проекта перед государственной программой, что объясняет активное использование проектного метода на всех уровнях управления. Среди направлений совершенствования инструментов государственного регулирования сферы здравоохранения в республике предложены такие направления, как активное использование инструментов государственно-частного партнерства, широкая информатизация и цифровизация системы здравоохранения и др. На основе анализа развития системы здравоохранения Республики Башкортостан, показателей обеспеченности населения муниципальных районов и городских округов врачами и средним медицинским персоналом сделаны выводы о дефиците медицинских кадров в регионе и разработаны соответствующие мероприятия. В статье говорится о ключевой проблеме в целом по России, а также в республике, - о неблагополучной демографической ситуации. Представлен анализ демографических показателей за последние годы и предложены эффективные инструменты решения данных проблем.По результатам проведенного исследования авторами определены наиболее эффективные и значимые на региональном уровне мероприятия, позволяющие достичь целей национального проекта «Здравоохранение» и государственной программы «Развитие здравоохранения Республики Башкортостан».\u0000 The article discusses the instruments of state regulation of the healthcare sector at the regional level, as well as the directions of its improvement, which is currently very relevant.The authors, revealing the importance of programming and designing state regulation of the health care system, noted the differences and advantages of the project over the state program, which explains the active use of the project method at all levels of management.Among the directions for improving the instruments of state regulation of the healthcare sector in the republic, such directions as the active use of public-private partnership instruments, widespread informatization and digitalization of the healthcare system, etc. are proposed.Based on the analysis of the development of the health care system of the Republic of Bashkortostan, indicators of the provision of the population of municipal districts and urban districts with doctors and nurses, conclusions were drawn about the shortage of medical personnel in the region and appropriate measures were developed.The article speaks about the key problem in Russia as a whole, as well as in the republic - the unfavorable demographic situation.
