Some results of model-calculation investigations of transients which appear in the EN during the direct start-up of four IMs, each having active power 8 MW are presented in the paper. The developed mathematical model allows to investigate moment of inertia reduction and is useful for the analysis of torque while diagnosing the power generating station on a starter current basis. These studies allowed to establish that the change in the reduced moment of inertia for one crankshaft rotates within 0,8%. The rapid development of renewable and SMART technologies requires the support of appropriate regulatory innovations as responses to changes caused by innovative technologies. Following the global trends, Ukraine's energy sector is undergoing a large-scale transformation including regulation. The primary objective of the research is to identify and analyze the prerequisites for regulatory innovations in the energy sector of Ukraine. A methodological approach of the systems theory was applied to regulatory innovations. The time series analysis was used for the assessment of dynamic indicators of the renewable energy sector development. This assessment was provided by estimating the absolute and relative dynamic indicators of interval time series. The installed capacity and the electricity production were taken as absolute annual indicators of time series. As the renewable energy sector in Ukraine is innovative and fast-growing, the changes in this sector have been identified using a chain technique, which is more appropriate in this case than calculations on the fixed base. Indicators of the relative dynamic were used for comparative analysis of electricity production from renewable sources in the European Union and Ukraine. However, such an analysis is usually performed for steady-state modes and only under the condition that the time realization of voltages and currents, being deterministic for continuous quantities, have infinite length. De facto, the electric transport devices operate in non-stationary dynamic modes (starting up, coasting, acceleration, regenerative braking, stopping, wheel spin, voltage surges, etc.). As a result, the voltage across the traction motors and the current flowing through them are noncontinuous pulsed stochastic processes. It is necessary to add that in emergency modes the voltage and current are short-term single pulses. The paper presents the spectral analysis of such random sequences of pulses as well as their fronts and decays, the concepts of actual and instantaneous spectra. The analytical expressions for amplitudes and the initial phases of k-th harmonics are obtained using the discrete Fourier transformation. The numerical calculations of the spectral composition of stochastic pulse processes of voltage and current were performed for the DE1 and VL8 electric locomotives (Ukraine) as well as for trams operating on the routes of the city of Dnipro. According to the proposition, each phase takes place in a separate isolated capacity. Optimal values of some parameters of the medium are defined for the process intensification at the each phase. These parameter's values allow activating groups of bacteria, acting on the each phase. As a result, it allows to shorten duration of the digestion and to improve environmental characteristics of digested sludges. The new technology also allows increasing biogas yield during the process. The disadvantages are revealed in the work, and also the main prospects of the development of distribution electric networks of Ukraine are considered. The complex of measures to increase the reliability of Ukrainian distribution electric networks is designed to increase the efficiency and reliability of their operation. The technical and economic efficiency criterion for substantiation of application expediency for developed measures on reliability increase of distribution electric networks functioning has been developed. It takes into account the peculiarities of the electricity market current state and the calculation specifics of compensation to consumers for violating the electricity supply quality standards in Ukraine.
