Based on the analysis of various approaches to the definition of the digital economy, the article concludes that, as the core of the digital economy and its essence, it is advisable to consider only those economic relations whose object is digital assets created and managed by digital technologies. The authors highlight the difference between digital objects and objects in electronic form. The danger of confusing the concepts of \"electronic\" and \"digital\" is that the application of digital technologies for the problems of the state and business provides much more efficiency than the simple application of electronic form instead of paper. It is noted that for the development of the digital economy it is necessary to create appropriate legal regulation that would provide legal clarity and protection of violated rights for all its participants. The article explores experience of different countries (USA, Malta, Russia), which regulate the use of digital technologies.","PeriodicalId":186627,"journal":{"name":"2019 2nd International Conference on Contemporary Education and Economic Development (CEED 2019)","volume":"32 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133579033","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The aim of the work is to determine parameters of the modern Russian economy structure functionality. The article substantiates the need for application of theoretical provisions and methodological approaches of structural functionalism to the economic policy of Russia to solve the problem of ensuring stable economic growth by increasing the functionality of the structure of the economy. Analysis of Russia's modern economy structure functionality revealed two stable clusters: government spending on final consumption and consumer price index. These clusters show the targets for implementation of model of ensuring the functionality of the structure of modern Russian economy. Estimation of limit values can be carried out using Cobb-Douglas formula in which the main factors are the consumer price index in accordance with the Central Bank's policy on inflation targeting, and government spending on final consumption (government spending on public procurements).","PeriodicalId":186627,"journal":{"name":"2019 2nd International Conference on Contemporary Education and Economic Development (CEED 2019)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124528363","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this context, the authors consider organizational and methodological approaches to the military journalists’ training. The purpose of the article is to compare different approaches formed in other countries, and to assess the practice of their application. The authors use the method of analytical description of educational experience; on this basis, they identify the strengths, weaknesses, opportunities, and threads of each approach (the SWOT analysis methodology). The results give reasons to conclude that, firstly, the optimal system of military journalists' training today is in the process of formation, and secondly, it will combine different approaches and models, which are largely due to national traditions in journalism and higher education.","PeriodicalId":186627,"journal":{"name":"2019 2nd International Conference on Contemporary Education and Economic Development (CEED 2019)","volume":"17 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126738514","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
