It is shown that the COVID-19 pandemic has forced the entire higher education system to switch to online education in the shortest time possible. At the same time, about 40% of universities have had the experience in developing remote education technologies since the 2000s. These technologies were not used for all students. They were used for the students who for some reason could not or did not want to educate in the traditional form. This group of universities was more or less ready for a difficult situation. The Russian higher education system as a whole has passed the stress test. As a result of the study, the strengths and weaknesses of the switch to remote learning in higher education institutions were revealed. The increase in the demand for digital technologies has been substantiated in the context of measures taken by the state to prevent the spread of coronavirus infection. Identified and considered new trends in contractual practice, including such as: preferential conclusion of contracts through electronic form, including through the exchange of documents and on the websites of online stores (online contracts concluded through click-wrap); an increase in the number of online contracts concluded between sellers and buyers-consumers on the websites of stores on the Internet that are involved in grocery retail and fashion retail, namely, retail sale and purchase agreements on the basis of a public offer, including with the condition of contactless delivery. The possibilities of legal qualification of the coronavirus as a force majeure, a circumstance that makes it impossible to fulfill obligations, a significant change in circumstances, including taking into account the judicial practice available at the time of writing, were considered. The expediency of online settlement of disputes arising in connection with non-fulfillment of contractual obligations has been proven. The legislative innovations that have led to a change in the procedure for the execution of certain types of civil law contracts (lease agreement for state or municipal real estate, contracts for the provision of services, an agreement for the provision of educational services), as well as influencing the implementation of corporate procedures, were analysed. Based on the results of the study, the interdependence was determined between the level of implementation of digital technologies in public administration, the judicial system, economic activities of business entities and the ability to adapt to current activities in these areas in the context of the spread of coronavirus. The current state of medicine in the context of the spread of COVID-19 infection has given rise to another of these options. The sharp spread of morbidity has created circumstances of the availability of limited resources with increased needs for them. This puts doctors in a position where they have to choose between the lives of patients. The article is devoted to the analysis of such cases. The study analyzed the opinions of scientists, documents of professional communities on the actions of doctors when providing assistance to patients with coronavirus. Examples of judicial practice and the results of a sociological survey of doctors are given. The introduction of restrictive measures (social self-isolation) to contain COVID-19 has led to changes in the work of educational organizations. All subjects of education: teachers, students, and their parents have to adapt technically and psychologically to new learning conditions, mastering various forms of distance interaction on the Internet. Special programs and applications allow you to exchange information and files. Each of them has its own advantages and disadvantages, their use is fraught with certain threats, as is the case with any other services on the Internet. The article actualizes the problem of the effectiveness of the teacher's pedagogical technique in the context of the massive use of distance educational technologies. This article analyzes the risk and threats factors of the modern information society, which rise the need to improve the qualifications of all subjects of the educational process to ensure the information security of the educational environment. The idea of the need for the design, development, and implementation of advanced training courses for teachers of educational organizations, dedicated to information security and the use of distance learning technologies in the system of additional education, is substantiated. Information and communication competence is considered as a category component of a teacher's pedagogical technique. Facing difficulties caused by the COVID-19 pandemic, the Government of Vietnam gives priority directions for socio-economic development. The foreign policy received more attention after an extended strict closure. In particular, Vietnam highly values the relationship with the Asian Development Bank (ADB). In conclusion, organizations need to apply measures to demonstrate a positive attitude of protection and care towards their employees, to adapt to new work schedules, and to build effective team relationships despite challenges. During this critical period, the leader should select the style of leadership that best suits the characteristics of this health situation, the subordinate, and the requirements of the job, so that, when necessary, he can take concrete measures to harmonize them with the tasks. At the same time, the leader must train and inspire, by his example, all subordinates by setting challenging goals, seeking improvement, emphasizing excellence in performance, and showing confidence that subordinates will work to high-quality standards. Also, we note that men leaders have superior competencies to females as leaders, especially in information technology skills. During the study conducted in April-September 2020, numerous violations were revealed in various areas of human life and personality psychology. Disorders of physical activity, as the most common, were recorded in more than 65% of the respondents, in addition, a decrease in motivation for learning was found, as well as impairment of cognitive functions due to the increased use of electronic means and distance learning technologies in education. A study has been conducted to reduce the negative consequences of quarantine by using the author's neuro-gymnastics. Materials of a study of the psychological attitude to taxes, conducted in 2019 with three groups of young, middle-aged and older citizens (n = 216 people, 72 participants in each of the groups, methods questionnaires and a semi-structured projective interview) were supplemented by a similar study with the same contingent tested during the pandemic. Qualitative conclusions were obtained on the basis of a statistical comparison of changes in attitudes towards tax obligations among citizens of different ages in a pandemic. The study confirmed the hypothesis that there are age differences in the psychological attitude of citizens to their tax obligations; the COVID-19 pandemic creates conditions that, in a number of cases, complicate the social well-being of citizens and their psychological life, thereby, having a negative impact on psychological attitudes in relation to tax obligations; the development of remote forms of interaction between the state and taxpayers can have a pronounced potential for a positive impact on the state of internal tax liability, but this requires overcoming aspects of psychological discomfort associated with working in a digital environment and manifested in different ways among citizens of different ages. It brought many changes to various spheres of life. First of all, this concerns the development of medicine, chemistry, information technology, management, and organization of social processes. However, the sharp spread of the disease gave impetus to the legal regulation of public relations. Criminal legislation is no exception. The article analyzes the shortcomings and gaps in the general part of the criminal law's branch caused by the pandemic. The latter is considered as a source of danger to objects of criminal law protection. The most common cases of causing harm to objects of criminal law protection are analyzed. The authors gave a brief description of the changes in the criminal law of some states associated with the spread of the disease.
