Public administration is the most visible component as it has multiple facets as expression of the political, legal, and managerial context inside a country. It ensures permanent direct or indirect links between government and individuals, and is relevant for several related fields like employment, education, health, and environment. The current ongoing pandemic has confronted public administrations all over the world with multiple challenges, and one of them stands out – the necessity of reviewing policymaking processes, policies, measures, and intervention frameworks of public administration to make them more flexible, responsive and fit for operating in a digitalized environment. In this respect, Romania is faced with multiple challenges regarding policymaking and public administration policies, and as regards decision-making and proper functioning at the two main levels, respectively operational and strategic. Current uncertainty needs to be addressed not just by immediate action, but also requires outlining some future directions for policymaking as regards public policies at strategic level, and improvement of skills and capacities at operational level at both national and European level. Therefore, the Romanian legal system has instituted a special mechanism for the formation and allocation of resources for funding environmental projects and programmes (EPP), by applying the “the polluter pays” and “extended producer responsibility” principles. We are here referring to the Environment Fund Budget, regulated since 2005 and the focus of the present endeavour. In this respect, we will resort to the most recent professional literature available in the field and to the current regulatory framework, in order to conduct certain relevant analyses related to the mentioned mechanism, all the while bringing forward the issue of the recent financial developments, based on the officially confirmed data and indicators. Also, we indicate the current (minimum) objectives of recovery / incineration in incineration plants with energy recovery and recovery through recycling, global and by type of packaging materials. {"title":"The Role of European Personalities in Building Cooperation in the Field of Education","authors":"C. I. Gila","doi":"10.18662/lumenpses/07","DOIUrl":"https://doi.org/10.18662/lumenpses/07","url":null,"abstract":"The present research aims to analyze the importance of the efforts made by different personalities, starting with the second half of the twentieth century, in order to broaden the exchange of ideas and best practices in the field of vocational education and training. The great personalities played an essential role in building and relaunching a Europe of nations, but also a Community Europe. These visionaries, with significant functions at the level of their country, but also at European level, have contributed to the configuration of common directions of action regarding education. The \"Parents of Europe\", Jean Monnet and Robert Schuman laid the foundations for economic cooperation at European level between states in the 1950s. Continuing the political construction of the community edifice was the mission of European leaders Franis Mitterand and Helmuth Kohl. The two protagonists are also due to the beginnings of the collaboration on education through the conclusion of bilateral agreements. The leaders understood that a political union between states would not be possible without achieving a cultural, linguistic, or educational union. Jacques Delors was President of the Commission of the European Communities between 1985 and 1995 and President of the International Commission for Education for the 21st century. In this capacity, he demonstrated that educational policies should aim to build a world based on mutual support. Any project of international cooperation must be based on common values and a common destiny. The European Commission through the Directorate General for Education, Culture was able to initiate educational programs that were approved by the Member States and subsequently ensured the mobility of pupils, students and qualified teachers from across the Union. Free, fair, competitive elections are, of course, the minimum condition for democratization for young democracies. Elections can, to a large extent, influence the way of democratic consolidation and intrinsic characteristics. Highlighting a relationship between presidential elections and democratization requires an analysis beyond the procedures and the structural opportunities that the electoral context confers. If, in the case of Romania, the transition game is considered to be concluded with the abolition of the totalitarian regime and the organization of the first free elections, the game of democratic consolidation continues. Each round of elections raises or lowers the stake of the upcoming competition. In this succession of elections, the post-December history holds a few moments as a landmark of democratization. If we overlap them with times of alternation in governance, the discussion of democratic consolidation is suddenly simplified, applying the double alternation rule. If, however, we interpret the key to the civic \"pulse\", we will overlap these moments rather over the presidential ballots. A first argument in this respect is the still high vote to elect the president, only competed with the vote for mayors and local councillors. But does the presidential election more than other types of elections in post-December Romania influence the course of democratization and how? Does it impede or, on the contrary, boost democratic consolidation? The answer can provide insight into the construction and institutional solidity of democracy in Romania over the last three decades.
