In spite of pessimist predictions about the final outcome of this natural disaster, at the end, it degraded itself into a tropical storm when landing in the Mexican state of Jalisco. The present research stands in a data collecting process from social media during two moments: a) throughout the happening and b) after the incident. It collected not only information and comments generated in federal and local governmental public profiles but in civil organizations and private user profiles as well. To examine their collaborative role, an analysis of legislative statutes, Joint Commission compliance mandates, professional accreditation standards, NIMS task force recommendations, and eligibility criteria for federal grants was completed. The information gleaned from this process was then synthesized to offer suggestions for developing positive collaboration outcomes. Reports from the three example stakeholder organizations suggest that positive changes in the level of community relationships have occurred. Continued maturation of emergency preparedness advisory boards, task forces, and coalitions also appear to have strengthened collaboration between the public and private agencies. To further encourage a systems model of collaboration, two strategies based on coalition capacity building are recommended. Overwhelmed with books and articles that focus mainly on the catastrophic events, librarians tend to place more emphasis on managing the risk of hurricanes and floods leaving then underprepared for the more mundane and common emergencies like burst pipes and leaky roofs. This chapter uses two case studies of small water emergencies to examine how each library managed those emergencies and what lessons were learned. They show that while both incidents were water-related, they were very different in terms of source, size, impact, recovery time, and frequency. Libraries should be planning for small disasters first, and then scaling up preparation to account for the larger events, rather than the reverse. This approach consists of identifying prominent microblog users who are susceptible to share relevant and exclusive information during a specific disaster. By tracking these users, emergency first responders would benefit from a direct access to the valuable information shared in real time in microblogs. In order to identify such users, we represent each microblog user according to his behavior at each particular disaster phase. Through the proposed users' representation, different prediction models are learned in order to identify prominent users at an early stage of each disaster phase. We experimented with different user representations, taking into account both the microblog user behavior and disaster context specificities. We also analyzed the importance of the different microblog users' features categories according to the disaster phase context. These emergencies and disasters can fundamentally cause casualties, and in many cases, loss of life. Psychological and financially the impacts on individuals, organisations and countries can be irretrievable due to the impact of the disaster or emergency. Emergency management systems provide a multi-level overview of emergency environments. Bearing the current emergency management models in mind, this article looks at reviewing the existing six models in order to provide a solution for a more comprehensive emergency management system for implementation. If emergencies are managed effectively, these negative impacts can be removed or at least minimised. The Boko-Haram insurgency in the North-East of Nigeria has caused over two million Nigerians to be internally displaced. The crisis has created management problems for the National Emergency Management Agency (NEMA) due to paucity of funds. Secondary data and human needs theory were used for the analysis. The incessant use of improvised electronic devices has created a security lacuna in the IDPs camps, which have become targets for terrorists. The concomitant is confidence deficit between the IDPs and NEMA resulting in accusations of neglect and corruption.
