Loia","doi":"10.1109/EE1.2018.8385272","DOIUrl":"https://doi.org/10.1109/EE1.2018.8385272","url":null,"abstract":"The use of unmanned aerial vehicles (UAVs) is becoming a key asset in different application domains: from the military to surveillance tasks; to filming and journalism to shipping and delivery; to disaster monitoring to rescue operation and healthcare. One of the most desirable UAV capabilities is a human-like scenario understanding, i.e., the object recognition and interactions with other objects and with the environment, through the scene evolution, in order to get a high-view scenario description. The paper presents a semantic-enhanced approach for UAV-based surveillance systems. The video analysis is extended and enriched with semantic high level data to provide a global view of the video scenes. Semantic Web technologies provide the expressive power to describe semantically scenes appearing in the videos. The synergy between the video tracking methods and the semantic web technologies provides a new high-level human-like interpretation of the scenario. The approach focuses on the event understanding at semantic level: it is coded as spatio-temporal relation which joins fixed or mobile objects, with respect to a given temporal sequence of video frames. The system is composed of two macro components: one devoted to the tracking activities, i.e., the object identification and classification, the other enriches tracking data semantically, where the ontology-based scenario model is the bridge between the components. The mission design is based on the unique characteristics of the small Brazilian launcher VLM-1. Launched from the near-equatorial Alcantara Launch Center, the vehicle allows for direct injection of about 150 kg in equatorial LEO, a low Earth orbit with zero (or near-zero) inclination. Such orbital configuration, actually used very seldom because of its limited ground coverage (restricted to equatorial regions only), proves to be ideal for near-continuous monitoring of the Amazon region. In the case of economic exploitation of marine waters, i.e. aquaculture and recreational activities, continuous monitoring of their quality is necessary. Commercial sensors may be used for speditive water monitoring but are usually used as stand-alone systems with limited applications. In this article, after a brief review of commercial sensors as real time detectors of the relevant chemical/biological parameters, experimental data on aquaculture plants are presented. The final objective is to produce through techniques of data fusion from heterogeneous sources with a synthetic representation of the information that may be also used for early warning. However, the lack of reliable and efficient communication with sensors buried underground is considered as one of the main deficiencies preventing ubiquitous application of SUDS. With the recent developments of new noise insensitive technologies for ultra-narrow band (UNB) and chirp spread spectrum (CSS) communication, introducing new low-power long-range communication technologies (e.g. NB-IoT, LoRa), implementation of such drainage systems is becoming feasible. This paper presents a comparative study of NB-IoT and LoRa and evaluate the potential of these technologies to be used for SUDS. The study is conducted in different underground scenarios such as dry and damp conditions to highlight the potential benefits offered by LoRa and NB-IoT in terms of coverage, information rate, and energy consumption. It has been shown through the simulation results that NB-IoT offers capillary coverage with a high level of scalability as compared to LoRa. This technology could include telephones, television, computers and the Internet. The arrival of high-speed Internet connectivity to the Kingdom of Tonga continues to bring opportunities such as business growth and jobs creation; however, there is also a growing digital divide affecting the country and other regions of the world. These motivate us to debate and seek the best way to reduce the divide in Tonga. Much of the research on this area focuses on the accessibility to the technologies, while some works have addressed the inequality in the ability and skills to use the technology. Motivated by the United Nations' sustainable development goals (SDGs), especially Goal 9 on Industry, Innovation and Infrastructure and Goal 10 on Reduced Inequalities, we examine both perspectives of digital divide in Tonga. Moreover, we introduce the most recent broadband technologies and discuss their potential to enable Tonga's digital transformation from the perspectives of reliability, security and affordability. We then envision a sustainable multi-tenancy broadband infrastructure to integrate various access technologies in order to offer multi-services, which can best accommodate Tongan's various ICT needs according to their different geographical and socio-economic characteristics. In recent years Remote Sensing techniques have proved to be very useful to detect and monitor earth surface and ground deformation phenomena, by helping with their a priori and a posteriori analysis. In particular, Differential SAR Interferometry is widely implemented for such scenarios. In this work, such technique has been applied to observe the effects of the 7.8 Mw earthquake that hit the coast of Ecuador on April 16, 2016. Displacement maps were generated from Sentinel-1 data and compared with the damage reported in the city of Portoviejo, highlighting several critical situations and showing very interesting results. The paper allows to underline the usefulness of using Differential SAR Interferometry and Remote Sensing together with ground truth data comparison. Our goal is to schedule the UAVs missions to: i) limit the amount of energy consumed by each UAV, ii) ensure the coverage of selected zones over the territory, ii) decide where and when each UAV has to be recharged in a ground site, iii) deal with the amount of energy provided by Solar Panels (SPs) and batteries installed in each ground site. We then formulate the RURALPLAN optimization problem, a variant of the unsplittable multicommodity flow problem defined on a multiperiod graph. After detailing the objective function and the constraints, we solve RURALPLAN in a realistic scenario. Ullo","doi":"10.1109/EE1.2018.8385269","DOIUrl":"https://doi.org/10.1109/EE1.2018.8385269","url":null,"abstract":"In this paper a set of spectral indices, some of them novel, is suggested in order to effectively process multispec-tral images, from the NASA and ESA missions Landsat-8 and Sentinel-2, for fire monitoring. The processing aims at extract common products, useful to detect active fires and evaluate the position and extension of the burned areas. The use of open data in comparison with other paid solutions is to remark because of great interest to public and private end users. The thresholding of the proposed indices produces satisfactory results in terms of classification accuracy. Moreover, the joint use of images from Landsat-8 and Sentinel-2, by increasing the overall availability of data, allows also to overcome some limitations on time delivery and high frequency observation, requirements that instead are goodly matched through the use of lower resolution multispectral images such as those from MODIS and VIIRS satellites. The proposed indices have been successfully tested on Vesuvius, that was devastated by terrible fires on the of 11th July 2017.
