The comprehensive approach to the reduction of the complexity degree of optimal control problem has been developed, which is represented as the problem of optimization of nonlinear programming, when the matrix approach of conversion of factors and improvement of mathematical model are used. It is based on the resonant microstrip structure in which a magnetodielectric is used as a substrate with controlled electromagnetic characteristics. The design of the phase shifter is characterized by a high degree of diminutiveness and high figure of merit. Ilcev","doi":"10.1109/SIBCON.2011.6072633","DOIUrl":"https://doi.org/10.1109/SIBCON.2011.6072633","url":null,"abstract":"The paper introduces development and implementation of new Satellite Communications, Navigation and Surveillance (CNS) of GPS or GLONASS for enhancement of safety and emergency systems including transport security and control of aircraft freight, logistics and the security of the crew and passengers onboard aircraft and helicopters. These improvements include new solutions for better management and operation of airports and they are needed more than ever before, because of world aircraft fleet expansion. Namely, the world's commercial airways fleet is expected to double in the next 20 years. This will result in crowded routes leading to fuel wastage and delays, which could cost millions of dollars annually. The potential benefits will assist Air Traffic Control (ATC) to cope with increased traffic as well as improving safety and security and reducing the infrastructures needed on the ground.
