The working paper demonstrates that the Far Eastern Republic was not a new project, as a similar formation was first proclaimed on April 10, 1918, in Khabarovsk as an autonomy within the Soviet Russian Republic under the name of the Soviet Republic of the Far East in line with the resolutions of the Third All-Russian Congress of Soviets. The Soviet Republic of the Far East was a product of regionalist and nationalist discourses and built on the ideas of decentralization which were widely discussed since the First Russian Revolution (1905–1907) by liberals and socialists alike and began to be implemented after the February Revolution (1917). The Chernobyl-born and Chicago-educated Bolshevik Aleksandr Mikhailovich Krasnoshchekov, who led the establishment of the Far Eastern Republic in 1920, also headed the Soviet Republic of the Far East in 1918. Its government, the Far Eastern Council of People’s Commissars (Dal’sovnarkom) defied the authority of the Central Executive Committee of Siberian Soviets (Tsentrosibir’) and disobeyed the Moscow central government implementing thereby a regionalist approach to Soviet federalism. Krasnoshchekov’s project relied on the ideas of the Populists (Narodniki), the Socialist Revolutionaries, and the Social Democrats which were tested in the Russian Far East during the First Russian Revolution and the interpretations of Far Eastern history and interests which were put forward by regional deputies in the Russian State Duma. The formation of the first Far Eastern republic was facilitated by the activities of Deputy of the Fourth Duma and Commissar of the Provisional Government for the Far East Aleksandr Nikolaevich Rusanov who led the formation of a regional organization uniting democratically elected zemstvo and municipal self-government bodies.

The key idea behind the corridor is port-based industrial development along the eastern coastal belt of India, in alignment with the goals of the Sagarmala initiative, and integration of India’s industrial clusters with value chains extending to Southeast Asia and East Asia. \u0000The development of the ECEC will start with Vizag–Chennai Industrial Corridor (VCIC) which covers about 800 kilometers and includes several port clusters as well as major industrial clusters. Given the importance of the ECEC and VCIC, there is a need for careful assessment of important issues. \u0000This paper provides a detailed discussion of the policies and strategies that should be considered to attain the overall objective of improving shipping and air connectivity in ECEC and VCIC while developing an enabling environment for efficient logistics support businesses that play a critical role in the management of global supply chains. It discusses the issues that inhibit the growth of connectivity and investment in logistics services rather than on physical infrastructure gap analysis for individual ports and airports. It analyzes the legal and regulatory context, focusing on a corridor management perspective that investigates the existing framework of multijurisdictional coordination and rules that govern logistics operations, and advocates for regulatory reform. \u0000Specific proposals include policy reforms to support development of a major hub port on the eastern coast of India and a major air cargo hub at Chennai; \u0000(ii) the streamlining of customs procedures and removal of protective measures in road freight markets; and \u0000(iii) the establishment of Free Trade and Warehousing Zones.

In the modern era of globalization, an alliance of countries on the basis of the Eurasianist economic model is impossible to establish. The newly established EAEU rests on a redistribution mechanism for oil and gas revenues, whereby Russia deliberately relinquishes a part of its due gains in favor of other member-states in order to not only induce economic interest to remain within the Union, but also to maintain and enhance its political influence via this economic output. Western economic sanctions imposed against Russia as a countermeasure to the invasion and annexation of Crimea and the military and political support provided to the breakaway regions of Eastern Ukraine, as well as the retaliatory anti-sanctions levied by Russia against the West, have demonstrated the fragility and instability of the EAEU. A comparison of the EU with the EAEU does not favor the later. Although attaining membership of the EAEU is much easier than that of the EU, the negative aspects described above ensure that this option holds no appeal for post-Soviet Georgia.

Green Bonds in India are believed to have a great potential and are being looked upon as a key tool to help raise the financing needs to meet the targets set by India’s Intended Nationally Determined Contribution (INDC), which established for COP21 - essentially India's climate change action plan. It is estimated that a total of USD 2.5 trillion will be required to meet India’s climate change action plans as contemplated by the INDC. We make use of Chinese panel data and of the fact that the decision to build a new train station is taken by the central government and unrelated to characteristics of a rural village receiving the station. As an intermediate result we find that train stations are negatively related to migration outflows, thus indicating that the facilitation of local employment through economic integration outweighs the reduction of migratory costs. Investigating variation within villages over time in the instrumental variables approach for the central research question, we see a positive effect of out-migration on educational attainment in the source region. Additional results suggest that the effect is stronger for male and young stayers.

Cruise calls involve frequent shore excursions to attractions including both cultural and natural, in different parts of Sri Lanka. Thus, the aim of this study is to identify the challenges in cruise tourism in relation to shore excursions. The study is qualitative driven thus semi-structured interviews, discussions and participatory observation have been used as key research tools. Descriptive approaches were employed to analyze the data gathered. The findings emphasized that the shore excursion challenges are economic, natural and socio-cultural related, demand and supply related, and service providers related. The implications of the study can facilitate future researches, empirical studies, and strategy development relevant to cruise tourism.

Economic corridors are anchored in transport corridors, and international experience suggests that the higher the level of connectivity within and across countries, the higher the level of economic growth. \u0000Bangladesh has many options for developing transport-anchored economic corridors. The Government of Bangladesh, the South Asia Subregional Economic Cooperation Program, and the Asian Highway planners have produced a list of 16-corridor network, which might be useful, but is rather complex and could not be very functional without any sort of prioritization. \u0000In this paper, a new set of corridors for Bangladesh is being proposed: a nine-corridor CIMECON resembling the London Tube map. The nine corridors of CIMECON would satisfy market-integration and linkage criteria, and their development is expected to improve regional connectivity, transit, and integration, as facilitation measures are designed and put in place. The CIMECON is about improving connectivity within Bangladesh and enhancing Bangladesh’s role as the land bridge between South Asia and Southeast Asia (via Myanmar) and between South Asia and northern Asia (via the People’s Republic of China). For this goal to be realized, the optimal timing of investments in the components of CIMECON will be critical.

Majority of the native tribal groups are heavily dependent on land, water and forests for their survival. In this scenario the contribution of tribal women is quite significant both in the utilization and management. Changes in physical as well as human factors have enhanced the stress which led to depletion of these limited resources, hence posing considerable impacts on their users particularly on the tribal women. In this paper, an attempt has been made to explore the level of dependence of tribal women and their households on the forest products. Kurung Kumey district was selected which portray the typical mountainous environment in the state. Data have been collected through stratified random sampling and self-administered questionnaire survey was conducted in the sample villages. Besides, transact walks and focus group discussions were also conducted in these villages. The results of this study show the greater degree of interdependence between forest resources and socio-economic status of tribal women. It was also found that besides causing heavy damages to the environment, depletion of these resources also pose a major threat to the subsistent living of the poor tribal households.

People greatly overestimate the immigrant share of the population and many wrongly believe that openness to migration harms Britons’ job prospects, burdens public finances and services, and makes housing prohibitively expensive.Openness to migration actually brings big economic benefits. These stem primarily from the very thing that makes immigration so controversial: the fact that migrants are different – with diverse attributes, skills, perspectives, and experiences that tend to complement local resources, needs, and circumstances. The UK government ignores this evidence and seeks to restrict net migration to ‘tens of thousands’ of people a year. Citizens from outside the European Economic Area (EEA) must meet elaborate conditions to obtain a work, student, family, refugee, or other visa from the government. The work visa tiers in particular are arbitrary and absurd, with government officials second-guessing the needs of the economy and migrants’ future economic contribution. Just as free trade is economically optimal, economic theory and evidence suggest that the first-best economic policy for migration is freedom of movement. This currently works successfully for EEA citizens and could be expanded, with limited exceptions such as known terrorists, agents of hostile foreign governments and those carrying highly infectious dangerous diseases. Free movement to work does not imply immediate citizenship or voting rights.
