The New Orleans government requires a preparedness plan that would outline the measures to be taken by the government in the event of a hurricane. The plan is especially important given that the city is vulnerable to such calamity and the levees plans are no longer effective. New Orleans is situated in a floodplain which makes it vulnerable to floods when a tropical cyclone hits the region. The levees further make the place more threatened because they have disrupted the deposit of silt from the River Mississippi making the place sink further in the era of rising sea level. It is evident from hurricane Katrina that government officials need to be conversant with disaster plans for successful evacuation. However, key limitations to the success of this measure include the lack of adequate public transport and the fact that some members of the community ignore the warnings. The Earth Systems Engineering and Management (ESEM) principles of continuous learning, resiliency, long-term investment and systems and artifacts are essential for building practical infrastructures that can withstand strong hurricanes. It is recommended that the New Orleans government engage public officials in disaster planning, ensure there is enough public transport for evacuating the citizens and create an effective plan for resilience.","PeriodicalId":166670,"journal":{"name":"JES. The practice cannot follow the strict requirements of curing according to the Egyptian code of practice (ECP), where in such cases it was necessary to evaluate the mechanical behavior of such concretes experimentally with practical curing methodologies. Two different methods were used to cure concrete specimens; IC samples were immersed in water until testing time, and secondly, FC samples were kept at a certain relative humidity and temperature and sprinkled with water every twelve hours for one week, simulating practical field curing conditions. The slump, flow, air content, and unit weight of fresh concrete were measured. Compressive strength, dynamic elastic modulus, and pulse velocity are investigated for hardened concrete. The main characteristics of the concrete pore structure were determined. The chloride content of the concrete was evaluated via titration analysis after 1-, 3-, and 5-months’ immersion in sodium chloride solution. Moreover, the concrete specimens were immersed in a 10% sodium sulfate solution for 360 days to test their sulfate resistance. The carbonation depths of the concrete sample were measured at 1, 2, 4, 8, and 12 weeks. The results indicated good agreement between the destructive and non-destructive tests. In addition, as the curing methods and cement type were changed, the pore structure characteristics, sulfate resistance, carbonations, chloride penetration, and diffusion coefficients were significantly study show a lower percentage of soluble/total chloride than Gaynor's range. The BFSC soluble/total chloride ratios are lower than the OPC mix ratios. Furthermore, the data shows that there are no significant changes in soluble and total chloride for zone 20~30 mm.","PeriodicalId":166670,"journal":{"name":"JES. To achieve this goal, a deductive approach is adopted by analysing built environments rating systems, identifying the concept of quality generally and BEQ, starting with the concept of quality, its aspects, and methods of measurement, and to analyse the current methods of assessing BEQ to check its comprehensiveness, followed by the proposed conceptual framework for assessing BEQ and its basic pillars. As a result, a conceptual framework for assessing the BEQ including its pillars and the mechanism of work was proposed. It could be a base for establishing a system for assuring and assessing the quality of the built environment in Egypt as the paper recommend.","PeriodicalId":166670,"journal":{"name":"JES.
