However, adopting such practices in a traditionally closed organization is a maturity process that we hypothesize cannot be undergone without friction. Objective: This study aims to investigate what challenges may occur for a newly-turned platform provider in the public sector, aiming to adopt open collaborative practices to create an ecosystem around the development of the underpinning platform. Method: An exploratory case-study is conducted at a Swedish public sector platform provider, which is creating an ecosystem around OSS and OD, related to the labor market. Data is collected through interviews, document studies, and prolonged engagement. Results: Findings highlight a fear among developers of being publicly questioned for their work, as they represent a government agency undergoing constant scrutiny. Issue trackers, roadmaps, and development processes are generally closed, while multiple channels are used for communication, causing internal and external confusion. Some developers are reluctant to communicate externally as they believe it interferes with their work. Lack of health metrics limits possibilities to follow ecosystem growth and for actors to make investment decisions. Further, an autonomous team structure is reported to complicate internal communication and enforcement of the common vision, as well as collaboration. A set of interventions for addressing the challenges are proposed, based on related work. Conclusions: We conclude that several cultural, organizational, and process-related challenges may reside, and by understanding these early on, platform providers can be preemptive in their work of building healthy ecosystems.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"50 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114659987","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Wikipedia community has ensured the high-quality standards for an online encyclopaedia from the beginning and has built a sophisticated set of automated, semi-automated, and manual quality assurance mechanisms over the last fifteen years. The scientific community has systematically studied these mechanisms but one mechanism has been overlooked --- edit filters. Edit filters are syntactic rules that assess incoming edits, file uploads or account creations. As opposed to many other quality assurance mechanisms, edit filters are effective before a new revision is stored in the online encyclopaedia. In the exploratory study presented, we describe the role of edit filters in Wikipedia's quality assurance system. We examine how edit filters work, describe how the community governs their creation and maintenance, and look into the tasks these filters take over. Our goal is to steer researchers' attention to this quality control mechanism by pointing out directions for future studies.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134477164","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This is particularly observed to be true for systems seeking to gather contributions from a large, diverse group of people. In such settings, it is seen that a sizable amount of contribution comes from a small group of highly-active users. While it is well-understood that such users are instrumental in the system's progress, the contribution made by a large group of less-active users is not sufficiently understood. Popularly called masses, these users comprise of the majority of the system's user base. It is, therefore, important to examine their worth in the system. The literature in this direction points towards two contradicting points of view with one acknowledging masses' contribution (Ortega Hypothesis) while the other deeming them unnecessary in the system (Newton Hypothesis). Given the large-scale collaboration facilitated by Wikipedia where a large crowd with a diverse skill-set and hence unequal contribution participates, a detailed investigation of the worth of masses becomes necessary for informed policy-making. In this work, we examine whether masses help or hamper the knowledge-building in Wikipedia. We specifically consider their contribution across different contribution types pertaining to the insertion of new content as well as the administrative activities. We observe that although the individual contribution by masses is small, yet they contribute important pieces of knowledge to Wikipedia articles. The results indicate that the overall contribution of masses across several parameters even exceeds the contribution by elites. We also find that as compared to masses, highly-active users dominate the edits where no new content is inserted and only activities involving the up-keeping of the existing content such as restructuring or formatting take place. The results of the study may help in devising appropriate incentivization policies for Wikipedia and the collaborative systems in general.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126593594","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This is known as the \"volunteer's dilemma\": everybody wants to benefit from a resource without contributing, expecting others will do the work. This paper explores whether this problem also arises in open source development. In particular, we analyze the behaviour of GitHub users to assess whether the 90-9-1 principle applies to open source. We study it both from a qualitative (ratio of activity types) and a quantitative (total number of activities) perspective and we show that the principle does not hold if we consider the GitHub platform as a whole. Surprisingly, results are reversed depending on the specific projects we look at. We believe these results are useful to project managers to better understand and optimize the behaviour of the community around their projects and, as a side effect, they show the importance of diversity in sample selection.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"135 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124380280","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Even though collaborative knowledge building portals are known to be better than expert-driven knowledge repositories, limited research has been performed to understand the knowledge building dynamics in the former. This is mainly due to two reasons; first, unavailability of the standard data representation format, second, lack of proper tools and libraries to analyze the knowledge building dynamics. We describe Knowledge Data Analysis and Processing Platform (KDAP), a programming toolkit that is easy to use and provides high-level operations for analysis of knowledge data. We propose Knowledge Markup Language (Knol-ML), a standard representation format for the data of collaborative knowledge building portals. KDAP can process the massive data of crowdsourced portals like Wikipedia and Stack Overflow efficiently. As a part of this toolkit, a data-dump of various collaborative knowledge building portals is published in Knol-ML format. The combination of Knol-ML and the proposed open-source library will help the knowledge building community to perform benchmark analysis. Implementing an open innovation platform is a challenging endeavor mainly due to the disruptive nature of the paradigm itself and to technological aspects that, if left overlooked, may have a big impact later. During our experience in implementing an open innovation platform in a Chilean university, we soon discovered the need for guidance in the implementation, and we argue that this guidance is compatible with the gap-covering structure of capability maturity models, a well-known approach to ICT process improvement. Based on this insight, we propose an initial version of a focus-area maturity model to assess an organization's readiness to implement and deploy open innovation software platforms. As befits emerging work, we also discuss and share some future lines of work.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"26 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128108739","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The voluntary, self-organizing distribution of decentralized labor and the distinct nature of some OSS projects intensifies this challenge. Mentors, who work closely with newcomers, develop strategies to recommend tasks. However, to date neither the challenges mentors face in recommending tasks nor their strategies have been formally documented or studied. In this paper, we interviewed mentors of well-established OSS projects (n=10) and qualitatively analyzed their answers to identify both challenges and strategies related to recommending tasks for newcomers. Then, we employed a survey (n=30) to map the strategies to challenges and collect additional strategies. Our study identified 7 challenges and 13 strategies related to task recommendation. Strategies such as \"tagging the issues based on difficulty,\" \"adding documentation,\" \"assigning a small task first and then challenge the newcomers with bigger tasks,\" and \"dividing tasks into smaller pieces\" were frequently mentioned as ways to overcome multiple challenges. Our results provide insights for mentors about the strategies OSS communities can use to guide their mentors and for tool builders who design automated support for task assignment.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"23 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134353434","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

To date, there is no platform to share these coding schemas. Sharing and exchanging these coding schemas has a great potential when it comes to the traceability of qualitative research and well as the re-use of coding schemas. Based on an interview study with qualitative researchers, we propose concepts for integrating a new platform for sharing qualitative coding schemas. Based on theoretical work by Birnholtz and Bietz (2002), it became clear that an easy-to-use system can foster the acceptance and the willingness of researchers to share their coding schemas. We identified three major points to focus for this on: the governance of the platform, the development of the ontology itself and integrating the sharing of qualitative coding schemas into the workflow of researchers by enabling direct upload from the qualitative coding software.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130707961","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We create revision history networks (an adaptation of Keegan et. al's article trajectory networks [7]), where nodes correspond to individual editors of an article, and edges join the authors of consecutive revisions. Using descriptive statistics generated from these networks, along with general properties like the number of edits and article size, we predict which of six quality classes (Start, Stub, C-Class, B-Class, Good, Featured) articles belong to, attaining a classification accuracy of 49.35% on a stratified sample of articles. These results suggest that structures of collaboration underlying the creation of articles, and not just the content of the article, should be considered for accurate quality classification.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122593413","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is most popular for enabling Bitcoin and other crypto-currencies. However, blockchain applications span beyond Finance, and recently it has been applied to decentralized governance. Blockchain-enabled \"Decentralized Autonomous Organizations\" (DAOs) have emerged as a new form of collective governance, in which communities may organize themselves relying on decentralized infrastructure. In this article, we introduce the concept of DAO and review the main software platforms that offer DAO creation as a service, which simplifies the use of DAOs to non-blockchain experts; namely: Aragon, DAOstack, DAOhaus and Colony. These platforms will be compared by showing their key features. Finally, we will review the available visualisation tools for DAOs, and we will introduce our open-source tool to plot DAOs activity, DAO-Analyzer. We will illustrate its potential with the case of the DAO Genesis Alpha, which is the main DAO of the DAOstack project.","PeriodicalId":163498,"journal":{"name":"Proceedings of the 16th International Symposium on Open Collaboration","volume":"2 3","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2020-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114116903","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
