Social accountability of the elected representatives at the rural level may help the government increase service quality, empower rural citizens, and promote good governance. At present Bangladesh, mostly known as the “Development Surprise”, has leaped towards lower middle-income country status from a poor developing one within four decades of its decisive victory. In this stage of growth and development, the persistence of social accountability at the rural local government would ensure the attainment of sustainable development through ensuring demand-based service delivery. Against this backdrop, this paper intends to explore the present status of social accountability mechanisms at the Union Parishad which is the lowest tier of rural local governance in Bangladesh. Based on the analysis, several recommendations for the way forward have been summarized. Secondary data analysis and empirical knowledge have been exerted which would refer to a clear view of the current status of social accountability at the grass root level. The first section mentions the importance of social accountability at the union level based on theoretical analysis. Existing mechanisms to ensure social accountability at Union Parishad have been delineated in the second section. The third section develops a compact understanding of the current status of social accountability at the Union Parishad level. The fourth section will share a discussion of the findings, recommendations, and conclusion. This study finds that the lack of interest among Union Parishad Functionaries, avoidance by citizens, irregularities in committee formation, irregular meetings, lack of resources, clientelism and Govt. supervision, etc. have made the social accountability mechanisms at the rural local government ineffective and fruitless. {"title":"Impact of COVID-19 on Small and Medium-sized Enterprises (SMEs) in Bangladesh: An Owner-centric Study","authors":"Md. Tanjil Hossain, M. Rahman, Ankon Chandra Dey, Md. Lizon Mia","doi":"10.9734/sajsse/2023/v17i4642","DOIUrl":"https://doi.org/10.9734/sajsse/2023/v17i4642","url":null,"abstract":"Small and medium-sized enterprises (SMEs) are an essential part of Bangladesh's economy, contributing significantly to the country's gross domestic product (GDP). The study aims to investigate the impact of COVID-19 pandemic on the owners of SMEs in Bangladesh. To serve this purpose, cross-sectional data were collected from 103 participants using a purposive sampling technique. We generated different frequency distribution tables based on our inputted data, and then the results of the study were presented using descriptive statistics. The results of the study showed that 58.3% of the SMEs were completely shut down due to COVID-19 pandemic. We also observed that the demand for goods reduced by 83.5%, while production costs increased by 21.4%. Thus, the overall production of goods in SMEs decreased by 48.5%. Most of the owners (90.3%) stated that their profit was dropped by 50% to 100% during corona pandemic, and 68.9% of owners had to retrench workers from their organizations to reduce costs. Approximately, 78.3% of respondents stated that their products remained unsold from 10% to 70% during the pandemic. Study Design:  The research design used in this study is a qualitative descriptive research design using the post-positivism paradigm with the triangulation method, which is an experimental approach using various methods, data sources, researchers, and theories. Place and Duration of Study: The researcher set an analysis unit on the Corporate Income Tax (PPh) Fiscal Correction and reviewed PT SAS's 2020 financial statements with Human Resources (HR) as an influential factor. Sampling determination in this study used a purposive sampling technique. Methodology: The sampling determination in this study used purposive sampling techniques with the criteria of PT SAS Tax Managers, Tax Consultants, Accounting Staff, and Tax Staff. The data collection used in this study can be grouped into two categories, namely interactive and non-interactive methods. Results: Based on the study's results, a fiscal correction in corporate income tax was caused by HR errors that did not record accounts receivable. Then, there is the fiscal correction. From the aspect of knowledge (knowledge), attitude (attitude) and aspects of skills (skills), there are still problems that still need to be solved. Conclusion: The company must be more thorough in making corrections to the costs that the company has incurred according to the rules. Companies should more often provide education and training in the field of accounting and taxation to employees. The study utilizes secondary data sources, including the National Statistical Office (NSO) and India Stat, to analyze and interpret the data using descriptive statistics, One-Factor ANOVA analysis, and TFP calculations. The findings of the study indicate that Groundnut has been one of the highest yielding oilseeds in Andhra Pradesh and has exhibited positive trends in TFP over the past two decades, specifically highlighting the years 2009-2010, 2019-2020, and 2020-2021, during which the TFP of Groundnut was particularly high, reflecting an increase in production efficiency. At present, there are many studies on students majoring in mathematics, however, few complete reviews and sorting in this aspect. In this paper, the literature analysis method and statistical method are adopted to review the relevant research literature from 2003 to 2022. The following conclusions are drawn: (1) There are three main research aspects about mathematics learning of college students majoring in mathematics: the current situation, the influencing factors, and strategies to help them. (2) Regarding the situation, there is more research on the problems of students majoring in mathematics and a lack of analysis and research on the causes. (3) About the influencing factors, scholars have explored ample influencing factors, and have a certain research basis and depth. But the complete influencing factors and the mechanism of the factors influencing them are still a blank spot. (4) The strategies are mainly aimed at universities and teachers, and the research has put forward some commonly recognized strategies. However, these strategies are broad and general, lacking pertinence for students majoring in mathematics. The pooled mean groups (PMG) regression results show that the exchange rate negatively and significantly determines capital flight in the franc zone countries, while in the non-franc zone countries, the exchange rate positively but insignificantly determines capital flight. We are more interested in this subject because of the persistence of capital flight in these areas after the Covid-19 crisis. Our main recommendation is to put in place policies to control exchange rate fluctuations, especially in the non-franc zone countries. {"title":"Investigating Cyberloafing and Academic Burnout in University Students during the COVID-19 Pandemic","authors":"Muhammet Can Doğru, Zekavet Kabasakal","doi":"10.9734/sajsse/2023/v17i3636","DOIUrl":"https://doi.org/10.9734/sajsse/2023/v17i3636","url":null,"abstract":"Aims: The present study was conducted with university students since it aims to explore the correlation between cyberloafing behavior in educational institutions during the COVID-19 pandemic and academic burnout. \u0000Study Design: Correlational survey model \u0000Place and Duration of Study: Faculty of Education, Faculty of Economics and Administrative Sciences, between September 2021 and June 2022. \u0000Methodology: The population of the study, which employed correlational survey model, was a group of students attending a state-run Turkish University in İzmir. The sampling consisted of the students accessed by using conventional sampling method. The data for the purposes of the study were collected from 406 university students (249 female and 157 male) by administrating Personal Information Form, Cyberloafing Scale and Maslach Burnout Inventory-Student Scale. SPSS 28.0 statistical package software was employed to do Pearson Correlation Analysis and Multiple Regression Analysis. \u0000Results: The results of the analyses revealed a positive and significant but weak correlation between “shopping”, “real-time updating” and “gaming/gambling” dimensions of cyberloafing and “exhaustion” and “desensitization” dimensions of academic burnout. In addition, multiple regression analysis showed that dimensions of academic burnout along with “gender”, “age”, “year of study”, “academic GPA”, “attendance” and “duration of daily internet use” variables accounted 10.4% of total cyberloafing scale score. Finally, the study revealed that only “competence” dimension, “age”, “academic GPA” and “duration of daily internet use” variables significantly predict cyberloafing behavior.   \u0000Conclusion: It was found that as the academic burnout of university students increased, cyberloafing behaviors also increased. In this direction, psychological counseling programs can be developed to reduce the academic burnout of students.
