The double ridged waveguide is used as a measuring cell, which allows increasing the sensitivity and frequency range of measurements. The electrodynamic problem is solved for a waveguide with complex cross section and piecewise-layered dielectric filling. It is shown that the corrected dependences give satisfactory estimates of HF radio wave absorption in the D and E regions and are in good agreement with the results of rocket measurements. It is proposed to use waveguides with complex cross sections as measuring cells. A new technique has been developed for unambiguously determining the phase of electromagnetic waves in waveguides. Methods for measuring the real and imaginary parts of the complex permittivity are presented. Determination of the parameters of the reference sample made of Teflon has been carried out. A layout of a tunable band-stop filter, whose operating frequency without current in the windings of a compact magnetic system was 7715 MHz, was experimentally investigated. The main phase of the storm caused the increase of TEC values at all stations but with different intensity of ΔTEC peak. Then the decrease of ΔTEC followed. The recovery phase of the storm marked clearly the transition from decrease to increase of ΔTEC at all three stations. It worth noting that though these common features were revealed, in general, ΔTEC behaviour had a complex character with the particular features at each station. The irregularities of different scales, from hundreds of meters to hundreds of kilometers were identified. The irregularities were observed in the auroral, sub-auroral, mid-latitude and equatorial ionosphere. Some of them are formed continuously, while others rarely, as a result of different disturbances. The irregularities features were investigated by the ray tracing, as well as singular spectrum analysis. The Galerkin method was used to solve the vector integro-differential diffraction equation on three-dimensional dielectric bodies. Based on the solution obtained, the electrodynamic model was developed and numerical calculations of the problem were performed. The investigation’s shown that at resonant frequencies of a surface plasmon-polariton in a wide frequency range, these structures are absorbers of almost 100% of the energy incident on them.
