The disaster communication system is required to aid in rescue effort by providing text, voice, and video communication links between the field worker and the operation center. It is also required to provide some communication services to the affected citizens so that the overwhelming demands made on the communication infrastructure during the times of disaster are mitigated to some extent. The other highlights of the design are (i) its low-cost nature achieved by exploiting the economies of scale, (ii) constant communication between the field worker and manager, (iii) the use of basic mobile phones with text-only features for gathering victim data and populating the victim database in real-time, and (iv) web-based applications for managing victim data.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"39 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128020573","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The use of LCT helps meet the challenge of education in areas where there is a lack of qualified tutors and shortage of computing resources. The program has been implemented with (N=38) students in tribal areas of Kerala. Reading was the most common problem with the primary children, while mathematics and reading comprehension was a major challenge for children who were in middle school. Our pilot study students were able to learn faster on their own without requiring formal training due to the ease of use and the touch based interface of LCT, and they liked the idea of repeating lessons as many times as they wished. Teachers were trained in the use of LCT for assessment and early intervention and effective ways to bring up the reading skills of the students. Our findings confirm that LCT is powerful motivator in education and has a huge potential to address the issue of school dropouts. Our proposed pedagogy for LCT and findings will be of interest to educational policy makers who are looking at LCT options such as Aakash tablets to improve literacy levels among early grade learners.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"60 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126615749","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, the varying nature of the DC input power to the inverters, caused due to varying irradiation, leads to deviations of the actual efficiency from the peak efficiency. Two weighted average efficiencies, namely the Euro efficiency and California Energy Commission (CEC) efficiency address this issue by weighting the major DC input power levels that the inverter is likely to operate in with respect to the amount of time in a year that the inverter resides in a particular operating level. Since the Euro efficiency and the CEC efficiency are location specific to Trier, Germany and Sacramento, California respectively, they would not yield accurate estimations of the inverter efficiency when used in other locations. The weighted average inverter efficiency will need to be formulated taking location specific irradiation profiles into account in order to arrive at a more reliable figure that can be used to estimate the annual generation capacity of solar PV power plants. This paper brings out the shortcomings of the Euro efficiency and discusses an approach to estimate the weighted average efficiency of inverters for tropical climatic conditions in India.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"54 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124092244","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One of the key challenges that a rural Indian farmer faces is the lack of proper monitoring and control mechanisms for efficient operation. Despite advent of mobile telephony is large scale across rural India, this technology is not tapped into for their core occupational needs in agriculture. This paper is a field based study to develop a prototype for heeding to this problem of a rural Indian farmer. Detailed interviews were conducted with farmers from two villages in Palakkad and Kottayam districts of Kerala to understand their specific concerns and needs in terms of the monitoring and control in their farms. The cost-effective prototype developed consists of a combination of Raspberry pi unit along with GSM module and a combination of sensors.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"77 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114312763","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Close to half of the farmers are small farmers (owning 1.0 ha or less) facing near-stagnant productivity. This is due to several factors, but farmers often indicate that access to the right information at the right time is one of the most sought after need. Addressing this need to aid in the development of a productive and sustainable agricultural sector has certainly emerged as one of the major humanitarian challenges in India. There have been numerous efforts in this direction with the setting up of agricultural advisory systems, to provide information to farmers, but not many have succeeded in the objective of providing easily accessible, sustainable, personalized advisories to farmers. Recognizing this, the Indo-UK Advanced Technology Centre of Excellence in Next Generation Networks, Systems and Services (IUATC), a major technology transfer initiative, supported by the Department of Science and Technology (DST) in India and UK Government under the Digital Economy Theme is attempting to address the challenges in Indian agriculture through Information and Communication Technology (ICT) networks. This paper presents a functioning Agricultural Advisory System that has been built with the aim of bridging information gaps between farmers and agriculture knowledge workers (such as agricultural scientists and extension workers) and is an extension of a technology effort that has been previously presented. While our earlier work only discussed the potential of using an innovative ICT approach to providing personalized agricultural advisories, this paper covers details of the technology implementation, presents a brief summary of the impact analysis carried out with the farmers registered into our system and discusses new features that could make the system more effective.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123834775","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Many of the life threatening diseases, such as Sickle Cell Anemia, can be prevented properly if these can be diagnosed on time. In many cases, diagnosis demands a simple blood test to find out deformation in the shape of blood cells. We investigated in this paper, if such tests can be carried out at the doorstep of the likely patient wherein the intervention of a skilled person from the pathology lab is suitably replaced by a technology developed in form of an app. The app and the hardware combo which we propose, called ImPatho, uses image processing algorithm to judge if blood cells are indicative of some disease. Our solution then follows a decision support system through data analyses which can be reported to doctors, district health officers, state health department for proper treatment and monitoring, via our app. It is shown that the developed system, ImPatho, is a complete end-to-end solution for the challenges faced by the government of developing countries particularly where people from remote, tough or even rural terrain cannot come to a nearby pathology lab to get themselves investigated for a likely disease. Our solution ImPatho empathizes this Catch 22 situation and makes an attempt to bring the pathology lab at the doorstep of such helpless people. This is how our system helps ensure proactive, responsive healthcare governance. ImPatho has a huge potential, if scaled to higher levels of governing echelon, to provide an alternative solution for governments who are sensitive towards healthcare of poor people.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"18 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133090953","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One of a use is energy source in regions without electricity. However, as a problem, no one has a technique to maintain of a performance in such areas. If they can't maintain the performance, power generation will reduce. Therefore, it is necessary for maintenance-free. As one cause, that the power generated is reduced, we focused an adhesion of pollution. We should make a self-cleaning on a PV modules surface. We propose photocatalyst as a solution. Photocatalyst used in the study is Molecular-bond-Titania-Silica-Photocatalyst. It is developed for a PV module. By coating the photocatalyst on a surface of a PV module, we evaluated the self-cleaning effect. We performed separately in short-term and long-term experiments. We used mud as pollution in short-term examination. On the other hand, we exposed a PV module to outdoor air on long-term examination. As these results, we found that self-cleaning effect of the Molecular-bond-Titania-Silica-Photocatalyst is effective.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"35 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134098310","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

These advancements have led to improved conceptual understanding of physical phenomena in students. In most educational systems, teachers play a crucial role in the introduction of innovative pedagogic interventions. In this paper, the perceived impact on use of virtual laboratories and simulations as a teaching aide in science education by teachers is characterized. Significant improvements on teaching time, teaching methodology, and communication of concepts over traditional teaching techniques are reported. The value of virtual laboratories in individualized learning as opposed to group centric learning as in a conventional laboratory is further explored. Key challenges to complete adoption of these technologies include infrastructural lacunae and depth of teacher knowledge. Hence the individual teacher commitment along with the necessary ICT support can impact the knowledge environment. With functionality to simulate real environments, create assessments, monitor individual student performances, added to the scalability of the virtual laboratory platforms to encompass multiple thematic disciplines and cater to millions of users makes it a sustainable and a need-to-have teaching tool.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"118 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121960628","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Physical parameters such as soil moisture, temperature and humidity are measured by employing sensors sited across the monitored area. The parametric data is transmitted to the Atmel ATmega328P microcontroller from the sensors using Bluetooth Low Energy (BLE). The cloud performs real time intelligence operations based on periodic sensor inputs obtained from the farm and transmits control commands to the microcontroller. The novelty of the system lies in the use of BLE and in the intelligence provided by the cloud. The physically monitored, as well as virtually obtained parameters, at the cloud level allow intelligent command generation, facilitated by a data exchange system that leverages the existing telecom network prevalent in developing countries. Based on the cloud commands, the ATmega328P microcontroller controls the operation time period of the irrigation system thus conserving both water and energy. The approximate cost of implementing the proof of concept system elaborated in this paper by using off the shelf components at retail price is about USD 16. It is expected that the system cost will further reduce on mass production and commercialization.","PeriodicalId":156695,"journal":{"name":"2014 IEEE Region 10 Humanitarian Technology Conference (R10 HTC)","volume":"382 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130345114","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
