Radchenko","doi":"10.33764/2411-1759-2022-27-3-62-73","DOIUrl":"https://doi.org/10.33764/2411-1759-2022-27-3-62-73","url":null,"abstract":"The article considers the need for a methodology for creating a geoinformation model of the Ob River, which is organized as a set of spatial objects that reflect the current state of the Ob River and related objects within its borders, participating in the digital economy of the city. Attracting investments is one of the main tasks of economic developing of any city. One of the well-timed and effective measures to support investors' initiatives is the placement of up–to-date information about investment-attractive objects. Recently, the land management and urban planning industry has been developing at a high speed, which contributes to the requests of citizens, specialists in various industries to search for data on the state and development of a particular territory in various areas of activity, as well as obtaining comprehensive information about the current state of affairs and the forecast for its further develop-ment. There is no geoinformation model (GIM) where you can immediately get all the necessary in-formation, so this forces the user to collect information piecemeal from various departmental portals. The correctness of making any decisions, the degree of financial or other risks largely depends on the information received. This is confirmed by the fact that not just cartographic materials have become in demand, but unified information spaces containing not only diagrams of the current state of the object, but also a complete database of mapped objects. The introduction of such a river GIM will make it possible to systematize and maintain geospatial data, which in the future may lead to positive econom-ic effects. The main difference of the developed GIM is the created database, which is activated if necessary, and geoinformation tasks are solved with the help of it. The user can view each layer of the model separately, or combine several layers at once, or select and view individual information from different layers, thereby fulfilling the strategic objectives of the Digital Economy of the Russian Fed-eration program. The general geographical basis and thematic content of the Ob River geoinformation model are described. A fractional technological scheme for creating a geoinformation model of the Ob River has been developed. In any territory, it is not difficult to identify the various plant communities that occupy it, as well as to determine their state by the content of phytomass determined by the vegetation index NDVI. The aim of the study is to test the validity of the hypothesis about the formation of abundant vegetation cover within the fault zones by analyzing the state of various plant communities by the volume of phytomass. Methods: decryption and analysis of Earth remote sensing data from Sentinel, Landsat and SRTM generation, geoinformation mapping on the ArcGIS platform. Results. In the course of the study, the state of the Nature Sanctuary “Dolinsky” analyzed by Landsat-8, Sentinel-2A satellite sur-veys, as well as SRTM data. Fault zones identified using the software systems ArcGIS, QGIS, and PyLEFA by lineament analysis, vegetation was classified by the maximum likelihood method, and its condition was determined by the values of the NDVI index, which reflects the content of phytomass in the study area. Automobile transport is the leading source of environmental pollution, and the amount of emissions can reach 90 %. These processes are actively manifested within the boundaries of the influence of high-traffic roads. Thus, the tasks of taking into account the pollution level of the surface atmospheric layer in order to clarify the cadastral value of lands located within the boundaries of road-side territories acquire particular relevance. The work used mathematical models to calculate the emission power and surface concentrations of the pollutant (Gaussian atmospheric diffusion model). The interpolation method was used to determine the correction factors for different zones of pollution with carbon monoxide. The authors considered the carbon monoxide pollution density of the roadside territories and stated that the part of federal road \"Tavrida\" (settlement Zuia) has 121 land plots on the higher-polluted territory, which have the permitted use of \"private housing construction\" (PHC), there-fore it is considered necessary to correct their cadastral cost taking into account air pollution. The most significant factor in the given case is the area of a land plot, which is its main parameter being taken into account in determination of type of permitted use, cadastral value, land tax and rent. Therefore, area determination requires rather high accuracy, in particular, for garden and vegetable garden plots. According to statistics the significant part of earlier registered land plots contains errors, that’s why there are often the cases when adjacent plots overlap or their area is determined obviously incorrectly. Such situations require solutions, which are based on repeated cadastral measurements with possible use of several options for determination of adjacent plots areas, which were considered in working formulas of Heron and Brahmagupta. The given formulas do not use land plot boundary points coor-dinates, that’s why they can perform some control functions in cases of repeated coordinate determi-nation in such situations. The result of the present research was the formulation and solution of the problem of clarifying the location of gardening land plots and summer cottages in general that were previously approximated to the locality. In this regard, the requirements for cartography have also changed. Humanity entered a fundamentally new stage in the development of the economy and society – the age of knowledge. It is knowledge that is an economic and resource value at the present stage of the devel-opment of human civilization. This phenomenon concerns absolutely all aspects of human life. In this regard, ideas about the interaction of a man and technology are changing, which entails changes in all spheres of activity, including mapping. New products and technologies are needed by different users, adapted to the cognitive features of human perception of information and will contribute to quick and correct decision-making. Such technologies allow us to find new forms of representation of geospatial information. Cartography becomes an efficient mechanism for visualizing knowledge that is connect-ed by spatial relations on the earth's surface – geospatial knowledge. Geospatial knowledge can be displayed in thematic maps both together with geospatial information and separately, while the choice of the visualization option depends upon the tasks being solved on the map being developed, as well as the geospatial knowledge that needs to be shown. Mapping geospatial knowledge is currently a promising area of research that has not been studied much yet. The most important sign of such use is the annual reduction in the area of this category. Based on the use of the SPACE analysis method by the authors to assess the level of agricultural development in the Novgorod region, taking into account its natural resource potential, the position of this region in the North-Western Federal District was determined as with low agricultural production, and a number of problems in the field of land relations in the region that hinder rational land use were identified. In order to identify these problems, the authors used the method of extrapolating a number of dynamics with the calculation of optimistic and pessimistic ways of developing land relations in the region. In relation to total stations and light meters, ensuring the uniformity of measurements should be carried out by conducting annual periodic checks with the use of stationary reference bases of the 2nd or 3rd category, which were previously created in almost all regions of the country. However, to date, only two such bases have been preserved on the territory of the Russian Federation. The reason for this situa-tion was the lack of proper metrological support for the line lengths of the reference bases themselves, caused by the need for organizational measures, the lack of trained specialists, as well as significant financial expenses for field work. In this regard, there was a scientific and technical task of developing a local calibration scheme (LCS) to provide periodic verifications of total stations and light-emitting diodes over the entire range of measured distances, which does not require the creation of stationary reference bases. For this purpose, the LCS scheme is proposed, based on the use of the method of direct distance measurements. Its essence lies in the simultaneous measurement of the selected distances by reference and verified total stations. To do this, a reference total station and a verifiable one are installed on two tripods located next to each other, which measure the same distance. After that, the total stations are swapped and the measurements are repeated. At the end of the measurement, the measured distances are compared with the reference and verified total stations. Then, based on the difference between these distances, a conclusion is made about the accuracy of the de-vice being tested, as stated in the technical data sheet.
