But not for the Cireundeu Cimahi indigenous people, they are open to outside culture while still holding their own cultural customs. For them, Sundanese custom is not in the area of symbolism-formalism but in the values of the Sundanese traditional substance itself. This study qualitatively with a socio-anthropological approach trying to uncover the belief system and value system adopted by the indigenous people of Cireundeu Cimahi. This study found that the indigenous Cireundeu community is a social system that has its own belief system, value system, system of norms and symbols. In the context of the Cimahi City community, indigenous people are social subsystems. They were able to do universalization, in the midst of the flow of Islamization and modernization in the city of Cimahi. This can be a potential that can provide prosperity for the community. The question arises as to how the community-based business development model in Cimahi, West Java, whether social institutions can bring the community to online business so as to grow the creative community, how the development of society in appreciating and becoming part of online business, and questions the like can be found the answer in this paper. The writer emphasizes on Islamic fundamentalism upholding the issues regarding Western colonialization so long as the first half of 20th century and economic and cultural neo-colonialism in the last half of the century. By literary study the writer concludes that these religious movements radically take religious doctrines as the fundamentals of the movement ideology. This is possible because West Java province is an autonomous regional authority to regulate and manage the interests of the community and Government Affairs at its own initiative based on the aspirations of the people. The study uses a qualitative approach in order to get the natural settings in which there were many behaviors and events occurred. This study also uses an institutional theory (institutionalism), because the theory could lead the researchers on the structure, regulation and institutional procedures which could have a significant impact on a public policy and it should not be ignored in policy analysis. This study finds that in order to carry out their functions as elected representatives, the members of the provincial representative council always make themselves available for the community. To that end, the members of the provincial parliament, among others, absorb and collect the aspirations of the constituents through regular working visits; accommodate and follow up the aspirations and complaints; and give morally and politically accountable to the constituencies. In addition to receiving complaints that come to the Parliament's office, public aspiration was performed on working visits on a regular basis by members of Regional Representative Council for each electoral district at the time of recess. In terms of transparency, all the services were conducted in a transparent manner. With the library approach, it can be emphasized that researchers have proven the eternal nature of classical Malay books in the face of the challenges of modernization that arise in society. This can be seen from the discussion about the issue of epistemology, world-view and changes in society in these books. (2) community development desa melalui pesantren berbasis agrobisnis. (3) hasil yang dicapai dari community development desa melalui pesantren berbasis agrobisnis. Metode yang digunakan dalam penelitian ini adalah metode deskriptif yang merupakan jenis data kualitatif untuk mendeskripsikan, menganalisa, dan mengungkapkan peristiwa yang terjadi di pesantren Al Ittifaq desa Alamendah. Data dihasilkan berdasarkan pengumpulan data primer dari  santri dan pengurus pondok pesantren Al Ittifaq dan masyarakat desa Alamendah dengan cara observasi langsung penulis terlibat langsung dengan aktivitas-aktivitas di pondok pesantren, wawancara semi terstruktur atau wawancara mendalam, dan dokumentasi, kajian dokumentasi dilakukan terhadap data dari pengurus pesantren dan masyarakat desa Alamendah serta foto-foto kegiatan santri dan masyarakat ketika wawancara. Selain itu dilengkapi juga dengan data sekunder berupa referensi dalam bentuk buku-buku community development dan jurnal agrobisnis yang relevan dengan tema penelitian untuk mendukung data-data di lapangan. Hasil penelitian menunjukan bahwa, latar belakang berdirinya pesantren berbasis agrobisnis adalah memadukan kegiatan keagamaan dengan kegiatan agrobisnis sesuai potensi alam disekitar pesantren. Community development tidak hanya fokus pada hasil yang dicapai melainkan pada proses. Empat langkah untuk merumuskan program community development yaitu, engagement, assessment, action and facilitation, dan evaluation and termination or reformation.
