Existing power dividers for L- and S-band phased array antennas have several disadvantages. Waveguide based systems are sophisticated and have a large mass. Optical and conventional coaxial line based systems have a large size. Microstrip based systems are compact and have a low mass, but the maximum input power level is quite low. In this paper, the design of microwave devices based on a multilayer rectangular dielectric filled coaxial line is presented and the recommendations on its use in design of multichannel power dividers are given. The paper demonstrates that this type of power divider design results in lower mass, is compact and has high maximum input power level. Article is devoted to development of methods of increase of a management efficiency by such processes. The purpose of article is the substantiation of the approach to parametrical synthesis of optimum control by multi-step stochastic minimax processes and procedures of the numerical analysis of likelihood dynamic characteristics of process. Formalization of process consists in definition of its type, a vector of phase coordinates and corresponding restrictions, the task of set of the actions sold by each the parties, efficiency of each action, control parameters (varied parameters of process) which task of values each of the parties influences a course of process, control restrictions, criteria of efficiency of the parties expressed through elements of a vector of phase coordinates. Discrete final stochastic process is considered. Change of phase coordinates occurs during the discrete moments of time, named steps of process. Phase coordinates depend on values of two groups of control parameters (controls of the counteracting parties). Within the limits of the modern theory of optimization of stochastic systems procedure of synthesis of optimum control is realized two-phase. At the first stage with use of analytical methods the structure of optimum control is determined. For these purposes the simplified determined model of process can to be used. At the second stage parametrical control optimization with use of algorithmic methods and computing procedures statistical linearization is carried out. Dynamics of process is described vectorial finite-difference equation. It is necessary to distinguish cases when there is saddle a point and when saddle the point is absent. Parametrical synthesis of optimum control is possible only in the first case. It is considered three basic variants of the equation: the linear equation; the nonlinear equation with optimum controls on border of a range of definition; the nonlinear equation with optimum controls inside of a range of definition. For the first variant there is an effective algorithm of parametrical synthesis of optimum control. For the second variant of synthesis of optimum control it is possible, but the algorithm is not effective. For the third variant to determine optimum managements it is not possible. Procedure statistical linearization is offered. Procedure consists in generation of set of realizations of the casual process set by the vector equation, calculation of optimum control for each concrete realization and the further statistical processing of the received results. The process described by the piecewise linear vector equation, is a special case of nonlinear process. At that it keeps property of independence of optimum control from coordinates of process. To develop a model of multi-criteria choice of solutions for an individual and the entire set of educational tasks, its structural and parametric synthesis is carried out on the basis of the optimal distribution of AMT hardware and software resource for modeling various factors and conditions of information processes during educational tasks. Their solution is based on the search for optimal options on the set of branching and / or repeating information flows in the form of a set of elementary operations on the set of performance criteria, taking into account the principles and preferences of instructors - decision makers. The choice of a solution is carried out by summarizing single-criteria schemes for solving a particular educational problem using the Bellman principle and building on their basis a model of multi-criteria selection (MVR). The basis of the generalized MVR is the representation of AMT in the form of a directed graph in which the vertices characterize the learning tasks, and the arcs determine the possible solutions to them in the form of a certain set of elementary operations with optimal weight vectors connecting the initial and final vertices. The essence of the model is the sequential combination of the paths of elementary operations taking into account the integrity of the presentation of the educational task and the narrowing of their number through the selection function implemented using the dominance and blocking algorithms in the binary relation, which has the property of transitivity and asymmetry. The choice of a generalized solution is carried out on the basis of Pareto optimal solutions, constructed by extrapolation of expert estimates of decision-makers on a cone of preferences for various situations related to computer computing capabilities. Functional control is understood as checking the electrical interaction of the systems of a special equipment product with each other in accordance with the relevant interaction protocols. At present, the improvement and development of new algorithms for the automated construction of control matrices of input and output signals, which, if necessary, change the logic of the electrical systems of the control object (changing the time of receiving or issuing electrical signals), will require minimal, nonresource-intensive adjustments during software debugging. is the most urgent technical problem in this topic. This article analyzes the control modes using a minimal set of initial data – the formation times of input and output electrical signals, which are completely determined by the protocols of interaction of control systems with the controlled object, and algorithms are determined that automatically generate control matrices of input and output signals. The presented block diagrams of algorithms allow you to form a zero control matrix, as well as determine the maximum key clock moment, using two mathematical matrices describing the input and output signals, while the interaction of special equipment product systems with external control systems at key clock moments is described by a transition graph. The proposed mathematical expression systems are adaptive in the event of serious changes in the operation of the systems of the object of control (or control systems), while the construction of algorithms according to the principles given in this article (the use of standard blocks performing specific tasks) will also make it easy to take into account the change in the form of the initial data. Regularities in the formation of input and output signals are revealed on the basis of the analysis of control over the functioning of various products of special equipment. If it is necessary to change the logic of the operation of the electrical systems of the controlled object (changing the time of receiving or issuing electrical signals), it is enough to correct the initial data, on the basis of which the control matrices of the input and output electrical signals will automatically change, which significantly reduces the software debugging time. In known methods for еvaluation the quality of analog or digital voice signals with pulse-code modulation (PCM) are used. When automatic quality assessing, it is assumed that the parameters of voice signal are determined. Then the corresponding subjective assessment of VSQ is selected. Objective methods for quality assessing are obtained by comparing the reference signal and the signal transmitted through the communication channel. To eliminate the identified contradictions, it is proposed to use an objective method that provides the assessing of VSQ in the absence of a reference signal and without conversion to the PCM format, i.e. based on the analysis of the LBR voice digital stream. The analyzed digital stream is considered as a system of random variables, which is characterized by a set of mean values and a covariance matrix that make up the pattern of input implementation. The reference pattern also includes a set of mean values and a covariance matrix. The initial data for the formation of a reference pattern are digital streams formed according to a given protocol of LBR voice coding, having the highest VSQ. The proposed method is based on calculating the divergence between the reference pattern and input implementation pattern. At the training stage, several distorted samples with a known number of bit errors are formed from the reference sample. When comparing their patterns, the divergence values are calculated, which are put in compliance with the VSQ assessment. Two approaches have been identified for making the compliance: experimental and experimental-analytical. The choice of approach is determined by the presence of initial data characterizing the VSQ for particular vocoder. Then generated compliance is interpolated. At the assessment stage for each implementation is calculated the divergence between the explored pattern and the reference pattern, which is formed from the training sample. Based on the divergence, the VSQ assessment is calculated. To test the proposed method a reference sample of digital streams obtained by compressing voice signals with a LPC-10-2400 vocoder was formed. Based on the initial data, which are presented in Recommendation-R F.1112-1, the compliance between the values of sound intelligibility and divergence was compiled by experimental-analytical approach. The efficiency of the synthesized method is also evaluated on the basis of modeling. As part of the synthesis, the quality functional was determined and control signals were obtained for the parameters of the radar operation, which make it possible to ensure the energy stealth of the fighter's radar operation with a given probability in the process of approaching the radar carriers and the radio intelligence station (RTR). The indicators of the control signal efficiency determine the probability of correct detection of the radar of the air target carrier of the RTR station and the probability of non-detection by the RTR station of the sounding radar signal in the process of their approach.
