It is clear that language assessment literacy (LAL) in the context of signed languages—(S)LAL by the authors—is still in a very nascent form. Although in the field of spoken language assessment there is a tendency to discuss LAL as being a “new” development and recent scholarship suggests that issues and constructs remain undertheorized, there is a considerable body of literature on LAL oriented toward spoken language (as surveyed in the Chapter 11.1), to the extent that LAL is now a core area of research and scholarship in the field. This is in sharp contrast with the paucity addressing LAL in the context of signed languages. This chapter is the result of a collaborative process during which the two sets of authors read each other’s chapters and responded to a set of guided questions. Test validity depends on how test developers take the language as well as the modality into consideration and how the test captures natural variation in local signed languages, which impacts the use of tests and interpretation of results. In this chapter, the argument-based approach to validation is used to evaluate claims that test developers make about the uses of tests. A sample of signed language tests for L2 learners is reviewed and discussed. Caution in the extrapolation and making decisions based on test results are discussed. Nevertheless, a significant proportion of children continue to use signed language as a first language (L1), including deaf and hearing children in deaf signing families and deaf children in hearing families where families use signed language in the home. For both groups, mastery of sign language as an L1 is important because it paves the way to communication and also because it provides the basis for development of spoken language, in either its oral or written form, as a second language (L2). It is crucial that signed language development proceeds in an age-appropriate manner, and assessments of signed language are therefore important to ensure that this is the case. However, the development of effective tests of signed language acquisition is not without challenges. The chapter begins by charting developments in how LAL has been defined and conceptualized in language assessment research. Then, specific knowledge and skills related to the assessment of spoken language are discussed, organized according to the nine dimensions of LAL identified in Kremmel and Harding’s survey-based study. Critical issues are raised throughout with respect to the unique challenges involved in assessing spoken language in a fair, equitable, and inclusive manner. To date, there has been no published analysis of interview discourse in the SLPI. This chapter examines accommodative question strategies used by deaf interviewers in New Zealand SLPI interviews. Findings reveal that interviewers use interlocutor support strategies that parallel accommodative question types described for OPI interviews and features of spontaneous interaction between fluent and novice signers. Sixty-six percent of questions had accommodative features, which were more frequent with lower proficiency candidates. We highlight the common issues and challenges in spoken and signed language assessment as well as the differences, e.g., availability of tests. In so doing, we consider how experience with spoken language assessment—for example, the development of methods for assessing language abilities that are independent of language experience—may inform test development in signed language. We also consider how awareness of issues in signed language assessment may increase awareness of similar issues that are easily overlooked in spoken language assessment—for example, the range of communication contexts and partners that children regularly encounter—and stimulate critical reflection on the use of language tests in general. From these chapters it becomes apparent that a number of aspects associated with signed language assessment are relevant to spoken language assessment. For example, there are several precautions to bear in mind about language assessments obtained via an interpreter. Some of these precautions apply solely to D/HH children, while others are applicable to assessments with hearing children in multilingual contexts. Equally, there are some aspects of spoken language assessment that can be applied to signed language assessment. These include the importance of assessing pragmatic language skills, assessing multiple areas of language development, differentiating between ASD and other developmental disorders, and completing the language evaluation within a developmental framework. In this chapter, the author outlines the work that has been undertaken in relation to the scoring of spoken assessments by human raters and automated scoring. The chapter focuses on research on rater effects, rater training and feedback, rater characteristics, interlocutor/interviewer effects, rating scales, and score resolution techniques. The section on automated scoring discusses research on the underlying construct and what limits this puts on the types of tasks that can be used in the assessment.
