In this paper, we propose a novel architecture for convergence network of UMTS and DVB-H. The proposed EPM Scheme for VHO decision support energy-efficient and seamless mobility. Our proposed EPM scheme switches the active network interface, after taking into consideration the buffer management of SGSN in UMTS and number of users in DVB-H. The Customers using IPTV services are requesting Service Providers to Customer quality assurance as network performance. Service providers and their customers often negotiate service level agreements (SLAs) to determine costs and penalties based on the achieved performance levels. Customers want to be provided better performance ever then. In order to achieve these goals, this paper presents an integrated SLA system for IP Media services. It is important to gather raw data measured end-to-end performance data through Agent in STB (set top box) and PE-to-PE through IP NMS in time. By gathering these performance data of end-to-end section, IPTV SLA system satisfies customer quality assurance and is trusted by customers. In this paper, we explain the metrics, Architecture, network of IPTV SLA. This is driven by many factors, such as converged networks, ambient networks and seamless mobility. These and other efforts enable customers to move from one service provider to another based on the availability of desired application services, as well as metrics concerning their performance (e.g., reliability and cost). In order to enable rapid deployment of these new services, policy becomes paramount. This paper presents first experiences with the implementation of the policy continuum, which represents one of the cornerstones of Autonomic Networking. It allows for the transformation of high-level (e.g. business) policies towards low-level (e.g. device) policies and enables seamless mobility and automated network and resource configuration. In this paper, we motivate that a hierarchical Ethernet aggregation network in combination with Ethernet-based access networks is an interesting approach for realizing broadband access to fast moving users. The focus is on the tunnel management in the Ethernet aggregation network for providing broadband services to trains. A hybrid approach is presented, which allows to minimize tunnel setup times and provides accurate tunnel setup triggers. The hybrid approach is described in detail, together with performance measurements on commercially available switches. On one hand, service providers need to improve their networks in order to meet current and future customer requirements. Indeed, their applications are increasingly demanding for sophisticated and guaranteed networks services such as mobility, security, quality of services ... On the other hand, telephony operators, mobile and fixed, migrates their networks from traditionally circuit switched to packet switched and especially Internet protocol. This migration which aims to support classical and advanced voice and video services is done through the introduction of IP in their core networks and by swing to voice protocols (SIP, H.323...). To rally the above requirements, convergence between mobile and fixed networks around Internet protocol is strongly needed. New generation networks (NGN) aims to fulfil all the requirements of this convergence, and is subject to lot of works, one by academic and industrial communities, and especially at the TISPAN, ITU-T, 3GPP and TISPAN. Ensuring all the services promised by the NGN, and offering service providers and phone operators means for efficient and cost effective service deployment can be carried out only if new network management architectures are designed and deployed. A lot of efforts are currently done within several standardisation bodies in the network and service management field (TISPAN, 3GPP, TMF, ITU, ..). In order to give the reader a clear understanding of all this efforts, and before describing them, we will first locate them according to their work targets. The 1st NGN Management Architecture Standards has been produced by ETSI TISPAN WG8 (TS 188 001) in September 2005, and it has been recognized that the WG8 is now the world leader in NGN Management. The former consists of scattered sub-carriers over entire band while the latter consists of clustered sub-carriers on specific frequency band. For the case of AMC sub-channels, we can achieve link level SNR gain due to the reduced channel selectivity as well as system level multi-user scheduling gain due to the increased degree of freedom in selecting frequency bands. However we argue that in the rush to achieve market share, insufficient attention has been paid to quality issues, the central theme of this paper. Indeed the concept of quality is a multi-facetted one, for which various perspectives can be distinguished. In our work, we take a look at broadband quality as perceived by users in the UK and report the result of a survey, which determined the users' perception on broadband quality. The results of the survey show, that quality, though desired by many, has been short-changed by the desire to have access to the Internet via broadband at a lowest cost possible. But if the host is a mobile node, triangle routing problem occurs, since Mobile IPv4 allows mobile node to roam transparently in any network. In this situation, mobile node must notify transfer information to its own home agent and correspondent node in IPv6 network. But current NAT-PT does not permit mobility header translation. Therefore, NAT-PT does not support efficient communication between Mobile IPv4 and Mobile IPv6.
