The informants are teachers aslecturers and students of Englishvillages were selected purposively. Data collection techniquesused wereobservation, interviews, and documentation. The validity of the technique used inthisresearch is triangulation and extension of participation. In analyzing the data, the researcherused the Constant Comparative Method.The results of the research is shown that students in theSMPIT Nurul Ishlah at learning procesess applied communication strategies by doing classinstruction, word coinage, codeswitching, and appeal for help, without the knowing. Managing the broadcasting business is a difficult and challenging. This research aims to analyze the activity of management and organizational performance ACEH TV television media in an effort to disseminate the Islamic Sharia and Preservation of Local Culture in Aceh. This research is descriptive qualitative. Informants of this research is managing director, program director, executive producer, cameraman / reporter, as well as additional informants Regional Chairman of the Indonesian Broadcasting Commission (KPID) Aceh, Aceh Province Department of Islamic Law, and local media observers. The location of this research is in Banda Aceh, Aceh province.Sampling was done purposively. Data collected through observation, interviews, and documentation. Data were analyzed by analysis of an interactive model of Miles and Huberman. The results showed that the ACEH TV as the medium of television that is broadcasting management ACEH have done according to a local television broadcasting standard. Agenda setting function of mass media performed in the ACEH TV dissemination of Islamic Shariah in Aceh and local culture to influence the people of Aceh to implement Islamic Sharia and also maintain the culture and local wisdom Aceh. It can be seen from all the programs that are aired ACEH TV is a program of local cultural nuances of Islamic law.There are still some shortcomings in running broadcasting broadcasting technology such as lack of equipment that is increasingly sophisticated. The results of image editing is very simple, and some programs presenter still looks stiff when in front of the camera. The problems studied in this research are formulated in a problem formulation: How is the understanding of the mission movement of FPI in Aceh ? How is the strategy of the mission movement of the FPI in Aceh ?, What are the opportunities and challenges of the mission movement of the FPI in Aceh? This research is field research with data collection technique through interview technique and documentation study. The research method used is descriptive research method qualitative analysis, which is trying to describe the systematic facts or characteristics of a particular population or specific field in actual and accurate. The results showed, among others: Understanding propaganda movement according to FPI in Aceh, namely amar makruf nahi munkar. FPI is an Islamic organization that Ahlussunnah Waljama'ah (Aswaja) faith who using Imam Syafi'i mazhab and aqidah Asy'ariyah Maturidiyah, and based on bilhikmah, mau'idatul hasanah and mujadalah. Strategy of mission of FPI in Aceh, in addition to seeking new followers, Rely on recruitment of members who come from pengajian participants, jama'ah mosque, or students in boarding schools run by FPI leaders. The mission of FPI by way of hisbah, the demonstration and sweeping of the eradication of immoral place, the dakwah of billisan, bilqalam and bilhal The opportunity of FPI preaching in Aceh has been well known by the community, especially the dayah ulama who give full support to FPI, even some heads of regions Preaching of FPI in Aceh. While the main challenge of FPI preaching in Aceh is the role of mainstream media that tends to exploit the negative side of the reporting of FPI Aceh's activities, the weakness of government and police efforts to enforce the law against the violation of Islamic Sharia in Aceh, as well as the violent FPI dakwah. The method used in this research is descriptive research methodwith qualitative approach. Selection of informants in this study carried out by purposive samplingmethod is a technique of sampling data sources with certain considerations. The informants inthis study were Head of Program and Information (KPPT), Petitioner of License (Public),Regional Financial Management and Wealth Official (Additional Informant) and Satpol PP(Additional Informant) with total of informant ie 7 people who made sample in this research .Based on the results of research indicate that the service procedure at KPPT when viewed fromthe aspect of simplicity, clarity and certainty of requirements as well as details of retribution fee(Tax), legal certainty, responsibility, completeness of facilities and infrastructure and ease ofaccess. Obstacles faced by the KPPT, among others, due to the large number of people who takecare of the billboard permit and the society did not complete the requirements requested so thatthe process of issuing the permit to establish a billboard become obstructed.
