The author of article sets tasks: definition of type of the problematical character inherent in underdeveloped regions of the certain country in a mirror of the known Theory of peripheral economy of the countries of the world; identification of the lag reasons, characteristic of type of problematical character, in development; search and justification of the directions and measures of achievement of the self-movement of regions in development; definition of a role of the state and civil institutes in a solution of the problem of activization of development of underdeveloped regions. A basis of a research are fundamental works of domestic and foreign scientists in the field of regional studies and problems of development of the backward countries of the world. During the research the cross-disciplinary and statistical types of the analysis allowing to develop conceptual approaches to development of backward regions are used. As a result of a research the factors influencing reproduction of a chronic condition of backwardness of underdeveloped regions, existence of the altruistic and egoistical beginnings in qualities of a condition of the public environment are defined. An assessment of a role of public administration and civil activity in activization of development of regions with economy of peripheral character is given. The thesis about refusal of dogma of the developed interregional division of labor is proved, the regions of agrarian specialization deprived of a minimum of the industrial enterprises are doomed to loss of a commercial crop, modernization lag and preservation of economic vegetation. A key link of the institutional transformations directed to activization of development of the country and its regions, the author considers need of regeneration of the existing public administration. Achievement of responsibility of subjects of management of all levels for effectiveness of social and economic development has to be a purpose at the same time. Scientific developments and the offered approach to overcoming the contradictions connected with uneven development of regions of the country can be used when developing measures of the institutional transformations directed to activization of development of regions with economy of peripheral character.","PeriodicalId":148731,"journal":{"name":"International Journal of Energy and Environmental Science","volume":"36 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-12-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121383679","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
{"title":"Study on Spatial and Temporal Variability of Rural Household Energy Consumption in Plateau Mountain Areas of Southwest China","authors":"Liang Xinxin, Shi Zuliang","doi":"10.11648/j.ijees.20190405.11","DOIUrl":"https://doi.org/10.11648/j.ijees.20190405.11","url":null,"abstract":"Rural energy consumption of China is only about 20% to total energy consumption, but the consumer number has accounted for 70% of the population. Rural household energy is closely related to life quality of farmers and regional ecological environment, which concerns building a new socialist countryside, and occupies an important position in the national energy consumption system. Nowadays, the quantity and quality of rural life energy has been greatly improved, but environment pollution caused by burning of residue straw and extensive use of non-renewable fossil fuels is spread. Guiding the rural life energy consumption to a efficient, clean, environment-friendly direction is urgent. Southwest Plateau Mountain is one of the traditional geographical divisions in China, with abundant biomass resources and distinctive regional characteristics. However, few studies has been conducted to research the change of the rural life energy consumption structure in the region. Therefore, the spatial and temporal variation of rural life energy consumption was analyzed through the rural energy data from 1992 to 2017. The results showed that total consumption and per capita consumption of energy in rural life presented a step change characteristic of increasing firstly and then decreasing from 1992 to 2017 (the highest was in 2008). Total consumption and per capita consumption of rural life energy in 2017 increased by 3.64% and 65.13% respectively compared to 1992. Coal, straw, firewood are the main types of rural energy consumption in this area, gas, oil, liquefied petroleum gas, natural gas, coal gas and solar energy consumption ratio have improved to varying degrees with the evolution of the year. The proportion of commercial energy consumption increased from 30.05% in 1992 to 57.60% in 2017, reflecting the energy structure transforming from the traditional patterns to the diversification, utility and commercialization utilization pattern. The regional distribution of energy consumption intensity basically showed the characteristics of north high and south low, energy consumption structure, demonstrating significant regional differences. The largest energy consumption energy in Sichuan was firewood, and it was coal in Yunnan, Chongqing and Guizhou, and electricity in Tibet. Taking the complementary energy consumption mode of commercial energy and non-energy commercial energy according to local conditions, promoting the efficient and clean use of straw, firewood and solar energy will be the inevitable choice for sustainable development of rural energy in mountain plateau areas in Southwest China.","PeriodicalId":148731,"journal":{"name":"International Journal of Energy and Environmental Science","volume":"29 5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116220133","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We used the Carbon-14 dating method with a Liquid Scintillation Counter and an Accelerator Mass Spectrometer. The samples were subjected to physical and chemical pretreatments, then, they were transformed into benzene for the counting. The results show that the largest maxima of the 14C concentration (∆14C) are recorded at sites such as the SAR Factory (773‰ in 1964), Mbao Forest 2 (677‰ in 1966) and UCAD Botanic Garden (522‰ in 1970) and the smallest minima are the Airport Runway (45‰ in 2010), the Beach 2 (48‰ in 2009), the Mbao Forest 2 (59‰ in 2007), the SAR Factory (71‰ in 2005), Soumbedioune Market (80‰ in 2003) and Ucad Botanic Garden (91‰ in 2000). The Comparative curve of the minimum and the maximum values of ∆14Cbg (background) and ∆14Cmeas (measured) show that 14C concentration of the sites are lower than 14C concentration in clean air. This can be correlated with the increase of the fossil fuel derived CO2 caused by human activities such as population density, industrials emissions, and traffic. The evaluation of the fossil fuel concentration (CO2ff) by mass balance equations, show, in most of the sites, an increase of the level of CO2ff. Exceptional cases are obtained in Mbao Forest 1 and for UCAD Botanic Garden sites. One explanation of the values is that sites are much wooded these last years.","PeriodicalId":148731,"journal":{"name":"International Journal of Energy and Environmental Science","volume":"73 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-09-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127283282","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This is not in accordance with ISO environmental protection requirement and the decree N° 01164 - MINEF- CIAPOL- SDIID of 04/11/2008 which recommend a decrease of their BOD5 from 30 000 mg/l to 3000 mg/l by treating liquid effluents in an effective anaerobic device with an recuperation and valorization (combustion in an biogas engine witch produce electricity) of methane that these liquid effluents contain. Doing so, this methane will not be rejected in the atmosphere. In the second hand by a final treatment of degraded effluents through the irrigation system of industrial plantations. It should be noted that for the case studied here, the average tonnage of production of Palm Oil fruit bunches is 200000 tons per year. This transformation of palm oil fruits will produce about 140 000 m3 of liquid wastes per year. Base on laboratory experiences, the conclusion is that, 1m3 of waste can produce 32 Nm3 of biogas. Knowing that 1 Nm3 of biogas equal 5000 kcal which equal 5.81 kWh, in consequence a 17 GWh producible of electricity per year is expected. The generated electricity can supplement all external energy power supplies to the plants and provide needed energy to all villages around. The project will allow the industrial process to reduce their energy cost as well as protecting the environment around. The work done here will be beneficial for the industrial process because it will allow on one hand to save energy and on the other hand to produce fertilizer for palm oil fields.","PeriodicalId":148731,"journal":{"name":"International Journal of Energy and Environmental Science","volume":"83 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124588719","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Global warming is a phenomenon in which average global temperatures rise due to the increase in greenhouse gases (GHG) emitted and trapped in the atmosphere. These specific gases are special in that they contribute to the flow of heat within the atmosphere as they trap more heat from the sun within the atmosphere. The most influential of these gases is CO2, which most of the data analysis in this article will be focusing on. There are many issues and problems that are attributed to global warming, along with a wide array of data that relates to the topic. By analyzing such data, one can find out the global trend in climate change and even come up with potential solutions for this increasingly threatening event. The lack of action taken by world leaders is due to general negligence and a lack of an effective and coherent solution to tackle climate change. A probable solution would be to find a surrogate to the main cause of GHG emissions, which is the substantial exploitation of conventional (nonrenewable) energy sources. Renewable energy sources are excellent substitutes to conventional energy sources and one of the most effective types is wind. This energy source is currently implemented in many areas around the globe and is producing better results than in the past when conventional energy sources were in use. Although wind turbines are more efficient than solar panels in producing electricity because they are not affected by the presence of sunlight, the amount of electricity generated can fluctuate due to various factors. To adjust to these varying conditions, machine learning regression algorithms can be managed to create a wind power forecasting model that predicts how much electricity can be produced on that day according to the varying factors; it will allow people to be less dependent on those factors. This article explores the trends for climate change and the avenues for change. It must be noted that averting one’s gaze away from this urgent issue resolves nothing.","PeriodicalId":148731,"journal":{"name":"International Journal of Energy and Environmental Science","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128929988","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
