Air pollution is one of the biggest causes of mortality and environmental issues claiming 7 million lives annually due to cardiovascular and respiratory diseases. Urban centers contain millions of people of all ages and health states. However, certain daily activities could be avoided by sensitive population, if the awareness of air quality conditions would be more user friendly/accessible. This paper summarizes the heuristic evaluation carried out to the Quito Air Quality application, a new mobile application to display the concentrations of air pollutants in the whole city of Quito. Since, there is a limited number of monitoring stations (9 stations only)the mobile application use an interpolation method to estimate the concentration of pollutants whatever the location in the city. The development of the interfaces is carried out by an agile, collaborative and user-centered methodology. The results have allowed us to obtain a series of recommendations that could be applied to improve the functionalities and the user interface of any air quality application.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-29","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122242222","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The high complexity of human im/emigration movements can not only be explained by economic causes but rather by the interaction among multiple additional factors (demographic, social, linguistic, among others). The application of Machine Learning techniques and Data Visualization models on high volumes of raw data from countries can provide good insight to understand how indicators from countries are related to migration causes, and also to make visible the migration flows between the sending and receiving countries. This paper describes a tool which includes supervised classification and visualization methods to analyze country indicators and aim to discover the connections among these attributes and the migration movements.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-05-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132058727","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study is applicable in many fields, such as politics, to better understand citizens' opinions and to manage them accordingly; for commercial companies, to understand customers' satisfaction; among academic organizations, for research purposes; and in media, for posting articles based on public opinion. The fact that public opinion could be used as a tool in many fields is the core motivation of this work. According to academic literature, one of the most widely used techniques to quantify and interpret public opinion is surveying. Surveying consists of a series of steps to choose a sample population, develop a questionnaire to be answered by the sample population, collect the response data using different methods, and finally interpret and quantify the results. In this work, the Twitter social network is used to collect data in the context of the 2018 Ecuadorian national referendum and constitutional reforms during the three months of political campaigning before the voting. The objective was to analyze public opinions obtained from Twitter and to compare it with the official results presented by the National Council of Elections in Ecuador after the voting. The results presented in this work indicate that Twitter data can be used to extract public opinion with a high level of confidence in sensitive scenarios like elections or voting processes.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"742 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115132144","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

There are no adequate tools and methods to evaluate the accessibility of multimedia resources, which makes the type of video resource not accessible to all users, especially for users with disabilities. Currently, there are millions of multimedia, including video-type resources that we use as an educational input during teaching-learning processes. However, the designers of these resources have neglected in their development the parameter of accessibility to make them more accessible. This research suggests applying a combined method between the automatic tool for photosensitive epilepsy and manual evaluation with the Website Accessibility Conformance Evaluation Methodology 1.0. We applied this method in 10 video resources of the Latin American universities located in the first places according to Webometrics. This research may contribute to future studies related to the accessibility of multimedia resources.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"170 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122969945","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Technology holds enormous potential for improving the operational and administrative efficiency of health sector institutions, improving services, optimizing processes, and building trust between hospitals, patients and other stakeholders. Consequently, there have been increasing calls for evaluating health institutions' websites, as they are widely considered to be the primary platform for interaction with patients. This study, therefore, seeks to contribute to existing knowledge by assessing 18 hospital websites from Portugal. This is particularly important as little is known about the provided services and use of health sector websites. This work applies a four-dimensional assessment tool (HSWAI). The four criteria for determining site development and effectiveness include; Content, Technology, Service and Participation. This study evidences that Portuguese health sector institutions' websites studied are generally effective and sufficient in essential information provision and they also have a modern technical implementation. However, most of the hospital websites reviewed showed deficiencies in most of the indicators related to service provision and patient engagement features.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"38 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115977732","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This change is described as disruptive and has already been implemented in large companies such as Siemens, Volkswagen, among others. In practice, SMEs are part of this new ecosystem and must also adopt Industry 4.0. Germany a leading country of the Fourth Industrial Revolution has support programs for SMEs, Spain has also allocated economic resources for this purpose, however, a formal methodology based on digital technologies for the implementation of Industry 4.0 in SMEs is not yet known.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121278522","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

As of today, development and implementation of high technology and informatization process in various areas of social activities lead to drastic increase in the living standards of population. The healthcare sector is not an exception in this regard. Due to this, application of high technologies in medical activity including provision of medical care using telemedicine becomes particularly apparent. It is worth noting that European countries have a wealth of experience in using telemedicine, while Russia is still at the initial stage of creation and implementation of such information technologies in healthcare. Russian laws and regulations governing organization of telemedicine are still at the phase of discussion and approval. The purpose of this article is to consider problematic issues related to legal regulation of telemedicine both in foreign countries and in Russia, as well as to conclude whether solutions applied abroad to overcome legal gaps in telemedicine can be applied in Russia.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129321983","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Through the programmed interfaces, the proposed VR system allows the patient to correctly complete established medical protocols via exercise routines with audio and video feedback. The usability evaluation of the VR system was carried out using the VRUSE model in an experiment. This model was utilized to design a survey consisting of 10 items, where each item represents a model factor. The survey was applied in the experiment in which 30 patients participated. The obtained results showed that the VRUSE factors of the proposed VR system for rehabilitation are significantly related to its overall use, with factor correlation values lower than 0,005. Patients participating in the experiment consider that the interactive virtual reality-based system for upper limb rehabilitation is usable. Additionally, it was proved that the rehabilitation environments programmed in the Unity 3D graphics engine allows patients to comply precisely with the established medical protocols, driving them to a progressive movement recovery of the affected limb.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"86 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125036744","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A plethora of technical and social challenges hinder a deeper implementation. In this article, the problem is addressed by applying a practical evaluation framework to two of the most relevant e-voting tools: Helios Voting and iVote from Scytl. The framework is strongly based on the technical requirements issued by the Council of Europe in 2017. The authors believe it can constitute a useful source of information for election officials, researchers and even voters. The final purpose is contributing to a gradual, secure and protocolized expansion of e-voting in Europe; more so in the present times, with mounting geo-political challenges and tensions.","PeriodicalId":147979,"journal":{"name":"2019 Sixth International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"60 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128362555","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
