Applying the prototype methodology, this project developed an automated management system for the Greenwell Matongo Community library in Namibia. In order to achieve the project aim, the developers applied the prototype methodology and conducted semi structured interviews gather user requirements from the project population. The population consisted of librarians, the library users and stakeholders. The developed system allows for add/update of library users and resources including books. The system also allows for users search for books and renews books online. They can recommend / suggest missing books by using the system suggestion tool. Librarians are able to view issued and returned book and also use the system to payments for late returned or lost books. Coupled with the shortage of medical imaging experts is the limited use of modern medical imaging practices that facilitate efficient and effective interpretation of medical images. A potential solution for addressing these challenges is the implementation of Enterprise Imaging (EI)— techniques and workflows for acquiring, indexing, managing, storing and analysing clinical images, in order to enhance electronic health records. Implementation of a successful EI strategy has the potential to facilitate efficient and effective medical image interpretation, subsequently improving clinical care. The results from this study, through the analysis of the 2019 radiology annual returns report, indicates that General Radiography and Ultrasound were the most performed modalities. In addition, the current workflows and practices at UTH-Adult hospital Radiology department are monotonous with multiple interrelated challenges. The objective is to integrate technology in a TPE process proposed to diabetic patients, more precisely in a TPE structure referred to as the learning nest. People suffering from diabetes can be empowered through education sessions conducted in groups, on a face-to-face basis. Self-management and decision-making can be consolidated with the help of a mobile application which will allow follow up of diabetic patients participating in the TPE programme to keep track of evolution of some vital biomedical parameters as well as compliance towards health actions opted for during the face to face educational sessions, taking into consideration the social context and environment. The study utilises two main approaches to survey 57 small-scale farmers in the rural areas of the ADM, namely quantitative and non-probability sampling methods. The study identified potential barriers to the selected farmers adopting ICT as most of the survey farmers are illiterate, and few have attained basic education and gone past secondary school. Other factors also identified are the lack of access to modern ICT and its perceived usefulness, which many farmers see as facilitating communication. Cost, the lack of computer skills and Internet connectivity were also identified by most respondents as a problem that could hamper ICT adoption. Zimbabwe has no electronic system for keeping land registry records. Developing a system that automates, and keeps the land registry records immutable, is possible by creating a blockchain system that stores all the transactions made during the process. The immutability nature of blockchain offers plenty of security features that will protect the system from hacking and other malpractices from intruders. It uses strong cryptographic protocols and standards to secure the records stored in a block of data thus making it more reliable for the land registry to transfer the land ownership from a seller to a new buyer. The introduction of e-policing in Namibia also came with challenges such as backlog of cases not updated on time. The purpose of this study is to assess the challenges brought by implementing e-policing and propose better strategies to curb the challenges. A quantitative approach was used to analyze data obtained through structured questionnaires. The research aims to focus on the following sub-objectives: to assess the current organisation policy on e-policing system; to investigate the challenges of implementing e-policing, and recommend strategies that can be used for a successful implementation of e-policing through studying relevant literatures. Although African continent has received massive attention in the development of EWSs, number of researches have highlighted ineffectiveness of these systems such as lack of community engagement throughout their developments. As such, many rain-fed agricultures and rural communities remain vulnerable in the presence of EWSs and persist to be demoralised by harsh realities of climate change. In this paper, we develop English-isiZulu language translator that will be embedded into the EWS that integrates both indigenous and scientific knowledge to aid farmers in cropping decisions and foreseeing of climate related events. The translator is built around agricultural vocabulary related to weather and cropping decisions. However, it creates negative emotions, anxiety and fear among some people due to an established set of norms and individual behavior patterns. This has been described as technophobia, which constrains individuals’ ability to use technology and thus puts them at a disadvantage. The continuous emergence of new technologies has given rise to increased technophobia, which is now believed to affect a third of every population. This article examines the characteristics that influence technophobia as well as how technophobia impacts the digital divide. A quantitative methodology was employed, and 384 questionnaires were distributed to participants in East London in the Eastern Cape Province of South Africa. The findings suggest that age, employment and educational level play a role in technophobia. However, young adults with no formal education and employment demonstrated lower levels of technophobia than other age groups. The results also showed that technophobia impacts the digital divide (access and skill). This has become quite evident with the proliferation of national AI strategies since the first was launched in Canada in 2017. There is now an ever-growing body of national AI strategies especially in countries situated in the Global South. AI is seen as a key driver of economic development and the strategies describe how countries plan to exploit AI technologies to achieve national development goals. However, AI technologies also generate problematic and unintended consequences, and the national strategies often describe governance mechanisms for mitigating such issues. As the national development goals of many countries also align with the UN SDGs, this paper explores the relationship between responsible governance of AI, the attainment of the UN SDGs and the implications for African countries. The paper shows that there is a clear link between the development of AI and the attainment of the SDGs. Also, based on an analysis of two AI policy tracking repositories - the OECD AI Policy Observatory and Oxford AI Readiness Index – this paper shows how African countries have lagged behind countries in the Global South in terms of the development of governance structures for AI.
