The idea of transdisciplinary communications \"triple spiral\" is considered, adequately reflecting the notion of non-linear, non-equilibrium reality of VUСA-world, with the purpose of producing new knowledge. An understanding of metacompetencе as a key element in the production of new knowledge in the digital economy is given. The production of such metacompetencies is based on the results of international educational business projects, which are formed by TF teams. The tasks of managing international educational business projects are set. Criteria are determined for the internal and external effectiveness of the project. Reviewed general shortcomings of the network and the problems with its using. The main problem is low search speed of the active resonating memory neuron in the field F2, which leads to less accurate recognition of objects in real-time systems. To solve the problem, a new model of the recognition field F2 of the ART-2 network is proposed, which is a tree structure, with a recurrently changing similarity parameter for each subsequent level. At each level, the similarity parameter increases, that leads to a sequential search for an active resonating neuron. A comparative analysis of the time characteristics of the proposed network and the classical implementation is carried out. The advantages of the proposed network model based on the adaptive resonance theory are experimentally proved. Network with the proposed modification shows better speed than the classic ART-2 without loss of accuracy. The analysis of the blade energy-exchanging devices was carried out and the characteristics that reduce the number of mills were highlighted. On the first stage of the method, the obviously unsuitable variants of intra-mill devices are removed according to specified criteria; on the second stage the final selection of mills according to technical and economic indicators with the use of the analytical hierarchical procedure was made. A classification of intra-mill bladed energy-exchanging devices is represented; a summary table of the primary data of the characteristics of VED is compiled. A description of the subject area is presented, criteria are highlighted and relationships between them are determined, multi-criteria evaluation of the designs of vane ellipse energy-exchange devices was carried out.
