The virtual enterprise is assembled from a set of disparate and dispersed technical, human and financial resources, some internal and some external, to achieve one or more milestones, then reconfigured as some of the original resources are shed and new resources are acquired to achieve the next set of milestones, and so on. Several hundred engineering workstations are also attached to the current network. Many of the supported workstations are used by engineering organizations. However, manufacturing and business management organizations are also supported. The network scanned across several firms and constituted a professional community that began in the late 1960s. The most important relations were established by 1985. The theoretical framework is founded on how human and social capital contribute to the innovations through distributed cognition in social networks. The network enabled mobilization of complementary resources during the development process through activating the connections. With the advent of virtual technologies the WSU Engineering Management program is moving toward a virtual education program. In addition, WSU's five-year plan wants to establish itself as a virtual university. The way in which these internal and external resources are accessed and managed is a key component in defining a company's responsiveness capability.
