The problems of increasing their relevance in solving the problems of diagnosing individual and group levels of financial literacy, determining its competence, motivational and activity components are shown. The analysis of existing approaches to the use of various indicators and characteristics of financial literacy as the basis of financially literate behavior, as well as an important component of financial culture, is made. The possibility of using the risk criteria of financial behavior of citizens with insufficient financial literacy is indicated. The views on the use of sufficient and necessary criteria for determining the state and dynamics of financial literacy of the population in accordance with the needs of the market, the possibilities of information and communication banking technologies for providing financial services, as well as ensuring the protection of the rights and legitimate interests of the consumers of these services and the prevention of unfair financial practices. The article provides ways to visualize indicators of financial literacy, socio-cultural factors of its determination in order to saturate the state and municipal authorities with management information for the implementation of powers in the financial and economic sphere. The article deals with the aspect that has received a wide discourse in the domestic and foreign scientific community – training of highly qualified personnel in the Russian education system in the format of the international standard classification of education (ISCED). Training of Russian highly qualified personnel on the basis of postgraduate corresponds to the level of ISCED 8 – «doctorate or its equivalent» or ISCED level 8 – «Doctor or equivalent level», because in the European Union, according to the Bologna agreement (2003) there is no division into postgraduate and doctoral studies in the Russian sense. The article provides a comparative analysis and expert evaluation of scientific, organizational and pedagogical factors, procedures and criteria for the development and efficiency of the Russian Institute of postgraduate studies on the example of the functioning of the corresponding Institute of doctoral studies in the European Union, in Daugavpils University (Latvia). European experience in the organization and functioning of the Institute of doctoral studies shows that the Institute of postgraduate studies in Russia for four years is in the form of innovative, but the content of the destructive reform of reproduction of scientific and pedagogical personnel of higher qualification. According to the results of the study, conclusions are made about the directions of improving the training of highly qualified personnel in Russia, using some positive elements of the European experience in this field. In the theoretical aspect – the «unloading» of the educational programs of ISCED 8 due to the subjects previously studied in the master’s and specialist degrees. Heilo","doi":"10.35264/1996-2274-2019-2-189-194","DOIUrl":"https://doi.org/10.35264/1996-2274-2019-2-189-194","url":null,"abstract":"A method for diagnosing and monitoring the patient’s general condition has been developed, including the use of the specially developed and registered for clinical use of the device OKO Capillaroscope for non-invasive, non-contact video recording under a large increase in blood flow in the human bulbar conjunctival microvessels using special software that allows: measuring movement speed erythrocytes in individual arterioles, venules, and in the main preferred channels; to fix in microvessels the possible presence of sludge syndrome, stasis of the erythrocyte movement; to assess the number and shape of capillaries, the presence of arteriolar-venular anastomoses, the identity of blood flow in the microvessels of the conjunctiva in the right and left eye; measure arteriole diameters and venules. The method is aimed at a clinical study of the parameters of the microcirculation of the conjunctiva at rest, which allows extrapolating the recorded parameters of the intravascular (rheological) part of the microcirculation system to the state of the microhemodynamics of the whole organism, which reflects the state of general homeostasis.
