Kelman, who as a child had to flee Vienna to escape Nazi terror (1939), became one of the earliest and most important pioneers of modern peace research in the United States, whereas he remained relatively unknown in Europe. A Harvard professor of social psychology and social ethics, he explored social psychological dimensions of international relations and developed a social psychological approach to conflict resolution that took into account the role of emotions and needs in both conflict analysis and the development of joint perspectives on solutions. But instead, the Agreement on Agriculture of the WTO, in the context of a global development paradigm focussed on capital-intensive agriculture, led to the reduction of policy space of national actors. In various emerging economies this led to narrow agricultural development policies, which negatively affected small-scale agriculture. But also large-scale, exportoriented agriculture felt significant pressure because the industrialized countries did not follow through on their commitments. Against this background, the negotiations for a new international trade agreement are stagnating. Although the 1951 Convention is still the most important instrument in the international protection regime, some protection gaps persist. Dealing with situations of mass influx of persons across international borders is one of these weak spots. In this regard, temporary protection measures have emerged in State practice to fill such a gap. However, these are considered time-limited emergency responses and group-based protections to cope with mass influxes. The standards of treatment granted to beneficiaries are less than those found in the 1951 Convention. While investigating temporary protection is a continuing concern both within the literature and as practical measures at UNHCR, this article seeks to assess the effectiveness of temporary protection mechanisms in coping with mass influxes.
