Despite considerable experience and policy and program efforts, humanitarian migrants experience lower economic and social integration than other immigrants. This paper examines how social structures and institutional responses and practices play part to these outcomes. Our main contribution is to show that an increase in high-skilled immigrants decreases the share of Republican votes, while an inflow of low-skilled immigrants increases it. These effects are mainly due to the indirect impact on existing citizens’ votes, and this is independent of the origin country and race of immigrants. We find that the political effect of immigration is heterogeneous across counties and depends on their skill level, public spending, and noneconomic characteristics. Little is known about how these changes have impacted immigration, or task specialization between immigrants and natives. In this paper we show that such technological progress has been an important determinant of immigration, attracting immigrants who increasingly specialize in manual-service occupations. We also suggest that open- ness to immigration attenuated job and wage polarization for natives resulting from technological changes. We explain these facts with a model of technological progress and endogenous immigration. Design/methodology/approach – To get a consistent estimate of this effect, a synthetic control method has been used to calculate a suitable counterfactual. Findings – Results indicate that this bill produced a statistically significant short-term reduction in the proportion of noncitizen Hispanics in Arizona between 10 and 15 per cent. However, the evidence suggests that this effect vanishes after a few months. For the investors, they represent an opportunity to meet, in a more efficient way, current liabilities in local currency back home, and to contribute to the development effort of the origin country by participating in the financing of infrastructure projects. With remittances inflow estimated at $136 billion, in 2014, the OIC member countries have at their disposal an untapped source of external funding as substantial as the Foreign Direct Investment and larger than the Official Development Assistance. This paper explores the adaptability of Diaspora bonds to the concept of Ṣukūk. The paper argues that the investors’ base for Diaspora Ṣukūk is potentially wider than that of the Diaspora bonds in OIC countries and that it would positively impact the cost of capital for the issuing country. However, the success of Diaspora securities issuance largely depends on variables such as the size, the wealth, the level of education of the Diaspora as well as investors’ trust in the issuing entity. The assessment of the OIC countries with respect to the above-mentioned factors reveal the existence of potential candidates. This article explores several discursive cases regarding contemporary xenophobia, as well as xenophobic policy. To address this problem, the Japanese government is considering relaxing restrictions on foreign labor, and there have been debates regarding accepting foreign workers in Japan. Current Japanese law imposes strong restrictions on unskilled foreign labor; thus, relaxing these restrictions will lead to an inflow of unskilled foreign workers into Japan. However, few studies have analyzed the possible quantitative effects of such measures. Using a simulation based on a computable general equilibrium model, this paper analyzes the quantitative impacts of the foreign labor inflow on the Japanese economy. Our model is a recursive dynamic model from 2010 to 2030 with 32 sectors. We categorize labor into the following two types: skilled and unskilled. In the main scenario, we assume an inflow of 5.32 million unskilled foreign workers, which is equal to half of the labor force decrease in Japan. The results of the main scenario are summarized as follows. First, foreign labor inflow lowers the wage rate of unskilled labor but raises that of skilled labor and the rental price of capital. Second, the inflow increases the GDP, income, and consumption, but the increases in income and consumption are very small compared to the increase in GDP. Third, the inflow has very different impacts on the different sectors. Fourth, we show that a policy limiting the sectors that accept foreign labor does not necessarily increase the output of these sectors. In contrast, studies that rely on variation in immigration across industries, occupations, or education-based skill-levels often report large negative effects, but rely primarily on repeated cross-sectional data sets which also cannot account for the adjustment of native workers over time. In this paper, we use a newly available data set, the Longitudinal Employer Household Data (LEHD), which provides quarterly earnings records, geographic location, and firm and industry identifiers for 97% of all privately employed workers in 29 states. We use this data to analyze the impact of immigration on earnings changes and the mobility response of native workers. This paper looks at one regulation that, while aiming to protecting the integrity of the immigration system, in fact erodes the humanitarian and compassionate objective of reunifying families and imposes harm on persons within and outside of Canada. Regulation 117(9)(d) of the Immigration and Refugee Protection Regulations imposes a life-time ban on sponsoring a family member if the sponsor, when immigrating to Canada, did not disclose the existence of the family member and therefore have them examined by immigration officials. This piece investigates the harms imposed by regulation 117(9)(d) by conducting two surveys: a survey of case law and a survey of lawyers. The findings are alarming. First, in looking at the reasons for non-disclosure and non-examination, 90 percent of cases had nothing to do with fraud, but involved tragic and heartbreaking reasons. Second, even in cases where children were involved, the best interests of those children did not lead to greater rates of family reunification. Third, while the courts have pointed to alternative remedies such as humanitarian and compassionate assessments, the surveys reveal that this, at best, only provides relief to half of the 90 percent not engaged in fraudulent activity. Finally, this regulation not only imposes family separation, but it also punishes sponsors who engaged in “misrepresentation” via non-disclosure of a family member, and places a chill on persons seeking alternative remedies to bring their family to Canada. Free trade often does this too. Even aside from possible negative externalities and public finance costs to natives, however, immigration is different because if the aggregate production function has diminishing returns to private capital and labor the conclusion of increased overall income can easily be reversed. Such a production function is plausible because public capital — government capital and social capital — is unpriced and fixed, with immigrant labor receiving a portion of its benefit.
