В процессе исследования был выявлен положительный опыт взаимодействия муниципальных властей города Челябинска и некоммерческих организаций в рамках финансовой поддержки их социально направленной деятельности. В исследовании обозначены причины низкой конкурсной активности организаций в вопросах грантоискательства и предложены направления решения данной проблемы.<br>Цель: проанализировать проблемы муниципального грантоискательства некоммерческими организациями в городе Челябинске, выявить направления совершенствования данного процесса и перспективы его развития.<br>Методы: в статье использованы статистический анализ, системный анализ, эмпирический анализ, нормативный анализ, структурный анализ. Научная новизна исследования: выделены формы муниципальной поддержки, уточнено понятие «муниципальный грант», выделены отличительные признаки муниципального гранта, систематизирован порядок предоставления муниципального гранта в городе Челябинске, предложен инструментарий оценки, характеризующий результативность грантоискательства в муниципальном образовании, определены направления развития института грантоискательства в муниципальном образовании.<br>Результаты: на основе анализа результатов грантоискательства некоммерческими организациями г. Челябинска в 2016—2019 гг. выявлены положительные тенденции развития данного процесса, а именно, увеличение количества некоммерческих организаций, успешно участвующих в конкурсе на получение муниципального гранта. При этом сохраняются проблемы, в частности, в объемах финансирования грантов, в развитии проектных и коммуникационных компетенций членов некоммерческих организаций, в отсутствии единой информационной площадки для некоммерческих организаций. Анализ результатов свидетельствует, что эффекты, полученные от реализации муниципального гранта в социальной сфере, оказались гораздо масштабнее прогнозируемых и стали основой изменения городского пространства.<br>Заключение: муниципальное грантоискательство некоммерческими организациями способствует развитию самих НКО, а также является ключевым фактором развития социального партнерства и создает условия для улучшения сферы социальной среды города.<br><br><br><b>English Abstract:</b> The article is devoted to developing the mechanism of municipal financial support for non-profit organizations while implementing socially oriented projects. In the course of the study, the authors pointed out a positive experience of interrelations between the municipal authorities of Chelyabinsk and non-profit organizations in the framework of financial support for their socially oriented activities. This paper explores the fiduciary risk environment of the Special Autonomy Fund (SAF) in the Papua Province. By explaining the fiduciary risk environment, the Special Autonomy researchers can assess the causes of the program’s failure. We reveal the different steps of the fund management by using multiple data sources. The results show interrelated fiduciary risks in the financial management from the planning until the reporting phase. Nguh Jam","doi":"10.2139/ssrn.3313970","DOIUrl":"https://doi.org/10.2139/ssrn.3313970","url":null,"abstract":"The amended constitution of the Republic of Cameroon in 1996: Law No. 96-06 of 18 January 1996 amending the Constitution of 2 June 1972, states that Cameroon is a “Unitary and Decentralized State”, Etat Unitaire et Decentralisé in French. Cameroon having been a highly centralized administration from the 1960, the task of running the country as a decentralized entity therefore requires sensitization and clear division of labor. However, most actors at municipal council levels have very limited knowledge of what it takes to run local councils and even where some training has been received; the risk of managing the decentralized institutions within past traditions is still quite high. Mayors have duties, rights and obligations which are clearly spelt out so financial controllers expect them to be audited against the background or the laid down regulations. Unfortunately, the requirements to become mayor or councilor do not include any prior knowledge of bookkeeping, accounting, effective budgeting and, asset misappropriation or auditing. Some of these mayors and councilors ended up in prison and today, a number of them are still serving prison terms. This project christened, Constitutional Awareness and Forensic Aptitude for Councils, CAFAC, has as objective to develop a training program that will help disseminate information on the decentralization process, the duties of the different officials and get the general public to assist the administration by performing the tasks which are required of them. The program will eventually be translated into French and expanded to meet the learners in all parts of Cameroon but at this initial stage, it will focus on council areas in the North West and South West Regions. The training course is subdivided into: a) a course for Regional Councilors and their collaborators, and b) a course for Mayors, Divisional and Sub divisional Councilors. Conclusively, all participants who will benefit from the training would be exemplary financial managers, budget controllers, risk managers and would be able to identify all unnecessary financial outlets that can hinder efficient utilization of resources. We test key mechanisms – fiscal rules, accountability, political ideology, and rent-seeking – and estimate the consequences of patronage for public finances. Our data consist of the universe of public sector employees merged with their party affiliations, and a dynamic regression discontinuity design is applied to disentangle patronage from the growing political participation. The short-term patronage effect is large, with winning political coalitions increasing their shares of public sector workers and wages by 4 and 6 percentage points, respectively, during a mayoral term. Part of this effect lasts longer than a decade, with winning coalitions also occupying civil servant jobs that perform service-oriented tasks. This political occupation of government jobs is not associated with ideology, though. Instead, lack of accountability and rent-seeking are the primary driving forces, while reliance on intergovernmental transfers only increases patronage for smaller cities. Higher patronage does not affect the size of local governments, but it changes the composition of expenditures: hiring politically connected workers crowds out, almost one-to-one, non-affiliated employees. At the same time, though, the analysis of sub-national macroeconomic and public finance short-term developments tend to be restricted in many countries due to data limitations. Against this backdrop, the aim of this paper is to provide an overview of the available data for monitoring macroeconomic and public finance developments at the regional level in Spain, and to present some examples of its practical use in real time. Al­though still high, the concentration of U.S.-based and previously published top-five authors has decreased. This trend is driven by increased co-authorship between U.S. and non-U.S. scholars and between scholars with and without previous top-five articles. Only around 5 percent of all articles each year are written solely by first-time authors from outside the U.S., and this share has not increased since the mid-1990s. Against this background, we argue that European institutions should be wary of putting too much emphasis on publishing in these five journals. This is a far cry from 2005, when then-premier Ralph Klein announced that Alberta was “debt free”; made the first deposit of energy revenues in the Heritage Fund in 20 years; and enacted a balanced budget law (BBL) that was intended to prevent future governments from ever running deficits again. This statutory BBL lasted only as long as oil prices remained above $100/barrel. It was amended in 2009 to allow “temporary deficits”. Since then, four premiers from two parties chose to run large budget deficits to fund large spending increases to win their next elections. Alberta’s experience proves that statutory rules are not sufficient to protect a positive fiscal legacy. Alberta’s balanced budget law, flat tax rates and protections of the Heritage Fund were all removed by simple majority votes in the Alberta legislature. Any meaningful re-instatement of these policies will require that they be put beyond the reach of future governments of whatever party – that is, that they be constitutionally entrenched. The next Alberta government could address this problem by adapting a form of the BBLs found in most state constitutions in the United States. Under Sections 43 of the Constitution Act, 1982, Alberta could proceed bilaterally by negotiating with the Federal government to “patriate” the Alberta Act from Ottawa to Alberta; and to include in this act a new super-majority amending formula such as a two-thirds approval vote in the Legislature and/or approval by way of referendum. Once the Alberta Act were “back home,” Alberta could then make further changes per its new amending formula—such as adding a BBL, a tax-and-expenditure limitation (TEL) or rules to protect the Heritage Fund. Alternatively, Alberta could proceed unilaterally under section 45 of the Constitution Act by legislating similar protections. However such unilateral action would require “symmetrical entrenchment,” meaning that any policy restrictions placed on a future government would have to be enacted under the same super-majority procedures that would be needed to repeal them in the future. Both options carry the risk that under the constitutional status quo, final interpretation and enforcement of an Alberta constitution would rest with the Supreme Court of Canada, a court with either one or no judges from Alberta. In the short term, this “made in Ottawa” risk of mis-interpretation could be minimized by ensuring that any new constitutional rules are clear, explicit and have broadly agreed-upon, objective meanings. In the medium term, Alberta could begin to recruit other provinces that have an interest in their own provincial constitutions. The analysis is based upon matched sex worker-client panel data, which were collected from \"field reports\" on PunterNet.com website over the 1999-2009 time period. We find a steady increase in the incidence of unprotected oral sex during this period, rising from less than 20% to over 50% of all transactions. We show that the average premium for unprotected oral sex amounts to about 10-14% of the transaction price, and that this premium is higher if a sex worker has agency affiliation.
