This study aimed to investigate the efficiency of Red Crescent population branches in Gilan province and rank them based on the data envelopment analysis model.\u0000METHODS: This research was applied in terms of purpose and documentary in terms of implementation. For the purposes of the study, 16 branches of the Red Crescent Society in Gilan province were analyzed with GAMS software (version 24) in 2018. In this research, the input-oriented Banker, Charnes, and Cooper model was used as one of the basic models of data envelopment analysis to measure the relative efficiency of 16 branches of the Red Crescent Society in Gilan province. Afterward, the Anderson-Peterson super-efficiency model was used to rank the efficient units.\u0000FINDINGS: Based on the findings, six branches, namely Astara, Rasht, Bandar Anzali, Tallish, Lahijan, and Sowme’eh Sara, had an efficiency score of one. In other words, they were recognized as efficient branches and could provide solutions and models as reference branches for inefficient branches to help them reach the efficiency limit. Afterward, the Anderson-Peterson super-efficiency model was used to rank the efficient units. According to this model, the efficiency scores of the studied units were more than one and the Rasht branch had the highest efficiency.\u0000CONCLUSION: The results provide researchers as well as branch managers and staff with suggestions that can help them make better decisions. An important point to keep in mind is that in order to increase the efficiency of a branch, it is necessary to reduce input costs and increase outputs based on reference branches. The present study aimed to assess, describe, and explore the model of human resource development and empowerment adopting a service provision approach in Ilam University of Medical Sciences and Health Services in 2019.\u0000METHODS: In the current study, theoretical sources were collected using systematic and library studies, and expertschr('39') opinions were collected through open-ended interviews. Thereafter, these sources were analyzed using grounded theory and structural modeling. In this qualitative study, a researcher-made checklist was provided to experts to identify the internal relationship among the components of each variable. The exploratory approach was used in the current study since the focus was on the use of qualitative methods. To identify the dimensions of the model and its associated factors, the indicators were firstly extracted using library studies. The Delphi method was then performed in three steps to monitor the indicators and obtain the final dimensions of the model. The statistical population of the study included all managers and experts of the human resources unit with more than 15 years of work experience in the studied university. MAXQDA software was used to record and manage the codes, and finally, the concept model was designed.\u0000FINDINGS: After analyzing the studies and conducting interviews with experts, \"employee development and empowerment\" was selected as the main category. It encompasses such issues as training and productivity of human resources, development of personnel capabilities, sustainable development of human capital, highlighting the importance of strategic human resource management by the management system, senior managerschr('39') support from human resources, and the independence of human resources unit. The relationship of other classes with the central class can be realized in five ways: causal conditions, control system, motivation, and appropriate counseling lead to the development and empowerment of employees.\u0000CONCLUSION: Healthcare organizations assume more importance since their human resources are mostly experts in charge of specialized activities. The occurrence of massive disasters due to the lack of development and application of safety along with technology is the result of neglecting safety in the development process and social progress. This study aimed to investigate the factors influencing the implementation of smart fire management using the fuzzy approach.\u0000METHODS: This descriptive-analytical study was designed based on an applied research method. Initially, all factors influencing the implementation of smart fire management were extracted from the literature. They were then evaluated based on experts and university professorschr('39') opinions. Following that, three types of questionnaires were distributed among the experts. The study population included 15 university experts and managers in the Fire Organization in Yazd, Iran.\u0000FINDINGS: The results showed that \"command and operations\", \"integration of smart firefighting systems\", \"clear business plan and vision\", \"effective change management\", \"equipment\", \"cooperation between the business association and information technology\" and \"management support\" obtained positive D-R and were considered causes.\u0000CONCLUSION: The \"integration of smart firefighting systems\" was regarded as the most effective factor, followed by \"organizational resource planning\", \"exchange system\", and \"communication system\" that ensure the success of these systems. In this regard, the competency-based approach puts emphasis on individuals and highlights the importance of human resources to achieve organizational goals. The Red Crescent Society of the Islamic Republic of Iran is a human-centered organization; that is to say, most of the services provided to the target communities rely on the capabilities of human resources. Therefore, the current study aimed to design a model for the development of key human resource competencies in the Red Crescent Society of the Islamic Republic of Iran.\u0000METHODS: This applied qualitative study was conducted based on an exploratory approach and used mixed-type data. Data collection was performed in two qualitative and quantitative phases. The first phase was conducted based on grounded theory, while a quantitative research method was used in the next phase. The statistical population of the study in the qualitative section included managers and human resource experts of the Red Crescent Society, as well as university professors and experts, who were selected using purposive sampling and were interviewed until saturation data (25 interviews). The statistical population of the quantitative section included 8,451 managers and employees of the Red Crescent Society of all provinces of Iran. The sample size was calculated at 361 cases using Krejcie and Morgan sample size determination table.\u0000FINDINGS: In the present study, among the seven principles of the Red Cross and Red Crescent Movement, the five principles of humanity, impartiality, neutrality, independence, and voluntary service were regarded as infrastructure requirements for the development of human resource competencies and were axially coded in causal conditions. Thereafter, the relationship between these principles and human resources competencies in the Red Crescent Society was determined using PLS software.\u0000CONCLUSION: As evidenced by the obtained results, the employment of appropriate strategies for evaluating and developing key human resource competencies resulted in the following consequences: human resource efficiency, provision of desirable social services, community health improvement, enhancement of human values, reinforcement of trust and public participation, and improvement of the financial capacity of the Red Crescent Society. One of the most important reasons for the success of HR projects in crises is the sufficient attention paid to the job requirements and the feasibility of implementing each of the crisis management strategies at different levels of the organization. Therefore, this study was conducted to present the current state of HR architecture of the organization based on the HR management system considering the HR architecture model in 2020.\u0000METHODS: In this study, the Delphi method was used to collect the necessary data. The statistical population of this study (n=15) consisted of academic and organizational experts who had expertise in crisis management and HR management. The samples were selected using purposive and snowball sampling techniques. To conduct the research, a 30-item questionnaire (each item representing a variable) was designed with applying weight restrictions in the model and distributed among the subjects. The reliability of each variable was confirmed using Cronbachchr('39')s alpha coefficient method (α>0.7).\u0000FINDINGS: Based on the findings, in the optimal HR management system, the most attention should be paid to recruiting HRs to have the highest performance speed in crisis management. Moreover, to have the least uncertainty in crisis management, HR improvement needs the most attention. It was also found out that the least amount of organizational disorder in crisis management would be experienced by devoting great attention to the maintenance of HR. Finally, to have the most response options in crisis management, recruitment of HR should be taken into consideration mostly\u0000CONCLUSION: The greatest attention should be paid to recruiting HRs in the optimal HR management system to have the largest number of response options in crisis management. This means that, according to the conceptual model, the emphasis on employing analyst staff would maximize the number of response options in times of crisis incidence. Therefore, to succeed in this field, the organization must reconsider its recruitment policies in a way that leads to the entry of capable employees with the ability to solve problems in the organization. The ability to suggest and review different solutions in problem-solving and make the best decision are largely an inherent characteristic of individuals. The recruitment of capable people in this field would increase the options for dealing with the crisis and improve the efficiency of the decisions and actions. {"title":"Effect of Built Environment on Health Dimensions during the Quarantine: A Cross-Sectional Study Following the Covid-19 Pandemic in Iran","authors":"A. Sharghi, S. Sufficient understanding based on environmental and behavioral sciences leads to the prediction of needs and preparedness. Given the role of housing and the environment on health, awareness of their effects on the COVID-19 pandemic will facilitate future actions and risk management planning.\u0000METHODS: The present cross-sectional exploratory study was conducted based on a mixed-method approach. In the qualitative section, participants who were selected by non-probability sampling method were interviewed via phone, and data collection continued until data saturation using the snowball method. A number of 27 telephone interviews were conducted and after the content analysis of unorganized data, the questionnaire was developed in three parts, the initial pilot was conducted on 30 participants, and Cronbachchr('39')s alpha was calculated at 0.76. Moreover, 144 online questionnaires were completed in What’sApp virtual groups by purposive and available sampling method, followed by statistical analysis.\u0000FINDINGS: As evidenced by the obtained results, in house and interior design scales, surface area; furniture; color; opening and outdoor space as well as living space and in neighborhood scale, density indicators; shared accesses and spaces have positively affected the tolerance of quarantine, reduction of anxiety, and health improvement. Furthermore, stress-reducing places were found to be different in different age groups. In addition, some motivations have generated some new behaviors and needs which are supported by such affordances as openings and windows to open spaces for the provision of natural daylight and ventilation, as well as a specific open space for movement, nature enjoyment, activity, physical activity, and contact with the natural environment.\u0000CONCLUSION: There was a reciprocal relationship between behavioral orientations and environmental-physical aspects of housing in the current health crisis. Therefore, the present study aimed to evaluate the disaster risk of hospitals in Fars province in 2017.\u0000METHODS: This descriptive cross-sectional study was performed in 2017. Out of 90 hospitals in Fars province, 51 centers cooperated in the presented study. Six prevalent disasters and crises in Fars province were identified using the recorded incidents in the last 20 years in the Emergency Operation Center (EOC) of Shiraz University of Medical Sciences. A book entitled \"National tools for the assessment of risks and indicators of specialized competencies of the health sector in response to hazards and disasters (risk map), which was written for the Ministry of Health of Iran in 2014, was used to assess and obtain the risk score. The maximum and minimum risk scores were obtained at 95 and 19, respectively, and the data were analyzed in Excel 2016.\u0000FINDINGS: The mean and standard deviation of the obtained scores for different hazards were reported as 56.039±175.785 (earthquake), 45.962 ± 322.17 (seasonal flood), 575.786.195±19.57 (drought), 909.18±686.36 (chemical threats), 47.764±18.066 (human-caused fires), and 50.235±15.709 (power outage). Natural hazards are characterized by low predictability and can cause numerous human and financial losses to urban settlements. Making cities resilient is one of the United Nations International strategies for disaster mitigation. With this background in mind, the present study aimed to prepare a physical-social resilience map of the study area.\u0000METHODS: This descriptive-analytical identified the criteria and indicators of physical and social dimensions after the revision of experimental and theoretical texts. After the identification of indicators, the map of the resilience or non-resilience of the indicators was prepared in binary form. Finally, two methods of Boolean and indicator overlap were used to combine the layers. In the current research, the Fuzzy Analytical Hierarchy Process-Technique (FAHP) was used for weighting the map of the studied layers.\u0000FINDINGS: Based on the result of the Boolean model map, more than half of the total district will be non-resilient. Nonetheless, according to the result of the indicator overlap method, 7.68%, 24.71%, and 67.61% of the total district has low, average, and high resilience, respectively.\u0000CONCLUSION: According to the resilience map obtained in the study area, it can be stated that resilience in these areas is not favorable. Moreover, Darband region and its surrounding streets are not in good condition. The Red Crescent Society, as the largest non-governmental organization (NGO) in the country and the oldest NGO in the world, is engaged in humanitarian activities at both national and international levels through attracting and retaining volunteers and public participation.\u0000METHODS: The present practical quantitative cross-sectional field study aimed to investigate the relationship between religiosity and citizenschr('39') voluntary participation in the activities of the Red Crescent Society. The statistical population included all volunteers participating in the activities of the Isfahan Red Crescent Society, out of whom 384 cases were selected as the sample. The data were analyzed using SPSS software and structural equation modeling in SmartPLS software.\u0000FINDINGS: It can be seen that religiosity in various dimensions is one of the important sources of increasing the voluntary participation of citizens, which increases the various dimensions of voluntary participation. In this regard, it can be said that Islam especially Shia religion due to its collective nature of abundance can play a very important role in increasing the voluntary participation of citizens and the Red Crescent Society, as a non-profit public institution, can also use this capacity to advance its transcendent goals. \u0000CONCLUSION: As evidenced by the obtained results, there was a positive and significant relationship between religiosity dimensions (belief, experience, practice, knowledge, and consequences) and voluntary participation in the activities of the Red Crescent Society; therefore, all research hypotheses were confirmed. Moreover, the growing effect of disasters on communities has highlighted the need for efficient and effective emergency logistics operations in this field, and some criteria are provided for decision-making and prioritization of relief centers in crisis situations.\u0000METHODS: In the current research, Analytic Network Process (ANP) and PROMETHEE (Preference Ranking Organization Method for Enriching Evaluations) methods were used for analysis and ranking, and construction cost and usage time indicators were considered for the first time. Criteria were also defined and evaluated as layers according to global standards and crisis management criteria in the region. In addition, geographic information systems and expertschr('39') opinions were used to evaluate the indicators.\u0000FINDINGS: Due to the higher weight value, safety (0.36), usage time (0.24), as well as concentration and coverage level (0.22) received priority for the selection of the most optimal relief sites in crisis situations. Therefore, centers, such as Amini Stadium and Golestan Park, which had a lower performance status in terms of the mentioned indicators, compared to other options, were placed in a lower rank in the final ranking, in comparison with other centers.\u0000CONCLUSION: The indicators identified in order of importance were security, time of use, concentration and coverage level, and compatible access.
