As we began to design a swarming sensor network system of systems, we recognized the need for a tractable systems engineering approach beyond the classical one. In particular, although we could define the system requirements and appropriate allocations using conventional methods, the key features of “stable swarming” and automatic scalability were not readily addressed. In most systems of interest, software now provides a significant majority of functionality and increasingly is a significant component in determining non-functional attributes. Failures in system acquisition and implementation are often attributed to systems and/or software engineering shortfalls. The need to apply systems engineering to software design and development, as well as the need to incorporate software engineering concepts into systems engineering decisions, implies that a closer relationship between the two disciplines is appropriate. The clusters of creative design activities are associated with a focus aimed at achieving a certain task. It is shown that there are four types of focus for clusters of creative design activities identified with respect to a desired output to be produced. The outputs are termed scope, ideas, prototypes and product. The research has also shown that there are four levels of granularity of focus clusters of creative design activities depending on the relationships between the different outputs. This research is an effort to define and view MTS as a System of Systems (SoS) and apply Systems Thinking to understand, engineer, analyze, and govern it in a more effective and efficient way. We define Maritime Transportation System of Systems (MTSoS) as an integration of interdependent constituent systems and apply systemic tools such as Systemigrams to study critical properties of the system such as resilience and security through understanding its systemic interrelationships more effectively. A variety of systems engineering models have been applied to MTS. The effort was initiated by the DoD CIO and the DNI CIO where they jointly established the Unified Cross Domain Office (UCDMO) to develop a roadmap for the community and facilitate the development of a Cross Domain vision that includes all the stakeholders and their stated mission. The UCDMO took the lead in working with the different commands and agencies to collect the needs and summarize them into 31 main needs. The most important capabilities that have the highest impact to the community were then determined. Ultimately, the overall mission needs led the UCDMO to determine the need to develop a Secure Information Sharing Environment that can accommodate real-time information access and transfer between different agencies. Stakeholders also, demand a degree of enhanced confidence about the absence of undesirable properties with a potential to cause harm or loss. The paper develops a framework of seven fundamental facets of performance as an ontology for emergent behavioural properties and a separate framework for the emergent structural properties of complex systems. The emergent behavioural aspects are explored and we develop a systems framework for assurance based on an Assessment and Management paradigm each comprising a number of principles and processes. The key argument advanced is that in the face of complexity and incessant change, enhanced confidence in the achievement of desirable and avoidance of undesirable properties requires a systems approach empowered by suitable modelling and relevant diagnostic tools explaining the nature of emergent properties. In libraries often many different pre-designed components are available and selecting suitable IP is difficult and laborious. Power consumption is a key constraint in mobile devices, where SoCs are often used. Therefore, it is important to consider power when selecting components for reuse in the current SoC design. This paper introduces our approach to support component search and selection. Initially, a repository and container for IP is presented. Onto our repository the novel component selection methodology is applied. It considers constraints and properties of IP. Then it performs a similarity analysis between system and component requirements. The result is a ranking of the best-suited components for reuse in the current system under design. To demonstrate our approach a case study is performed on a SoC. With our methodology ranking of components matching the system requirements and constraints is generated. Informally, a safety proposition is a statement, “This system is safe,” and a safety predicate is a statement, “This system is safe under such-and-such conditions.” The standard syntactic rules for predicate logic apply with safety predicates, though their semantics now derive from the context of systems theory and systems engineering. Although the difficulties and challenges entailed in developing SoS are numerous, the integration of varied technologies into coherent systems, interconnected in a network, brings with it an immense potential for creating new spin-off products with correspondingly new market shares. We present a novel method, designated “Fan-Out”, to be used during SoS development. Application of the Fan-Out method together with the presented tool confers the ability to control, monitor, and direct spin-off potential on the developer, thus increasing future potential benefits. The model includes parameters affecting spin-off emergence that were mapped via the Delphi method. After running simulation cases with industry experts, the model was upgraded to fit the needs of future model users. A systems engineering approach is proposed that considers enterprise monitoring and analysis in high-speed enterprise communications systems done by support centers via collaboration rather than in isolation. This paper presents graphical representations of various aspects of the monitoring and analysis approach that include architectural, operational, systems-level, and technical views.
