{"title":"Features of socio-economic development of the Omsk region border areas in the context of demographic decline","authors":"O. Roy","doi":"10.24147/1812-3988.2020.18(3).123-135","DOIUrl":"https://doi.org/10.24147/1812-3988.2020.18(3).123-135","url":null,"abstract":"In Russia, there is a large number of regions that occupy a border position, and the level of socio-economic development of which is not fully realized. The object of the study is the Omsk region, which has a long border with the Republic of Kazakhstan and is a typical region of the Southeastern part of the territory adjacent to the state border of the country. Using the example of the border municipal districts of the Omsk region, the article provides a comparative analysis of the socio-economic development of the border and internal municipal districts of the region, identifies the border factors underlying it, and highlights the features of cross-border cooperation between Siberian regions and regions of the Republic of Kazakhstan. The author notes the absence of socio-economic problems specific to border territories, identifies the strengths and weaknesses of border municipal districts of the Omsk region and considers their ethnonational structure. It is concluded that the border position of municipal districts is poorly reflected in the indicators of demographic decline, which is equally represented in the inner regions of the region. At the same time, the economic specialization inherent in border areas opens up opportunities for cross-border cooperation. Using the presence of similar features, the author also conducts a comparative analysis of the border areas of the Omsk and Orenburg regions, on the basis of which hidden reserves of development of border territories are identified, potential growth points and risks of cross-border cooperation are determined. In the final section of the paper, the author summarizes the experience of the United States in organizing cross-border cooperation, formulates several recommendations that allow border regions to neutralize the emerging trend of population decline and take advantage of their position to improve the quality of life of citizens.","PeriodicalId":126558,"journal":{"name":"Herald of Omsk University. The authors substantiate the role of the diaspora as a criterion for \"breeding\" the con-cepts of ethnic entrepreneurship and local business community. The article reveals the methodology for understanding the phenomenon of the local business community, and identifies its general and specific features. There were examined the domestic practice of social interaction between ethnic entrepreneurship and the local business community in the consumer market of the South of Western Siberia in the Tyumen and Omsk regions bordering the Republic of Kazakhstan. The stages of development of the process of inter-action of ethnic business structures with the local business community are analyzed. The article describes the current state of ethnic entrepreneurship in the studied region. The results of sociological research in 2018-2019 in the framework of the scientific community \"Social responsibility of business\" (Tyumen) are presented. Representatives of municipal authorities of the Tyumen and Omsk regions, the local business community and ethnic entrepreneurship of the region took part in the research. The authors identified behavioral priorities of economic entities and the level of competition between them in each segment of the consumer market in the South of Western Siberia. There are determined competi-tive advantages of the local business community in comparison with ethnic entrepreneur-ship. The article presents results of an expert assessment of the interaction between the local business community and ethnic entrepreneurship, as well as the author's vision of its prospects. The ranking of significance of promising areas of interaction between the local business community and ethnic business structures in the consumer market of the South of Western Siberia is compiled. The destabilization of the economic situation due to restrictive measures to prevent the further spread of the virus can lead to a significant reduction in the level of economic well-being of households, as well as to a regression of expectations regarding future development. The hypothesis suggests that in these conditions Russia will not get out of the “demographic trap” due to the increasing influence of demographic risks. The study proposes a synthetic definition of demographic risks, which allows assessing the probability of demographic events that affect the demographic situation tension level (danger).
