(3) untuk mengetahui kendala – kendala yang menghambat dalam pelaksanaan pelayanan prima pada pasien rawat inap Pengguna Badan Penyelenggara Jaminan Sosial (BPJS) di Unit Rawat Inap Rumah Sakit Tentara Dr. Reksodiwiryo Padang. \u0000Dalam penelitian ini peneliti menggunaka metode deskriptif dengan pendekatan kualitatif, jenis ini berupaya menggambarkan kejadian atau fenomena sesuai dengan apa yang terjadi di lapangan, dimana data yang dihasilkan berupa kata-kata tertulis dari orang-orang dan perilaku yang dapat diamati. yaitu mengumpulkan data sebanyak-banyaknya mengenai faktor yang menjadi fokus peneliti, hal ini sangat relevan dengan judul penelitian yang berdasarkan fenomena yang terjadi di lapangan yang tidak mengumpulkan data saja tetapi juga menganalisa data yang telah diperoleh tersebut. \u0000Dari hasil penelitian yang telah dilakukan di RST Dr. Reksodiwiryo Padang mengenai pelayanan prima pada pasien pengguna BPJS, peneliti dapat menyimpulkan hal-hal sebagai berikut: (1) Pelayanan prima pada pasien pengguna BPJS di RST Dr. Reksodiwiryo Padang telah berjalan dengan baik dengan landasan Standar Operasional Pelayanan (SOP) yang ada. The results of the study showed that although of teenagers on the traffic regulation is good but behavior of young people in traffic there are still many who flouted the rules. No consistency of knowledge in regard to the regulation traffic with his behavior traffic. The accident happened young people in traffic caused by a violation of traffic signals. Placement traffic signals in strategic locations, crowded, a lot of activity encourage road users violations. The purpose of this study is to empirically examine the role of foundations and find a best practice on the management autonomy authority to realize good university governance. This research is a descriptive study with a quantitative approach with a survey method through questionnaires to 21 respondents from foundation leaders, leaders of private universities, lecturers of structural officials at private universities in Padang City. The data analysis technique uses SEM which is operated through SmartPLS 3.0 software. The results of this study indicate that there is a significant positive influence of good university governance and significant management autonomy on the role of foundations in the level of authority to realize good governance of private universities. The Nagari Sungai Aua expansion was designed in 2016 and received a registration code as a Nagari Persiapan in 2017. The influence of the expansion of Nagari Sungai Aua has not been so visible and felt by the community as a whole, which is indicated by the fact that there are still some community groups who complain about the services in Nagari Sungai Aua and development that has not changed. Nagari Sungai Aua even though the expansion of Nagari Sungai Aua has been running for ± 5 years. This research was conducted using qualitative methods and descriptive approaches with data collection techniques through interviews, observation and documentation by used the theory of effectiveness according to Robert Duncan which consists of achieving goals, integration and adaptation. Research result shows that the expansion of Nagari Sungai Aua has been quite effective because it has fulfilled most of the indicators in the variables of Robert Duncan's theory of effectiveness. However, there are still some obstacles related to the delay in the Village registration code so that the indicators of the implementation period and the achievement of targets at the points of equitable development have not been met. Untuk itu dinilai sangat penting adanya strategi komunikasi dalam menghadapi krisis yang terjadi pada institusi dan organisasi. Krisis kepercayaan yang dialami oleh sebagian besar rumah sakit pemerintah terhadap kualitas pelayanan kesehatan berdampak pada eksistensi serta keberadaan RSUD Sawahlunto yang notabene juga merupakan intitusi pelayanan kesehatan publik yang ada di Kota Sawahlunto. Dengan semakin menjamurnya pertumbuhan kompetitor seperti klinik dan rumah sakit swasta, ini dijadikan tolak ukur peningkatan kualitas pelayanan yang sudah berlangsung pada rumah sakit milik pemerintah saat ini. Kecendrungan masyarakat lebih memilih klinik, rumah sakit swasta atau dalam kondisi ekstrimnya pengobatan ke luar negeri, ini menjadi bukti bahwa rumah sakit pemeintah sudah mulai ditinggalkan oleh masyarakat dalam mempercayakan kesehatannya.
