They provide a system of administration from which law and order came and provided a stably system of governance. The objective of this paper is to examine the role of traditional institutions in modern day administration. The paper which is theoretical in nature basically, draws its arguments from secondary data including textbooks, journals, articles and publications. The paper reveals that the current 1999constitution, however did not mention the traditional institution at all thereby reversing most of the gains the institution made over the years, traditional rulers possess accurate local knowledge going back many years and may also have good networks of communication with the grassroots through title holders, traditional ruler were accorded with responsibility during colonial rule, they were members of colonial administration apparatus they were given wide power over matters in their domain. The paper concludes that, traditional rulers play a very significant role of informally managing conflict and peace making meetings when matters get out of hand, they also serves as advisory role to the local council. There are negative implications for employing one kind of healing system and a single healing system could cause delays in the patient’s healing process. Western biomedical practice is of the belief that spirituality has no place in the field of medicine. However, there is no single means of treatment that can be used to attain complete health, therefore healing must be holistic. It comprises an assemblage of career officials, recruited in a civil capacity to serve the citizenry. By their training, they are equipped to champion the course of development by faithfully implementation and evaluation of government polices and programmes. They are expected to do this in a transparent and accountable manner. However, the British bequeathed civil service model in Nigeria has failed to meet the expectations of the people judging by the catalogue of dysfunctionalities in the polity. With the use of the elite model, the study submitted that the failure of the ruling elite to adhere to constitutive rules is at the heart of the present crisis plaguing the public sector. To come out of this contraption, the administrative and political elites should embrace the principles of good governance that includes: respect for institutionalism, public accountability, popular participation, equity, among others. Though government institutions and officials are expected to formulate policies, such policies are expected to be based on the inputs and demands made by the citizens. Citizens’ participation is therefore a primary requirement for formulation of people oriented policies and programmes. In Nigeria, there have been several poverty alleviation policies and programmes that have been implemented by various governments, still poverty still persists in spite of enormous resources that the country possesses. Some scholars have proposed that the lack of input by the citizens have been a major reason for the failure of some of the policies and programmes in the country. It is the light of this, that the study examined the participation of educated elites in the formulation of people oriented policies and programmes in Ogun State, one of the most educationally advantaged states in the country. Descriptive survey design was adopted as the research design for the study, while stratified random sampling was used to locate respondents for the study. A self constructed questionnaire was the instrument that was used to elicit data from 1720 educated elites who were selected as respondents from eight of the twenty local governments in the state. Descriptive analysis of the data revealed that there was high level apathy among the educated elites in the state, as most of them did not use the various platforms for contributing to the policy formulation process of the state. It is commonly accepted by scholars and international institutions alike that participation of citizens in different aspects of the governance process enhances the practice of accountability and transparency in governance. Nigeria, in spite of its endowment with high caliber human resources as well as enormous natural resources has continually failed to live up to its potentials, for various reasons, amongst which is high level public sector corruption. The study examined educated elites participation in ensuring accountability and transparency by public officials in Ogun state, one of Nigeria’s 36 states. Descriptive survey design was adopted, while 1720 respondents selected from eight local government areas, out of the 20 in the state, were involved in providing quantitative data for the study. The data was analysed using descriptive statistics. Qualitative data was collected through in-depth interview with key political functionaries as well as community leaders and private citizens. This was content analysed and integrated in the discussion of findings. The paper employed both qualitative and quantitative research methods to examine the incidence of youth unemployment as a function of labour productivity, agricultural, manufacturing and services contributions to real Gross Domestic Product (GDP), as well as population and inflation rate in which the growth rate of the variables were modeled. It concludes that youth unemployment, agricultural and services contributions to real GDP. It also revealed that there is have positive relationship between youth unemployment and labour productivity in Nigeria. It recommend among others, that since more employment means more income for the poor, which in turn implies a greater demand for basic locally produced goods and services. It is important for government to ensure growth and development of the rural and small-scale urban sectors. This should consider, very seriously, encouraging people to establish more labour-intensive small scale enterprises which have the propensity to create more jobs and higher incomes. This programme, if well implemented, could reverse the rural urban drift which has seriously affected the urban employment.
