In the case study, we collected stopped delay, saturation flow, bus dwell time, double parking duration, vehicle and pedestrian volumes, etc. These data served as the bases to run and to calibrate the model, and to check the model results. Although TRAF-NETSIM does not provide capacity and level of service directly, we showed how to make use of its detail simulation capabilities and graphics to obtain capacity and level of service. We also showed how to calibrate the model to represent local traffic conditions. The simulated capacity, stopped delay and level of service were very close to the field results. Since TRAF-NETSIM is a stochastic model, there is concern that its results may vary. We examined its variability by inputting different random number seeds with different simulation times. We find that the variation of capacity was insignificant while that of stopped delay was mixed. We also examined the required number of runs and length of simulation times to obtain 95% level of confidence. TRAF-NETSIM has many advantages. Its animated and static graphics can show what is going on or how the result is derived. Its numerous calibrating parameters enable it to be applicable to many traffic conditions. It produces many statistics which are useful for other analyses. It considers individual factors as well as the interaction of different factors which may affect capacity and level of service. One can analyze the impacts of these factors on one intersection or on the network as a whole. These controllers have distinct and novel operating characteristics, necessitating a new adaptation of our analysis methodologies to the developing technologies. In this paper the authors provide a preliminary analysis of the potential capacity and level-of-service implications of an OPAC-based controller. This type of controller employs advanced detection and optimization techniques and is highly adaptive. Often discussed are whether the quality of service on rural roads has become poor because of increased traffic loads and, in cases where these loads are not considered to be heavy enough, whether to provide standard cross-sections with dual-carriageways (motorways). The types of road having intermediate cross-sections can be categorized therefore as upgraded (widened) rural roads or as downgraded dual-carriageways (narrow or stripped). It is obvious that these types provide different capacities and especially different qualities of service. Summed-up results from several research projects using empirical data, theoretical valuation and microscopic simulation techniques are given concerning aspects of traffic operations, flows and capacities for different road types. The intersections were video taped during peak hours and the data were manually reduced from the video tapes. The flow from the minor street is recorded in terms of time stamps for such events as the vehicle joins the queue, as it becomes first in line and as it leaves the intersection. The flow on the major street is recorded with time stamps for each vehicle arriving at the intersection. These time stamps establish the basis of defining critical gaps accepted by the minor street motorists. This critical gap acceptance is compared to the recommended practice in different countries for this type of intersection. Volume of traffic on the major street is also examined with a view to relating it to the flow of traffic from the minor street. Together these volumes are compared with the suggested limiting traffic volumes justifying the study of this type of intersection. Street conditions and traffic characteristics in Taiwan are different from those in the U.S., therefore the 1985 HCM can not directly be used in Taiwan without adjustments. Street segment, turning movement, travel time and delay, traffic signal spacing, and effects of motorcycles on free flow speed were investigated to calibrate quantitative measures for modifying the arterial classification method as well as the definitions of urban arterial and arterial LOS measures.
