A summary of the survey's results in terms of consensus as well as divergences of opinion were highlighted. The methods of analysis, the tools used for evaluation, and the corrective actions to control the stray voltage are part of the subject covered. At the time of preparing this paper, only partial results are available. This is why Hydro-Quebec's method, which is a significant representative of the practices, is described within. It reviews common interruption measurement indices, including such measurements as SAIDI, SAIFI, and CAIDI. It reviews short-term interruption and sag measurements interruption indices such as the MAIFI and SARFI, and the new standards for interruption measurements, IEEE-1366, IEEE-1359, and draft P1564. The difficulty involved in what can be done about transient performance of the power system is addressed. Since cable replacement programs are expensive, it is important to understand the impact that age and other cable characteristics have on cable failure rates. This paper presents a practical method to model cable failure rates categorized by cable features. It addresses the issue of limited data and makes it possible to predict cable failure trends using the available information in power delivery companies. This paper starts with a discussion of historical data and cable features that affect cable failure rate trends, followed by the description on failure rate modeling process. This method is then applied to a test case based on the data from a large U.S. utility. System control devices are required to secure or improve transfer capability in the circumstances that the network power flow is subject to change with uncertainty due to increased power transactions in a power market. To clarify the effect of UPFC in such situation, it is needed to evaluate the robustness regarding system stabilization when various network flow patterns appear in a power system. This paper quantitatively presents point to point stability ATC increments with UPFC for various power transfer patterns of a system model. Introduced in 1984, our first commercialized ester was a synthetic polyol ester, developed primarily as an environmentally acceptable Askarel substitute. Although its technical performance is very good, the cost is prohibitive for most applications. The desirable properties of the polyol ester spurred exploration into other, more cost-effective, ester chemistries. This led to the evaluation of a natural (vegetable oil) ester dielectric coolant having many of the same performance advantages of synthetic esters, but much more economical. The major disadvantages of the natural esters are their inherent susceptibility to oxidation and higher pour point. We undertook a massive natural ester research and development program beginning in the early 1990s. Significant improvement low temperature flow was achieved. Oxidation inhibitors together with proper method-of-use overcome the oxidation stability issues. In many ways the natural esters perform better than the less-flammable fluids they replace, and offer significant advantages for applications where naphthenic mineral oils are traditionally applied. Although initially developed for distribution transformers, application in medium and large power transformers is becoming more common. Written for the needs of substations worldwide, the standard attracted interests of utilities and industrial users in many countries even while it was at the preparation stage. The first orders were received by manufacturers in 2003 for implementation in real substations of voltages up to 110 kV. This paper describes several key projects on the installation of IEC 61850 equipment in Germany and Switzerland, highlighting Winznauschachen, the world's first operating substation compliant with the standard.
