Sahagún Valenzuela","doi":"10.26689/jwa.v8i2.6926","DOIUrl":"https://doi.org/10.26689/jwa.v8i2.6926","url":null,"abstract":"This paper analyzes neighborhood conflicts arising from the condominium property regime, under which social housing promoted by Mexican government institutions and private developers is acquired. This regime has facilitated access to housing for the salaried population, but it is far from contributing to the attainment of the right to housing. The research takes as case studies housing complexes located in the city of Tijuana, Baja California, Mexico. The analysis included a mixed methodology. Firstly, similar case studies were analyzed; secondly, a review of the Condominium Property Regime Law was carried out in order to understand its implications. In view of the pandemic situation, a virtual survey was applied to the inhabitants of these areas, as well as interviews with presidents of neighborhood committees of these complexes. From the above, it was found that this form of ownership generates conflicts, reflected in the dissatisfaction of the inhabitants with their housing, disagreements and controversies in their organization and coexistence. The inhabitants have to collectively solve the problems they face, related to the maintenance and use of common areas, insecurity, and cleanliness, among others. In addition, there is a lack of support from local authorities. In the hydrocarbon sector, an environmental liability is an improperly abandoned facility, soil contaminated by spills or others. The objective of this work is to define a risk management plan. The characterization of the residue and the area was carried out. Hazardous events were identified: overflow spill, soil contamination by infiltration, as well as radiant heat and suffocating and toxic fumes from a fire. The matrix method was applied considering the probability of occurrence against vulnerability. The danger of infiltration implied a high level of risk. Using CiteSpace, 597 publications from 2017 to 2023 that were retrieved from the Web of Science were analyzed and sorted out, and the following characteristics were found: (1) The research hotspots transitioned from thermal comfort evaluation to the functional mechanism of water bodies, and then to the impact on the environment and residents’ behavior. (2) The integration of disciplines has promoted the diversification of perspectives on urban waterfront human settlements, and the content has become more concentrated in interdisciplinary fields. Research on corresponding technology and methods of urban waterfront human settlement has improved, and so has the extensiveness of the experiments. (3) The research on urban waterfront human settlement from the perspective of ecology has been improving. In this process, the local government played a crucial coordinating role. According to regulations, construction units must include the costs of preventing and controlling construction noise pollution in the project cost. The construction contract should clearly specify the construction unit’s responsibility for noise pollution prevention and control. This study investigated the impact of new buildings on existing ones by optimizing the spacing between new buildings and the sound insulation structure of building enclosures. The results indicated that building 4 was affected by the noise from new building 1 and its surroundings, with a maximum outdoor daytime noise level reaching 69 dB, and the indoor background noise level in the least favorable classroom was 43.73 dB, less than 45 dB, which was within the acceptable range. It is recommended that the sound insulation design be improved in the planning of new teaching buildings. Besides, the surrounding traffic conditions should be improved, and the usage time of sports facilities should be scheduled appropriately to prevent the noise from sporting activities from affecting the classroom activities.
