This paper provides an assessment of the region’s unfolding geopolitical transformation in recent years and asks if the regional structures in Asia can cope with it. The paper also explores the problems of integrating the two rising Asian powers, the PRC and India, into the structures of global governance. The state plays an important role in guiding and fostering development of the education sector in the creation and production of human capital for domestic production as well as cross-border trading to generate income and employment, and attract talent to the economy. Regional trading agreements can play a facilitating role for internationalization of higher education services, especially when commitments under the General Agreement on Trade in Services (GATS) are weak. Using new criteria, this paper examines whether Asia-Latin America FTAs have facilitated market-led integration by liberalizing trade and behind the border regulatory barriers. Overall Asia-Latin America FTAs provide the foundations for inter-regional integration by liberalizing goods and services trade as well as some regulatory barriers. Future FTAs can support deeper integration by reducing residual regulatory barriers. As both a crisis committee in terms of the reverberations from the 2008 financial crisis and a potential global steering committee for a wider set of economic/developmental issues the summit process includes not only the association of leading association of leading emerging economies referred to as BRICS (Brazil, Russia, India, the Republic of China, and South Africa), but key middle powers such as the Republic of Korea. Yet, as a growing body of literature attests, it is clearly the contested nature of the G-20 that has come to the fore. This paper examines both the strengths and weaknesses of the G-20 from the perspective of input and output legitimacy. Notwithstanding some initial successes the constraints with respect to “output†have become more acute. Moreover, the “input†legitimacy of the G-20 has been eroded by the absence of the United Nations in the design and representational gaps. Despite its deficiencies, the United States (US) dollar will remain the dominant currency and Special Drawing Rights (SDR) cannot serve as either an international medium of exchange or a reserve currency. The International Monetary Fund (IMF) has changed its position to accept capital controls under certain circumstances. Refining control instruments better tuned to present day markets may bring about greater acceptance. The 2008–2009 global financial crisis has dimmed much of the earlier hope for the multilateralized Chiang Mai Initiative. The currency swap arrangements portend a new form of international cooperation. Successful collective action requires leadership with both capability (as suggested by rationalist theories) and legitimacy (as suggested by constructivist approaches). These factors successfully complemented the subsequent export and foreign direct investment FDI promotion strategies the PRC followed in the post-1978 years. Market development has been limited by hurdles confronting borrowers and lenders, current and potential liquidity providers, and insufficient support from government policies and regulations. Besides fostering a credit culture to deepen local debt markets, the issue of critical size can be addressed through an integrated regional market for local currency bonds that provides greater scale, efficiency, and access.
