Such a scarcity limits the capacity to undertake the required analyses and to derive the corresponding conclusions on the interrelations among European regions. The paper uncovers regional typologies in Europe in terms of interregional (NUTS 2 level) remittances flows in year 2018, the year prior to the eruption of the COVID-19 pandemic. This diversification is due to many factors, including specialization, long-term mono-branching and ties with traditional sectors characterised by capital intensity, huge involvement of natural resources, low efficiency and negative environmental effects. It also aims to propose a typology of cross-border areas in the EU considering the above criteria. The obtained results show that despite a relatively evident reduction of the level of asymmetry of economic development in many cases in the period 1990-2015, and particularly after 2004, many cross-border areas show significant disparities in the economic sphere. In contrast, it was after the fall of communism that out-migration grew into a major – but also relatively new – phenomenon affecting Romania. Especially after 2002, in which year Schengen visa requirements were waived, rapid growth in circular migration was encouraged; with a further migratory wave ensuing after 2007, due to free access to the European labour market. Against that background, work detailed in this paper has sought to provide insights into specific features of the process of out-migration, as this relates to social development. Use was made of statistical data available at NUTS 2 (Development Regions) level, as provided by the National Institute of Statistics; as well as various further data and information from both the World Bank and EUROSTAT. To achieve the objective specified above, efforts have been made to select indicators shown to offer a broad and accurate picture of both out-migration (via an out-migration rate indicator) and levels of social developmental (via a Socially Disadvantaged Index). I discuss this with a focus on Poland. Western Ukraine has after all been Eastern Poland until becoming part of the Ukrainian SSR in 1939. Enlarged with Crimea, the same SSR declared independence from the Soviet Union in 1991 at a time when Poland was aiming to join the EU and NATO. Now, Poland is a conduit of assistance, military or otherwise to Ukraine. In due course she may need to reconsider her aspiration, as good as fulfilled now, for being a consolidated nation-state. The alternative in 1919 was something like the Polish-Lithuanian Commonwealth of old. That model may become relevant once more. If so, then this would be like my alternative – neo-medievalism – to a territorialism under which nation-states are the exclusive building blocks of the international order. Neo-medievalism stands for political action, including defence, no longer being the exclusive province of the territorial nation-state. The methodological approach is based on the set of ‘Zaragoza indicators’, in the domain of social inclusion, together with some proposed additional ones: income distribution and monetary poverty, material deprivation, in-work poverty, child poverty and risk of poverty or social exclusion. The main research question concerns whether immigrants/third-country nationals and nationals constitute two rather distinct groups in terms of exposure to poverty or social exclusion. Mainly using data from the EU-SILC Survey, we find that third-country nationals are severely disadvantaged in most countries, and are occasionally exposed to risks multiple times higher than nationals. There are European countries with similar immigrant populations in which these immigrants experience less favorable outcomes compared to other populations in other countries. Comparative analysis allows us to test the significance of different welfare systems in protecting vulnerable groups such as immigrants, using Eurostat statistics and the Migrant Integration Policy Index (MIPEX). Thus, at first glance the model seems to be of ‘a nation establishing its boundaries’. However, a ‘boundaries that made a nation’ model also in fact exists – in which nations were created after boundaries were laid down. The case of Medellín is thus taken to epitomise possibilities for positive change, with the city being looked up to by others. The particular renown here is as one of the cradles of the so-called ‘social urbanism’, an approach to city-making that aims to resolve social issues by means of interventions in urban space, via infrastructure, public places, etc. However, while the successes of this approach have been acknowledged and vaunted internationally, certain less-successful effects have often tended to be silenced. This paper therefore focuses on the more-shadowy side to social urbanism, and on ways of proceeding that remain in place despite the transformations announced. Against that background, the current study is focused on the results of the 2014-2020 cycle. The region of Vojvodina has neighbouring external borders with three EU Member States. While the partner countries have already applied for almost 100% of the available amounts, the implementation of projects and thus the payment of grants is only 50% effected so far. Our intention has been to examine the Vojvodina region in terms of cross-border programmes based on already completed projects and running along the lines of different Priorities. The Programme Areas of the four (Hungarian-Serbian, Croatian-Serbian, Romanian-Serbian and Serbia-Bosnia and Hercegovina) Cross-border cooperation programmes do overlap significantly. Primarily, we have been researching the territorial distribution of each, by reference to the locations of project owners and of project activities; as well as the related networking character of the projects implemented in Vojvodina in the Interreg-IPA (Instrument for Pre-accession Assistance) 2014-2020 programming period. It is then in this context that we examine the focal and connection points of the cross-border connections, in this way potentially indicating deficiencies in regard to sustainable project implementation.
