I focus on the category of returned migrants from Greece, who own a small business in Tirana, the capital of Albania. The aim of the research is to explore the circumstances under which the migrants decided to return and set up a business. I try to analyze the reasons they engaged in entrepreneurial activities through the necessity-opportunity entrepreneurship approach. Some became entrepreneurs out of necessity to avoid unemployment; others because of business opportunities. Within this last group of opportunity-seizing returned migrants, there are some who planned their return and intended to set up a business before migrating. The paper analyses what this might signify concerning the implementation and subsequent assessment of the plan by exploring the role of the maritime spatial plan in Latvia’s planning system. Beginning with a brief history of how the national plan came to be, the paper then describes and evaluates the position of the maritime spatial plan within Latvia’s planning framework before examining the connection between the maritime spatial plan and the Green Deal, identifying contact points. This paper offers a starting framework for studying how closely maritime spatial planning is related to and capable of supporting ─ or at the very least taking into account ─ the goals of the Green Deal. Within the smart cities umbrella, the so-called smart mobility has been subject of considerable research. The systematic review reported by this article aimed to identify the most relevant applications supported by smart cities’ infrastructure with an impact in urban logistic transports. However, a peculiar dichotomy resonates: the EU’s global economic competitiveness objective is (usually) confronted by its territorial cohesion objectives. Permanent failure is generated and anomalies of the territorial cohesion paradigm are on the rise. At the same time, progressive institutional changes are underway in many cities and regions. This paper looks at these paradigm shifts through the lenses of sustainable well-being and of spatial justice. It also reflects on the concepts of territorial disparity and scarcity of resources, as well as on the challenges of assessing spatial justice. From there it proceeds to discussing the power, not to say the delusion of territorial sovereignty, only to revisit neo-medievalism as an alternative ordering principle for the governance of space. Accordingly, though sovereign in theory, stand-along territories are in reality conceptualised as being enmeshed in a web of functional relations, many of which with their own governance arrangements and with many overlaps between them. The focus here is on administrative regions of Ukraine that border on to EU Member States, while the special emphasis is on the Ukrainian-Polish border regions, i.e. those in which the cooperation put in place can be regarded as most successful and intensive of all. Dronova","doi":"10.7163/eu21.2020.39.1","DOIUrl":"https://doi.org/10.7163/eu21.2020.39.1","url":null,"abstract":"This paper focuses on distinctive features of accessibility, passenger flow and sustainability as regards public transport in Kyiv, Ukraine. In investigating the impacts of a transport system on city-dwellers a key concept is accessibility. The analysis included here identifies clear patterns to the individual factors that influence commuting time. Since the city’s system of public transport is underdeveloped, the main underlying factor is the presence of metro lines. An analysis of the metro passenger-traffic system confirms the persistent presence of territorial disparities in the city’s transport network. Furthermore, levels of safety, environmental friendliness and comfort experienced gain reflection in a low level of consumer confidence in the city’s transport system, as well as its limited sustainability.
