The study was guided by seven research questions in line with the objectives of the study. The design adopted for this study is descriptive survey research design and all the librarians with at least first degree in librarianship who are staff of Nnamdi Azikiwe University, Awka, University of Nigeria, Nsukka and Federal University of Technology Owerri libraries made up the population of the study. The population of the study in the three libraries is 12, 52 and 32 respondents respectively. Purposive sampling technique was adopted. The sample size of the study consisted of 96 librarians. Data were collected using observation checklist and the questionnaire. The data collected were analyzed using percentages, mean, tables and frequency counts. The results show that ICT resources are available and in use for user education programmes in these federal university libraries under study. The result also shows that the methods adopted for the application of ICTs in user education programmes in the university libraries included seminar, lectures, demonstration, virtual tour, orientation, guides, etc. ICTs are applied in user education programmes of the libraries understudy to a great extent; circulation staff possessed high skills in the application of ICTs in user education programmes; ICTs contribute to a very great extent in effective user education programme in the university libraries under study. There are numerous constraints and strategies that could be employed to enhance the application of ICTs in user education programmes in the libraries under study. \u0000 \u0000 \u0000 \u0000 Key words: Information and Communication Technologies (ICT), user education.

The reliability of the instrument was determined through Cronbach’s Alpha coefficient statistic and the obtained value was established at r=0.73. Frequency count and percentage were used to analyze the data. The result obtained revealed that most students lacked ability in the identification, accession and evaluation of information resources. Descriptive survey research was used for this study. Total enumeration sampling technique was adopted for the sampling procedure. This was chosen because of the small number of number of population of professional museum staff involved which is put at 784 as at 2012. Questionnaires were distributed to museum professionals at 16 museums, located in the South-West and North –Central geo-political zones of Nigeria to collect for the study. Questionnaires administered, the data collected were analysed with the use of statistics depicting the mean and standard deviation. Findings indicated the highest availability of e-readiness resources by respondents was the use of computer (Mean =2.55) and followed by use of e-mail (Mean =2.53), museum website (Mean=2.23), internet (Mean=2.20), the least was CD-Rom (mean =1.62) respectively. The study was conducted among 100 library users (students, faculty and university staff), librarian and another member of academic council as two key informants. The study found that the Noakhali Science and Technology University Library is playing an important role in the academic development in terms of education and research. The library offers information literacy training, free Internet access and digital library services for e-resources for all users. The study also found that Noakhali Science and Technology University Library plays a significant role in contributing to teaching and learning by providing reference services and circulation of books, journals, magazines and newspapers. In order to evaluate the perceived usefulness of information literacy skills and effectiveness of information literacy skills, two scales were adopted from the existing literature on the information literacy skills. Self-report instruments comprising the two scales as well as demographic items were incorporated into the online questionnaire. The study explored the respondents’ perceptions, usefulness and effectiveness of the information literacy skills at University of Malaya’s library among those who attended the information skills session in 2014/2015 academic session. To conduct this study, a cross-sectional survey design was carried out to answer the relevant research questions. The data have been generated from the online questionnaire of the sample size of this study. The analysis and interpretations of findings were entirely based on the feedback received from the respondents. This analysis has been conducted using the latest version (22 versions) of SPSS for window software. It is hoped that the management and library instructors of the University of Malaya should conduct a regular assessment of the usefulness and effectiveness of information literacy skills (ILS) among those who attended the training program in order to know whether the training program is perceived to be useful as well as effective in completing their academic activities. Through Dutch Joint Financing Programme for Cooperation in Higher Education (MHO) and other donors’ assistance, it established an ICT centre charged with, among other functions, initiation and development of information systems, including the Academic Register Information System (ARIS). Many challenges slowly cropped up and choked ARIS and other systems before implementation. This study was undertaken to ascertain and investigate issues that led to pre-implementation failure of information systems in one of Kenya’s public universities, using a case study of Moi University. This paper presents the views of Moi University’s ARIS and other Information System (IS) project participants on the factors that led to their systems’ failure to reach their operational phase. Although the findings may sound critical of certain aspects of IS and general organisational management at Moi University (MU), they provide real examples of what can happen to IS projects in practice.
