The statistical properties based on moments, including behaviours due to the coefficient of variation, skewness, kurtosis, and the index of dispersion are studied. The estimation of parameters using maximum likelihood is carried out. It is common knowledge that organizations are known for the culture they develop and maintain for their employees’ well-being and vitality. The prime focus of learning organizations is to provide their employees with a vibrant culture where they feel comfortable and grow as professionals. Culture alone does not guarantee employee satisfaction and vitality – there are other factors that play a role. From all the different factors, in this study, leader motivating language is taken as a pivotal one, which can either disturb or improve employee vitality at work. The theoretical background is built on the motivating language theory, which provides a model, helping to understand how the language leaders use, that is, speech communication affects the organization’s employees. A survey was conducted to collect data from various banks and multinational firms in Pakistan through random sampling – 270 responses from people working in these sectors, for which all the three variables, leader motivating language, organizational culture, and employee vitality, could be measured easily, were analysed. The respondents’ average length of service in their company was nearly five years and their mean age was 26.2 years. The objective of this study is to evaluate the quality of age reported by respondents in the EPHS (Eritrean Population and Health Survey) 2010. The data are collected from the survey, whereas Whipple’s index and Myers’ blended index are used to calculate the extent of age heaping and digit preference. The authors compare the patterns of digital propensity in an Eritrean setting using Turner’s hypothetical ranking. {"title":"Mapping improvement options of government services: illustration of ‘concept-mapping’","authors":"G. Vastag, Ágnes Jenei","doi":"10.35618/HSR2019.01.EN024","DOIUrl":"https://doi.org/10.35618/HSR2019.01.EN024","url":null,"abstract":"E-mail: jenei.agnes@uni-nke.hu This paper introduces concept mapping – one form of ‘structured conceptualization’ – through describing and structuring improvement options of Hungarian government service centres (in Hungarian, these service centres are also known as ‘government windows’ or ‘kormányablakok’). Hungarian service centres are implementations of the ‘one-stop shop’ concept where almost all government service needs (close to 2,500 cases or procedures; the most common ones are about ID cards, passports and vehicle registrations) of citizens can be met independently of their residence. Consequently, successful implementation of this concept requires new, service-oriented attitude from the staff and much higher level of technical integration than before. Concept mapping uses inputs from stakeholders (managers and staff members of these centres) to describe the problem domain (service improvement options in this example), using natural language input (Hungarian in this case). These inputs are then grouped (by multi-dimensional scaling and Ward hierarchical clustering) and rated by importance. Inputs from the stakeholders were solicited continually throughout the project to determine the final number of clusters and to develop an action plan for improvement, considering the relative importance of the options. The authors discuss the two main frontier approaches and highlight the reasons for selecting the parametric approach. The review also identifies the reason for considering unobserved heterogeneity when estimating firm performance. The classical stochastic frontier model is found to suffer from an empirical artefact in which the residuals of the production function may have positive skewness, contrary to the expected negative skewness which leads to estimated full efficiencies of all firms, as well as the possible problem of collinearity among inputs in the stochastic frontier model. By relaxing the hypotheses of random error symmetry and the independence of the components of the composite error, a sufficiently flexible re-specification of the stochastic frontier model can be achieved by decomposing the third moment of the composite error into three components that include the asymmetry of the inefficiency term, the asymmetry of the random error, and the dependence structure of the error components. Globalisation tendencies affect the creative sector too, which arises the questions: ‘Does geographical proximity matter in this sector?’ and ‘What is its role in the functioning, relationship-building and information transfer processes of creative actors?’ In this study, first the changes in the meaning of the term ‘proximity’ are explained and summarised then the definition, categorization and attributes of creative industries are presented. Previous papers have proved that the scope of activities of an enterprise and its size have a significant impact on the importance of spatial closeness. The author’s empirical research has similar findings regarding the creative actors: market-based international partner relations constitute a majority and are considered relevant; spatially close relations are preferred and the total average importance index of geographical proximity is higher in the case of market-based partner relations than those with non-economic organisations. Expressions for its coefficient of variation, coefficient of skewness, coefficient of kurtosis, and index of dispersion are provided and their behaviours are studied for varying values of the parameters. The QPAD is shown to be unimodal and always over-dispersed. The estimation of its parameters using the method of maximum likelihood is discussed.
