In modern conditions, the economy is becoming more socially regulated and resource-oriented, in connection with which the concept of conducting agricultural activity is also changing, the main priority of which is finding a balance between high-quality environmental policy and ensuring food security. The adaptation of the Ukrainian economy to global integration processes requires the development of measures to balance the sectoral structure of agricultural enterprises, which will contribute to solving the problem of the development of the agrarian sector of the economy. Without a comprehensive analysis of the current state of resource use, it is extremely difficult to find a balance between economically efficient, ecologically balanced and socially oriented agricultural production in an agrarian enterprise. In the modern world, the competitiveness of agricultural enterprises is ensured by the effective use of available resources, the introduction of the latest technologies and various innovative novelties. In the market environment, new, stricter rules are being introduced and are spreading, regarding the improvement of the efficiency of the use of available resources; directions for improving the resource potential of the enterprise as a whole; reduction of production costs and improvement of the quality of manufactured goods and services. By conducting an analysis of the theoretical foundations of the effective use of resources, we considered the evolution of the views of scientists and summarized modern approaches to determining the types of efficiency in the use of resources of agrarian enterprises. Scientists distinguish: natural, structural, technical, technological, economic, cost, social, ecological, energy, investment, socio-economic, ecological-economic, production-technical and production-economic efficiency of resource use. It is found that the peculiarities of the methodology for accounting and administration of personal income tax include its clear regulation by regulatory and legislative documents. The amount of the subsistence minimum is of great importance, the level of which determines the granting of a social benefit. Changes in the subsistence level determine changes in benefits. Martial law also led to the introduction of a military personal income tax. It will be directed to the state budget for the needs of military defense of the country. Even in times of war, the state finds opportunities to increase the subsistence minimum and the minimum wage, which determines the methodological features of accounting and administration of personal income tax.
