According to the characteristics of extreme learning machine algorithm, quantum particle swarm optimization (QPSO) is employed to optimize parameters of extreme learning machine, and QPSO-ELM model with structural risk idea is constructed. The model which reduces the empirical risk of the algorithm improves the generalization ability of the model and improves the spectrum sensing performance of the algorithm. Simulation experiments show that compared with the three machine learning algorithms of artificial neural network (ANN), support vector machine (SVM) and extreme learning machine (ELM), the spectrum sensing performance of the algorithm is improved by 16%, 28% and 9% respectively when the signal-to-noise ratio is -15dB. For the marine environment with changeable weather, the rain attenuation of such high-frequency communication can’t be ignored. Based on the rainfall attenuation prediction model of international radio union (ITU-R), aiming at the actual situation of different climate regions in the Indian Ocean and Pacific Ocean, this paper analyzes the rain attenuation under different electromagnetic wave polarization modes and different working frequencies with antenna tracking elevation by MATLAB simulations. For many aerial targets, their shapes tend to be axisymmetric and in most cases the directions of motion nearly coincide with the axes of symmetry. In this paper, an extended Kalman filter with Gaussian process measurement model is used to simultaneously estimate the kinematic and extent states of such target and based on some assumptions about the target extent, a new form of the covariance function for Gaussian process is proposed. Traditional compressed sensing methods are usually developed based on the ℓ2- norm data fidelity and only perform well under Gaussian noise. In this study, a new formulation based on the correntropy, which has the capability of suppressing the large outliers, is presented for robust compressed sensing under non-Gaussian noise. Meanwhile, in this formulation, the smoothly clipped absolute deviation (SCAD) regularization is exploited for sparsity inducing. By combining half-quadratic technique and alternating direction method of multipliers (ADMM), a new effective algorithm, named as HQADM, is derived to optimize the new formulation. Inspired by the continuous rotation invariance and illumination robustness of the geometric curvature information, principal curvatures (PCs) of all pixels are first calculated and then used to represent the gradient magnitude information of the image, which are further exploited to replace the original gradient magnitude information in CLBP. To further improve the accuracy of texture classification, a cross-scale joint coding strategy is exploited to form the final GCLBP. The Tibetan language has its own phonetic system, grammatical structure, rich vocabulary, and perfect expressive ability. This paper builds a corpus of U-Tsang Tibetan and designs corresponding textual annotations. Based on this corpus, a Transformer network-based method for Tibetan speech recognition is proposed and a Transformer end-to-end speech recognition model for Tibetan is trained. We compared the Transformer-based approach to Tibetan speech recognition with the convolutional neural network (CNN)-based model and introduced a data augmentation algorithm SpecAugment in training. The results show that under the use of 36000 Tibetan utterances corpora with a total length of 53h, transformer model and CNN model respectively obtain 29.3% and 32.6% of WER. Most of the traditional redundant algorithms require all redundant components to work at the same time to vote. It requires a lot of resources, and it is impossible to know the specific health status of the working module. In order to solve this problem, we propose a redundant fault tolerant system based on neural network health assessment. In this model, one-dimensional convolutional autoencoder is trained to assess the health state of the module. According to the health score, it can judge whether the working module is faulty and whether it needs to switch to the redundant module. The model is validated in the bearing fault data set of Case Western Reserve University. At the same time, SHVC takes more encoding time. Therefore, a fast depth decision and mode selection algorithm is proposed to reduce the intra coding time of SHVC through statistical analysis. First, the depth levels of the strongly relevant coding unit (CU) are utilized to predict depth range of the operational CU in the enhancement layer, and the depth with the little possibility is early skipped. Then, the average absolute difference between the corresponding CU depths of each layer is compared with a preset critical value to select the inter-layer prediction mode in advance, and the redundant calculation of intra mode is precluded. Finally, inter-layer correlation is used to predict the range of direction mode, and some unrelated direction modes are excluded. Results show that the RMS error and deviations between OISST, CoralSST and drifterSST are all about 1 °C, independent of seasons, and the correlation coefficients are all exceed 0.99. However, due to the effect of sea ice, there are less buoys in winter in the northern EJS, the drifterSST are less reliable in this region. In terms of the long-time variation, CoralSST is very similar to OISST. The average RMS error is 0.5 °C, and the correlation coefficient is larger than 0.99. In this paper, quantitative evaluations of four eddy resolving ocean models including HYCOM, OFES, ECCO2 and FRA-JCOPE2 are conducted in the East/Japan Sea. Regions of main circulation systems, including the Tsushima Warm Current (TWC), East Korea Warm Current (EKWC) and Subpolar Front Current (SPFC), are especially concerned. Using the quality-controlled 6-hourly Drifter interpolation data provided by NOAA, the point and field correlation coefficients are respectively calculated to evaluate the correlation between observed data and model data. Results show that the HYCOM forecast data and OFES hindcast data offer a better stimulation of the main current system in the East/Japan Sea, compared with the ECCO2 and FRA-JCOPE2 data, whose point and field averaged coefficients are both over 0.7. The conclusion is supported by the Taylor diagram, which indicates that HYCOM data has the closest distance to Drifter data.
